THe Board held a regular meeting on this date with 4 members present: Acting Chairman Crouch,
Christine Smith, John Graham, Ramsey Bahrawy. Chairman Salisbury in Korea on business. The
warrant was approved as presented. Also present, Acting Town Manager with signatory authority,
James Dewhiret.

Acting Chairman Crouch reported Jeff Nutting is unable to provide the Town with full time
services. Upon a motion by Graham, seconded by Smith, voted unanimously to offer the position
to Raymond Holland of Greene St., . Amended by Smith to compensate him at the rate of $100/day
Appointments to Station III Bldg. Committee.
The Board voted to appoint John S. Lyons and John Casey to the Commitee.
Discontinuance of Portion of Dale St. I
Atty. Flowers met with the Board to request them to petition the Essex County Commissione
to discontinue a portion of the old Dale St., which was not done in 1959 when it was redesigned
to eliminate a curve. The Board voted unanimously to request town counsel's opinion and then
execute.
Fees for Sharpner's Pond Landfill
The Board voted unanimously to impose the fee structure as recommended by the Highway Surveyor,
noting that the stickers will be available at the Highway Dept. and not the Police Dept. as in
the past. Bud Cyr added that he expects to run an ad in early November, advising the residents.
Utilit¥'s Apparatus CAbinets
Highway Surveyor Bud Cyr expressed his concern for the unsightliness of the apparatus cabinets
and the lack of cooperation he has experienced with the New England Telephone. The Board
authorized Acting Town Manger Ray Holland to meet with NET and obtain a list of landscaped
cabinets.
Appt. of Asst. Electrical Inspector
A brief interview was conducted with applicant Doug Small and the Board voted to endorse the
Bldg. Inspector's recommendation for appointment.
Water Quality Update
Tony Lally gave an update on all Public Works projects relating to the water. Mr. Lally
reported that there are still choliform problems with the system, and that the water coming
from the pumping station is good, but is contaminated within the distribution system.
The Board asked about plans for relining or replacing the old pipes. Mr. Lally added
this is a typical problem in older communities and the state has reoognized~this problem
and is looking at financial assistance to the communities. In other areas, the first ozone
system appears to be working well; the first intereonnectlon is complete but not in use; the
second intereonneotion is out to bid; chlorine dioxide was not effective; presently adding
eprex. 2½ parts/million of chlorine which has caused an improvement in the taste; the water
problems may exist until the facility is on line; the Town has a program of replacing portions
of the system, but it wasn't known that it was a crisis, Just that it was recognized that the
qulity wasn't great. Buddy Noble reported that the Waverly Rd. Job hasn't been done because
all attention has been focused on the Lake. Lally added that the plans for the facility have
been submitted to DEQE and the EIR has been approved; plans are being finalized to put it
out to bid in the early part of 1987 and start construction in the Spring. Finally, the Board
asked that it be a Seleetmen's determination what to do with the house at the south pumping
station.
Downtown Perkins
The Board asked Acting Town Manager Ray Holland to review the situation and develop a proposal
for action to improve the parkign in the downtown area.

The Board voted to notify the school that this reqeust will be held for the next town meeting.

Spendins Freeze
The Board defeated a motion by Smith to cap all spending over $i,000 to advised school dept.
to do the same. It was felt that any action of this type should wait until after the November
election.
Town Manager Selection
The Board announced their first choice candidate as Rodney Irwin of Mount Vernon, New York.,
and to enter into negotiations with him for an offered salary of $56,000 plus additional
benefits. Christine Smith to obtain cost estimate from MMA to negotiate, Bahrawy to go,~o
