HomeMy WebLinkAbout1985-06-17 Board of Selectmen Minutes The Boa~d held their regular meeting on this date with all members present: Chairman Chrie~ine M. Smith, John W. Graham, Charles A. Salisbury, Kenneth C. Crouch, Ramsay A. Bahrawy; and Executive Secretary, Keith A. Bergman. The warrant of~6/17 was approved as suhmltted and minutes of 6/3/85 were approved with Mr. Graham abstaining. ~s~ta~ion of Pla uss The Board presented placques, to retired police officer, Jack Lanni. fer~over 30 years of service to the Town~ and Francis X. Dugan, Selectman 1984-1985. : ~uv~u une petltlon of New England Telephone Co. :o install approx. 140 ft. of buried cable to extend service to a new subdivision off Summer St. Request for "No Trucks" on Oso~o_o_~Stevens Street Several res/dents in attendance to voice ob3ection to heavy earth moving vehicles using Stevens St. as a cut-through. Chief Sullivan recommended "Dangerous Intersection" signs be erected on Osgood Street. Residents of Millpond Homeowners Assoc. noted the "bridge" between the ponds attracts children to fish and feed the ducks and has no sidewalks; and is not a safe area for very large earth moving vehicles to utilize. They suggested that a more main route be used i.e., Rte. 125., and asked that signs be posted limiting the weight limit on Stevens St. Upon a motion=~y Graham, it was unanimously voted to request that Mass. DPW conduct a speed study of Stevens St. from Osgood St. to Pleasant St. Upon a motion by Salisbury, it was voted unanimously to authortzei~the.:enforcement of;the earth--removal..ragulatfons and trust that this heavy traffic be routed ~o a.:more sensible rou:e. Upon a motion by Graham, it was voted 4-1 in favor of placing "Dan§erous Intersec- tions'' signs on the north and southbound sides of Osgood St. before its intersection with Stevens. (Crouch opposed). Salem Street Run-Off Problem The Board heard testimony of Louis Rasetta of 1532 Salem St. concerning run-off problems' created by the development of two building lots abutting his property. Mr. Rasetta notes that he has had no satisfac=fon from the buider~over the last 6 months and further notes that the silt is draining into;~uaarb~Twe~l~nds. Bud Cyr, Highway Surveyor added that he did not approve of this construction, and'has.in_fact sentithelbutlder~.2 notices of violation of the Driveway Entry Bylaw. Upon a motion ~y Crouch, the Board voted~4_l(Bahrawylopposed) to support~the Highway Surveyor in taking any action he deems necessary, to =~force the Driveway Entry Bylaw violation .~ SroSi n-French Farm Rd. In a~eordance with the recommendation of the'Police Chief Ed Sullivan, the Board voted unanlmously to request~the approval of the State'DPW for a stop sign at the intersect/on of French Farm Rd~ and Barker St. Provisional Poli~e Lieutenant's Position The Board invited Chief Sullivan to discuss the appt. of a provislonallieutenant until the r~u!tof the testing in Oct. 85 are available and a permanent lieutenant is appointed. · .. This position, which was created by 85 town meeting vote, would supervise p~tr01s and overseer.court cases. The Board discussed the ripple effect of promoting a sar§cant to lfeutenant,~.offtcer to sergeant, and so on. Both the lieutenant and sergeant's exams are scheduled for the same t/me in October.
