The Board voted to accept with regret the resignation of Patricia Morin from the Local Arts
Council due to amove out of state.

The Board unanimously approved the request of Dot Currier to block off a portion of Milton
on September 6th, and to notify the Police and Fire Depts.
Dog Officer Resi naf~
Chairman Salisbury reported that Dog Officer, John Manning has submitted his notice of resigna-
tion on September 6th. Upon a motion by Crouch, seconded by Graham, voted to direct the Police
Chief to implement a temporary plan. Selectman Bahrawy reported that he would meet with
Bulger's and the Chief to go over the Animal Control Proposal and will bring it back for
approval at a future meeting.
Leone: Claim Under MGL C.41, slllF
Upon a motion by Graham, seconded by Crouch, voted unanimously to forward the claim to Town
Counsel for recommendation and schedule physical examination of Leone if so recommended.
Chairman Salisbury stated that little public relations work is being done by the Public Works
Dept. and that the Board met with AT&T who voiced their concerns that water is costing them
approx. $1 million a year at the rate they are purchasing it. Selectman Crouch cited the
Board of Public Works' lack of cooperation with other departments. Upon a motion by Graham,
seconded by Crouch, voted unanimously to arrange a meeting with the Bd.of Public Works and
Representative Joseph Hermann.
Notice of Sick Leave: Town Accountant
Chairman Salisbury reported chat Town Accountant Joseph Willis has requested sick leave
immediately, citing that an illness causes him not to perform his Job effectively. The Board
voted unanimously to honor his request. Treasurer, James Dewhirst stated that the Board must
appoint a temporary acting town account to sign the weekly warrants. He added that a permanent
replacement will cost the Town more than what is presently appropriated for his salary, which
would require a special town meeting to amend the personnel bylaw and appropriate additional
funds.

Public Hearin~.'Transfer of Cahoots
A public hearing was conducted on this date on the application of M.N.P., Inc., d/b/a Courtney'~
to transfer the all alcoholic license from Andy & Harry, Inc., d/b/a Cahoots, 815 Turnpike St.
Manager Nancy Breen reported that Courtney's would open 7 days a week until 11:30 p.m. and
until 12:30 on weekends, amd that they will do some light construction. She added that the
sale is contingent upon final approval of the license. Upon a motion by Graham, seconded by
Crouch, voted unanimously to approve the license subject to a favorable police report on the
applicant, Nancy Breen.
Public Hearing: Verde Lire, Inc., d/b/a Davids at the Mill
~ public hearing was conducted on this date on the application of Maria DiCenso to operate a
full service restaurant at 40 High St. rear; with the premises to be completely renovated.
Atty. Raymond Vivenzio requested that the Board postpone the hearing until September 8th to
other departments approvals.

The Board held a special meeting on this date with members of the Board of Public Works and
State Representative Joseph Hermann. Present: Chairman Charles Salisbury, John W. Graham,
Kenneth C. Crouch, Ramsey Bahrawy; Buddy Noble and John Thompson of the Board of Public Works.
~an Salisbury opened the meeting by stating that the "boil order" has been in affect for
120 days with really no end in sight;and that all parties need to work together ~o effect a
solution. Representative Hermann reported how the $2.5 supplemental appropriation came about,
and added that there has been little explanation to the townspeople relative to what is going
on. Senator Costello offered to arrange a staff meeting at the Dept.of Environmental Affairs
but that the To%re should have a united front. Mr. Costello added that he and Representati=e
Herman could help to speed up the process for the filtration plant as well. Selectman Crouch
questioned why the interconnections are not completed, and produced a commitment memo from the
Town of Andover. John Thompson of the Hd. of Public Works reported that the interconnection
at the Merrimack College site is almost complete, and that there has been no response to date
from Andover relative to the interconnection at Peters St; additionally that the first ozninat¢
will be operational by the end of the month. Mr. Thompson added that the second ozinator will
be operational when the contractor is able to complete construction on the tam%.' Buddy Ndble'
