HomeMy WebLinkAbout1986-05-05 Board of Selectmen MinutesMay 5, 1986 The Board held their regular meeting on this date with 4 members present: Acting Chairman Kenneth C. Crouch, Christine Smith, John Graham, Ramsey Bahrawy; Charles Salisbury was on vacation. Also present: Exec. Secretary Keith Bergman. The warrant was unanimously approved as presented. Petition of Mass. Electric: Marbleridse Rd. The Board unanimously approved the petition of Mass. Electric to install one pole on Rd. to service a new building lot #5, subject to a Highway Department special permit. Board of Public Works: Water quality The Board met with the Board of Public Works to review a recent "boil order" issued by the Dept. of Environmental Quality Engineering concerning the presence of giardia lambia cysts in the Town's water supply. John Thompson of the Bd. of Public Works reported on efforts to secure an "ozone" system of purfication and will be increasing chlorination throughout the sytem; He added that the original test for giardia was conducted on "raw" water taken directly from the Lake, and they are awaiting test results on the treated water in the system. These .results, he reported, should be available by the middle of next week. Linde Hmurciak, lab "technician,reported that there are only 3 facilities who can perform this relatively new test, and should the two test.results prove negative, perhaps DEQE will lift the boil order. Execu- tive Secretary Keith Bergman reported tha~ another option under consideration is a proposal to tie-in to abutting communities, which is.an.~ffortcencouragad~by~DEQE.. Selectman Graham expressed concern with the public relations aspect of the "boil"'order and a possible credibility problem; suggesting that the Bd. of Health consider an informational flyer or the like. Mr. Graham further added that an interesting paradox is the fact that the water rates will rise in July to Offset the cost of construction of the treatement facility. Linda Hmuroiak added that the only household filters m~mmnded for use are those recommended by the NSF, and that basic charcoal filtering systems will not remove this particular bacteria. Upon am=ion by Smith, seconded by Bahrawy, it was voted unanimously to support the Board of Health and the Bd. of Public Works' efforts for staff assistance, and direct the exec. secretary to work out the details for financing these positions. Executive Session: Police Grievance The Board voted unanimously to go into executive session to discuss a police grievance con- cerning Sargent Davis. Traffic Recommendations Upon a motion bySmith, seconded by Graham, the Board voted unanimously to request a light near the 0'Hagan residence on Chestnut St., and a 25 mph sign in the vicinity, as recommended by the Police Chief. Do8 Officer's Appointment The Board reviewed the term of office for the Dog Officer, to expire on May lsc or until a successor is appointed. Upon a motion by Bahrawy, seconded by Graham, it was voted unanimous1 to invite applications for the position through advertisement. Veterans District Options Executive Secretary Ketth Bergman reported on the available options for the office of District Agent incl~ding joining with Andover or another abutting community, creating our own~ District Agent, or redoing with Boxford. The Board requested that Keith obtain a written proposal from the Town of Audover, and schedule further discussion for the J~ne 2nd meeting. Reappointment of Board of Fire Engineers Upon a'motion-by Bahrawy, seconded by Smith, the Board voted unanimously to reappoint Chief Dolan, Brian Kingsley, and John McGuire to the Board of Fire Engineers with said term to expire on September 30, 1986 (in accordance with the charter). LICENSING COMMISSIONERS Merrimack ColIe~e: One Day License Requests Bruce Baker of the College appeared before the Board to request one day liquor licenses for several upcoming events. Moved to approve the May 12th event (Senior Week Brunch), Moved to approve the May 13th event (Class of 86 Field Day) with police officer; Moved to approve the May 30th and 31st event (alumni weekend) with one town police officer, unanimousi, Moved to approve the May 9th event (alumni/senior class function) with one police officer; Moved to approve the May 9th event (Lion's Club fundraiser) with one town police officer, with no fee, unanimously. Change of Manager: 99 Restaurant A hearing was conducted on the application of 99 Boston, Inc. to change its manager from John Hauser to David Weisberg. The Licensing Commissioners voted unanimously to approve change of Manager, and to forward same to the ABCC for approval. the
