The Board held their regular meeting on this date with all members present: Chai~rman
Christine M. Smith, John W. Graham, Kenneth C~.Crouch, Charles A. Salisbury, Ramsay A.
Bahrawy; and Executive Secretary Keith A. Bergman. The minutes of 4-1 and 4-8-85 were
approved as submitted. The warrant was approved.
ABC Bus Com an Pro ress Re orr
The Board met again with Charles Carrell of the ABC Bus Company for a progress report.
ABC Bus Company was denied an order of conditions by the Conservation Commission on April
4, 1985 for occupancy at their new site, om the basis that they did not submit sufficient
information and no alternatives were provided to the Con. Com. James Lafond of the Con.
Com. noted that this order of conditions was denied without prejudice, which means that
it can be resubmitted at any time. Mr.cCarrell of the ABC Bus Co. told the Board that
another meeting with the Con. Com. 'has been scheduled for April 17. Residents and abutters
to ABC Bus Co. requested~the B~ard~'to~act on an agreement presented to them, req6iring
all operations to be ceased by 12.p.m. on June 27, 1985. Questions .arose~.about the Blg.
Inspector's authority to order ABC Bus off the site in relation roi their violating, the
Zoning bylaw. The Board voted to request an opinion from Town.Counsel reYative to Section
10.1 of the Town's Zoning Bylaw. Selectman Graham said that he would not want to see ABC
operating at that site on September 1, ~and suggested that a date certain be given by the
Building Inspector at which time all'f operations be ceased at the site. Chales Foster,
Building Inspector noted that he would be better able to set a date certain after the
next Conservation Commission meetiDg on the 17th. g~lectman Salisbury motioned to table
this matter until next week at which time the Building Inspector will pr?vid~ ? date certain;
and to be sure that the School Committee is aware of this matter.
Consideration of Police Grievance-Appointment Dates
The Board reviewed a grievance submitted nn behalf of officers Patnaude, Pickard and
Quinlan asking the Board to follow "past practice", and change their effective date of
their appointments from December 27,u1982~.to~'$anuaryttO, 1983. This grievance follows
a previous grievance spelling out the posting of vacation time. The officers contend that
they are dR~:~two weeks vacation' time and would be credited with it if the Board agrees to
cchange their effective date of appointment. After much discussion, a motion~w~s~made by.-
Selectman Crouch],to~.~d~ny~.the.grievanee.~vmotion carried 4-1(Smith opposed). Upon a motioz,
by Selectman Salisbury, it was vo~ed to authorize Keith to meet with the Police Chief and
Personnel Board and come up with a proposal for implementing this vacation issue, independent
of appointment dates: unanimous.

The Board acknowledged receipt of two applications and voted to scheduled interviews for
both candidates for the following meeting on April 22, 1985.
Downtown Revitalization Pro~
Upon a::motion by Selectman Crouch, it was voted unanimously to approve payment of application
#7 to Walter Reed for $11,433.25. Selectman Graham raised theiissue of liquidated damages
and requested that Keitb review this further and bring it back to the Board.
The Board noted receipt of two bids for the Bradstreet School Fence: H & H Engineering &
Valley Welding. Upon a motion by Selectman Crouch, it was voted unanimously to award the
bid to H & H Engineering as the low bidder at $8,282, and to remind H &~H that iT is critical
that the fence be delivered and billing completed prior to the end of May.
Urban Systems/Lower Main St.
James D'Angelo of Vanasse/Hangen, reported on meetings with Bud and the construction
engineer relative to alternatives for laying pipe on this project. He noted a three
part solution: :to re~ay the pipe for a distance of approx. 200 ft.; place a concrete
cap'over the pipe throught the 200 ft. area; regrade ~heroadway in this area. Highway
Surveyor, Bud Cyr, said this is a compromise and asked that the Board back him up by
the State that he is not harassing them and wishes to be kept informed on the progress of
this project.
NESWC Advisory Bd. Meetin~
Th-~Board noted a~meeting of the NESWC Advisory Bd. on Thursday, April 18, at whichtime
a vote is expected to be taken on the truck traffic route to the facility, and it was noted
that Haverhill representativemwill be in attendance. Selectmen Bahrawy andCrouc~ offered
to be in attendance on the Board's behalf.
