HomeMy WebLinkAbout1985-01-14 Board of Selectmen MinutesJan ua r~ continued 5 ~' 1 Perambulation of Common B~ The Board received an invitation from the Town of Boxford to perambulate common boundary lines sometime in the Spring, in accordance with MCL C. u, 2, S.2-6. The Board voted unan- imously to accept the letter of invitation and reply that we will await a formal invitation in the Spring. Local Scenic River Designation The Board reviewed a request from the Merrimack River Watershed Council asking that North . Andover designate the Merrimack River as a 'Looal Scenic River". The Board voted unanimously to send a letter of support in this regard. Request for Signs on Stevens Street '- Trustees of Reservations The Trustees of Reservations has requested that the Board direct the Hif~hway Surveyor to install signs on both sides of Stevens Street, between Harkaway Rd. and Osgood St., NO PARKING, SUNSET TO SUNRISE. The Board noted that the Police Chief is fully in favor of this approach to curb vandalism in the area, and voted unanimously to instruct the Higway Surveyor to install said signs. Personnel Board - Notice of Public Hearin9 The Board received invitation from the Personnel Bd, to attend hearings on 23 articles filed for amendment to the Personnel ByLaw, The Board voted unanimously to accept the invitation and so notify the Personnel Board that if a representative of the Selectmen can make it, they will, " Dog Officer Gene Northam, Dog Officer, raised the issue of the Selectmen submitting a town meeting article to make the position a full time Animal Control Officer. After lengthy discussion, the Board voted 3-1(Chairman Smith abstaining.'., to support the Personnel Board's article to include the part time position of dog officer in the,Personnel ByLaw at a salary of $9,542. in addition, the Board voted 3-1 (Chairman Smith abstaining), to inform the Board of Health that the picking up of dead animals (excluding dogs) is a Board of Health responsibility. Community Development Status Report Executive. Secretary, Keith Bergman noted that funds are being withheld from Walter Reed until such time as the punch list items are completed in the Spring. Executive Secretary will meetS, with COG to go over this' report. In a related matter, the Board discussed a request for payment of overtime from former Resident Inspector for the Downtown Revitalization Project, Frank Capone. The Board voted to,direct Keithto review this request with Lisa and meet with Mr. Capone. Selectman Crouch noted that~ther, e was no provision in Mr. Capone's contract for overtime, as it did not spell out any specific hours of work. Reset, ye Fund Transfers The Board voted to request a transfer from the Advisory Board in the amount of $13,030.72 to pay for services rendered under Special Legal by Town Counsel {2nd quarterly payment) Warner & Stack~ole, Kopelman & Paige, Holtz & Gilman and Murphy Lamere & Murphy. Request for Copies of Complaints in Outstanding Litigation The Board voted unanimously to notify the Citizen that copies of any complaints will be made available provided they are readily accessible by the Selectmen~s office and will enlist the assistance of Town Counsel to provide this information after a meeting on~the 21st. Letter from Town Moderator, Don Smith The Board received a letter from Don Smith, advising of his intention not to seek reelection to the office of Town Moderator in the upcoming election due to professiomltime constraints. The Board voted unanimously to send letter of thanks to Mr. Smith for; his service to the community The Board voted unanimously to go into executive session to discuss a Fire Department g LICENSING COMMISSIONERS: cars Bein9 Stored at DeMoulas Market Town Counsel has communicated that the only way to prove that sales are taking place at this location would be to have the police make frequent checks, Selectman. Dugan felt that this would be an unwarranted use of police services, Selectman Ken Crouch volunteered to speak with Mike Kettenback of DeMoulas in resolving this issue. Chief Dolan noted that if there is any gas in the tanks, a gas storage permit would be in order Dog Officer Gene Northam request a letter from the Board stating that his engaging in exterminations does not constitute a conflict of interest.
