Graham, Christine M. Smith, Kenneth C. Crouch and Ramsey A. Bahrawy; Acting Town Manager Ray Holland. The minutes of 9-8, 9-22, 9-29 and i0-2 were approved with The warrant was approved as submitted. Public Hearing: New England Telephone The Board unanimously approved the petiition to install buried cable on Boston St. a special permit and a police officer. subject to Report from Balanced Growth Steerin8 Committee Bill Krueger, Chm. met with the Board to present an invoice of Connery Associates and to advise of problems in obtaining certain information.' Specifically, he reported that Connery Associates was not able to locate the Town's base maps through the Assessor's office. The ~oard voted to request a report on the available of the base maps and an estimated cost to ~lace, and to authorize payment of $11,100 to Connery Associates in connection with their contractual consultant services. Position on Override of Prop 2½ The Board voted unanimously to oppose both ballot questions to override proposition 2½, and to authorize Chairman Salisbury to be the Board's spokesperson. Appointments to Seassonal Decorating Committee The Board voted unanimously to appoint Carrie Crouch, Peter Aziz, Louise Aziz, David Aziz and Michael Holladn to the Committee and to send a note of thanks to Elsie Bolster for her previous service to the Town on this Committee. Traffic: Charles St. The Board voted to schedule a public hearing for October 27th to see whether to erect "No Parking, Town Zone" signs on Charles St. Appointments to Station III Bld8. Committee Chief Dolan reported that this Committee was ~o be established by June 1, and should be a balanced Committee. He added that it is doubtful that the Committee' task will be completed by Spring 87 Town Meeting. The Board members will bring names forward. Appt. of Asst. Thc Board voted unanimously to commend the Fire Dept.'s efforts for organizing the First ..Household Hazardous Waste pickup day on October4th. LICENSING COMMISSIONERS Peddler's Permit: Boy Scout Troop 81 The Licensing Commissioners approved a peddler's permit for the sale. of Christmas trees at the Trinitarian Church, and to wave the fee. One Day Liquor: Boston University The Licensing Commissioners approved the applciatin for three one day liquor licenses for Osgood Hill Conference Center for October 11, 18 and 21. Catherine J. Ramsey Bahrawy. Appt. of Acting Town Manager & Town Manaser Negotiations Discussion ensued relative to drafting the Town Manager's contract. Selectman Smith agreed to obtain copies of other managers' contracts and contact the MMA for a price. (Crouch opposed). Chairman Salisbury questioned Town Treasurer 'James Dewhirst about his accepting payment for the position of Acting Executive Secretary as the Board reported they were not aware he had accepted the position. Mr. Dcwhirst felt that he was appointed to the position, and not merely made an offer; and that he had indeed been performing in this capacity. The Board voiced displeasure with the turn of events, stating that it was unclear to them whether he had accepted the position and that the Seleetmen's secretary was handling most of the work and was not advised that Mr. Dewhirst had accepted the offer. Chairman Salisbury asked Mr. Dewhirst if he could devote most of the day to the Acting Town Manager position, to which Mr. Dewhirst replied he could not. Selectman Crouch announced a late proposal for Acting Town · Manager- Jeff Nutting, who reports he can provide this service to the Town at a cost of $40 per hour for 20 hours per week, through the MMA. Upon a motin by Graham, seconded by Bahrawy, voted to request full time availability from Mr. Nutting along with a price quote. (3-2: Salisbury and Smith opposed). Upon a motin by Crouch, seconded by Bahrawy, voted unanimously to appt. Dewhirst as signatory authority only for Town Manager through October 20th at the rate of $160/wk. Catherine J. Hicks, Secretary
