HomeMy WebLinkAbout1984-11-13 Board of Selectmen MinutesNovember 13, 1984 continued Community Development - Audit of Off-Street Parkin9 and 121B Planning Programs Administrator, Lisa Ruben recommended that the Board request $524.00 to conduct an audit of the above named programs. She noted that legally, CD Block grant funds cannot fund an audit. The Board unanimously voted to request a transfer from the Reserve Fund in the amount of $524.00 to the Selectmen~s Expense account to fund an audit of these programs. Intermunicipal Coordinator - Right to Know The Board voted unanimously to forward a letter to MVPC noting favorable comments from Chief*'Dolan and Mr. Osgood and to note their concerns (ie. that the person responsible is available to the Town and that the needs of North Andover are being met). "RelocatiOn and Alterlncj- of a Portion of Greene Street The Board discussed a petition before them to abandon a portion of Greene Street. The Board voted to table action in this regard until such time as the amount of land in question: is Enow. n and how this is administered, and to request Atty. Hyatt to appear at the November 26th Selectmen!s meeting to answer questions. Request for "Go Slow, Children" or "Blind Driveway" Siqn on Salem Street The Board unanimously voted to refer a request by War~en and Sandra Sideri, 1116 Salem St. to Police Chief Sullivan for his recommendations. Request for Transfer from the Reserve Fund The Board unanimously voted to request a transfer from the reserve fund in the amount of $717 to the Special Legal Account to pay a bill for services rendered from Town Counsel, Ralph Joyce for the month of October, 1984. In addition, the Board instructed Executive Secretary, Keith Bergman, to review the MOA and ByLaw relative to Town Couaselposition as to what is covered under Town Counsel's monthly stipend. Telephone Survey Cost Estimate Executive Secretary, Keith Bergman reported that Cosgrove Communications has quoted a price of approx. $4,500 plus expenses to conduct a needs assessment of the present telephone system at Town Hall, the Senior Center and the Fire Station. The Board authorized Keith to research the legal 'impact of not bidding this service. Selectman Crouch suggested soli- citing several communications firms for proposals prior to'hiring a firm to do this assessment. John McGuire of the Fire Department, added that the Fire Department would not approve of having their emergency # changed and asked to be kept informed on the progress of this issue. ' HeafincJ S~stem Proposal Selectman Crouch reported that he has reviewed a proposal by Reliable Heating Company to do additional, work to the heating system in the basement level of Town Hall, ,and finds indeed this work is necessary and should be done as soon as possible. Buildinc. l Inspector The Board voted to request a response from Building Inspector, Charles Foster relative to his actions at Selectmen's meeting on September 17, 1984, after no response was received to a request for response from him on September 19. LICENSING COMMISSIONERS: Royal Crest Limousine Service The Commissioners voted to sign a notice to Massport Authority that North Andover has no objections to Royal Crest Limousine, Services operating within and through its boundaries. Beano Licenses The Commissioners received an annual report of the Mass: Lottery Commission listing those organizations which have applied for renewal of their 1988 licenses: St. Augustine School, and St, Gregory Armenian Church. The annual Beano fee is payable to the Mass. Lottery Commission and no action is necessary by the this board for renewals.
