Police Chief Sullivan has recommended that each candidate be ~iven one additional chance to enter the academy. Board that this working was recommended by labor counsel, Upon a motion by Graham, the Board voted 3-1(Gahrawy opposed) to approve the recommendation as stated by Executive Secretary, Keith Bergman. The Board also instructed Keith to notify the officers who are due to attent the upcoming academy, that if they fail for any reason, they will be removed from the police force. The Board further asked Keith to review the fees for the Topsfield academy and the Framingham academy.' Police Grievance - Vacation Time Further consideration was given to the grievance of 7 officers, more specifically to the issue of effective dates of.employment. The. Board felt. the since this grievance arises beyond the timeframe allowed, then..itshould be denied. Notice of Renewal of CARD Plan The Board was in receipt of a notice from EOCD announcing that it has renewed the Town's CARD Plan for the Central Business District, for two years beginning February 5, I985, The plan's purpose is to prevent or avert and reverse the decay of the area covered by the plan; and serves to avoid or correct the deterioration of and older commercial center. Notice of Grant Award: EDSA/Century Laminators The Board reviewed a notice of grant award from Secretary of Communities and Development announcing that the Town has been selected to receive funding from the Mass. Small Cities Program, EDSA. The total amount of the award is $305,000 of which only~ $5,00Ois for administrative costs. This award does not contain any program income which the application had sought - approximately $25,000 per year over 20 years. Upon~a~Motion by Bahrawy, the Board voted unanimously to authorize Keith Bergnm.n to meet with Senator Costello, Hermann and EOCD to review this grant award to discuss the~specifics of this award. Charter Commission: Office Space The Board voted to offer the vacant office.;space~located on the lower level and opposite the Selectmen's office for use by the newly-formed Charter Commission. While the Charter Com- mission has announced its plans to meet every Tuesday at the AtkinsonSchool, the Board felt that it would be more convenient for them to be closest to their office end, voted to notify them that arrangements could be made to have them meet at Town Hall if they so desire. Special Lesal Account Transfer The Board unanimously to request a transfer from the Reserve Fund in the amount..,of $7,175.35 to pay for professional services rendered by John J. Willis ($450.00)i, Holtz and Gilman ($3,971.52) and Warner and Stackpole ($2,753.83). Crossbow Lane Complaint The Board reviewed a letter from residents of Crossbow Lane citing damage to their mailboxes by Town snowplows on March,Sth. Bud Cyr, Highway Surveyor noted that the mailboxes are too close to the pavement and most are poorly constructed. The Board voted unanimously to notify the complaintants that the Board is satisfied with Mr. Cyr's response to the complaint, and to offer_that Mr. Cyr would be happy to advise on the proper placement of mailboxes. Parson Bernard House: Letter of Support Selectman Charles Salisbury asked that the Board send a letter of support to the funding agency reviewing an application to repair the Parson Bernard House. Resignation from Zonin~Board=of..Appeals The Board accepted with regret the resignation of Richard Trepanimr from the Zoning Board of Appeals. It was voted to advertise for new applicants and review the status of the alternate members. ENSING COMMISSIONERS: uest for One Day Liquor Licenses: Approved - Merrimack College March 19. Pending the approval of Bruce Baker, a one day liquor license was approved forithe Andonna Society on March 19 at Gildea nHall.
