October 7, 198~ Mill Rd.: Tree Removal/Coun~ Several residents of Mill Rd. were in attendance .to object to the removal of a 32" red maple shade tree and the proposed wideni~D of Mill Rd. A public hearing was conducted on this matter by the Tree Warden, who received several objections and under MGL C.87, a.4, the matter has been referred to the Bd. of Selectmen for a decision. The residents implored the Board not to permit the widening of Mill Rd., end petitioned to make it a one way from Johnson Street out to Chestnut St. Highway Surveyor, Bud Cyr, stated that although he had the authority to widen Mill Rd. if he so chooses, he would respect everyone's wishes if M/il Hd. was made a one way amd would put the road back to its original condition. Additionally, Bud asked for the Board to petition the County Engineers to lay out Mill Rd. The residents objected this request as i was felt that once a layout was obtained, boundaries would be established, and the road Residents also noted that the dangerous area of Mill Rd. was its intersection with Johnson St. Upon a motion by Selectman Crouch, seconded by Selectman Salisbury, it was voted to leave the 32" shade tree at 152 Mill Rd..(unanlmous). Upon a motion by Selectman Graham, seconded by Selectmen Bahrawy, it was voted 3-2(Crouch, Salisbury opposed) to petition the State to make Mill Rd. a one way in the direction of Johnson St. to Chestnut St. Upon a motion by Graham, seconded by Salisbury, it was voted to request Bud Cyr to come back before the Baord at a future meeting with his plans for improvoements to the intersection of Johnson St./Rte. 114. Upon a motion by Bahrawy, seconded by Crouch, it was voted unanimously to authorize Keith to meet with County Engineers on the Mill Rd. layout issue and report in 2 weeks. Lower Main Street: Urb~ Scheduled for review was a bill from Andover Engineering in connection with this project. Due to the absence of representatives, the Board voted to table discussion. Bud Cyr reported that he engaged the services on an independent engineer to review the project prior to acceptance, and should have his report forthcoming in a few days. ~redness Pursuant to the Board's request, several departments have reported on storm preparedness in the aftermath of Hurrican Gloria, and discussed placement of Civil Service telephone. Street Li h~ Re uest: Hillside Rd. The Board unanimously approved the request of Philip Busby for a street light on pole #3948. Traffic Si n Re nest: Ha eadow Rd. "Go Pursuant to the Police Chief's recommendation, the Board voted not to erect a Slow sign on Haymeadow Rd., hut rather to forward a copy of the recommendation to Mrs. Homyak advising that the street is not a place for children to play. Local Arts Council Resigna~ion The Board voted to accept with regret, the immediate resignation of Scott Duncan. Chairman Smith suggested inviting members to the Board's meeting on the 21st. ~noal Pair Housin~Fundin~ Upon a motion by Salisbury, seconded by Crouch, it was voted unanimously to indicate our support for a regional fair housing program, to MCAD, purusant to the proposal by MItaC. Davis & Furber Access Rd.: Notice of CDAG Di~ The Board noted receipt of a notice from EOCD that North Andover's application for CDAG was not selectee. The Board voted to request a report from Marry Spagat on plans for access EXECUTIVE SESSION At the request of Gene Northam, Dog Officer, the Board went into excessive see whether to dismiss the.Dog Officer. The Board adjourned exec. session and reported.'the following vote: to dismiss Dog Officer Gene Northam immediately for cause 3-1-0 (Bahrawy opposed; Smith abstaining). LICENSING COMMISSIONERS: Transfer of 99 North, Inc. The Board.approved the transfer of 99 North, Inc. to 99 Boston, Ina. pending the approval of the Pire Chief. Common Victualer: Smolak Farms The Board approved the application of Smolak Famrs for a common vlctualer's license for the farm stand at 315 S.Bradford St., pending the approval of the Pire Chief. ~rises: Common Victualer The Board a D proved the application, pending approved permits with the Board of Health. ~Auotioneers: One Day Paddler's License The Board tabled action on this item until a response is obtained from the State of Californi~ Catherine J.
