Dolan The Board reviewed th~'~i~'c~t~r{ of John P. Dolan for a Class II license at 9 Waverly Rd, whic was tabled from the last meeting. Chairman Graham noted a letter from Town Planner suggesting denial of the license based on the upcoming improvements in the downtown area. The Board felt that the granting of this license was not in the best interest of the community, and VOTED to deny this request. Catherine J. Salisbury, Christine M. Smith, Kenneth C. Crouch, Francis X. Dugan. The warrant was approved as submitted. Ingalls Street Property - Burnt Out Buildinc. I Dennis S Evelyn FraiT.,e, owners of the property, told the Board that they had a contractor bull doze the structure on the day of :the fire. Since that time, Mr. Fraize has been cleaning up the site whene,,,'er he had the chance. Chief Dolan suggested that perhaps a collaborative effort between the Fraize's and an interested abutting resident would be in order, as this neighbor had offered to purchase the property and offered to have Ben Osgood clean it up. The Board voted to recess the hearing for two weeks. ; Commun, ity Opportunities: Schedule for Close-Out & Recommendation for Auditin9 Firm Rusty Rodes of COG made some recommendations for the reuse of program money ret,~rned to the program from land takings (Urban Systems. Project, $17~000 ~ind Boat:RampTProject, $37,400). Mr. Rodes suggested putting $12,000 into contingency for the Downtown Revit- alization Project and $5,000 for planning services for the continuation of community economic development. Lisa Ruben, Administrator for C.D., suggested purchasing trees for the Urban Systems Project. The Board took these recommendations under advisement and will discuss the issue again next week. The Board voted unanimously to award the contract for auditing of the C.D. department, to the Daniel Dennis Co. at the bid price of $5,500.00. Community Development - Downtown Revitalization Proiect Status Frank Capone, Resident Inspector, announced that the cross walks, repaying and sidewalks should:be completed by the deadline, October 22, and the final overlay should be done by the 25th. Areas that are not expected to be completed by deadline are the fence at the Bradstreet School, and work to Messina's property. Lisa added that the fence is presently being manufactured, but will not be p.ut into place until the spring as it will take 6 weeks to manufacture and then the .qround will most likely be frozen. As it would be costly to have the contractor come back in the spring to erect the fence, it was suggested that Bud CYr'S department do so. The Board voted to refer the question of implementation of the penalty clause to Town Counsel for comment, and to notify the contractor of the Town's intentiontion to persue all options and to authorize the Chairman to act on the Board's behalf. Civil Defense Quarters Executive Secretary, Keith Bergman reported that there are several problems areas in the Civil Defense headquarters in the Senior Center: A floor drain needs to be connected to exterior drain; complete electrical wiring; adequate lighting and/or ventilation; keys needed to power room. The Board instructed Keith to review this matter further and report to the Board on October 29. Disposal of Surp__lus Property - Fire. Department The Board authorized Fire Chief, William Dolan to dispose of a surplus safe in that de- partment and return any monies to the general fund. :hestnut St. Entrance to Watts Re~lulator The Board reviewed a citizens' petition and response from Police Chief Sullivan relative to the.proposed access to Watts Regulatort citing narrow access road and a dangerous drop off area for the school busses. The Board voted to refer the matter to the Highway Surveyor, the Safety Officer, and the School Superintendent for their input. Police Chief's Response to "Co Slow, Children" sic. Ins on Milk St. The Board voted unanimously to authorize the Highway Surveyor to place "Co Slow, Children" signs on Milk St. in accordance with the Police Chief's recommendation.
