FY 89 Budset Policy Statement
Town Manager Paul Sharon reported on some changes which would effect the previous year's
statement including: development of a 5 year CIP (Capital Improvements Plan). Some changes
suggested in the Statement and adopted: Available Funds- change the word "to" to "by";
Water- change the word "eventually" to "by 1991"; take out the section entitled "Charter
Implementation" (Bahrawy opposed to striking C.I., and changing the word in Availalbe Funds);
Also voted to insert a 2nd principle: that the Board supports the 5..year.budgetary process as
Jointly agreed to by the BOS and the School Committee (Bahrawy opposed).
CDAG Update:..Ltr.<Commitment
Town Manager Paul Sharon provided a letter of special assessment commitment from Mr. ipagat
to finance some of the project work. Motion by Salisbury, seconded by Crouch, unanimously to
authorize, subject to town counsel's approval
Dan McCona~hy
Selectman Smith stated surprise at some of the news articles concerning the suspension and
public hearing on Asst. Bldg. Inspector Dan McConaghy, and asked to be kept better informed
so that she can respond"to the public in an educated way. Town Manager Paul Sharon expressed
concern over so much attention has been paid to the Simons issue, which came out during the
hearing in Atty. DiAdamo's attempt to focus attention elsewhere. He added that he,is concerne~
about some issues involving developers, and that the Board should really stay outside of these
types of isses. Mr. Sharon added that action taken by the Planning Board was completely and
totally legal.
Annie Lyons
The Board voted to send a bouquet of flowers to Annie Lyons in celebration of her 105th

The Board held a regular session on this date with all members'present: Chairman John W.
Graham, Charles A. Salisbu~y, Christine M. Smith, Kenneth C. Crouch, Ramsey A. Bahrawy; Town
ManagerPaul Sharon.
.Gr. Law. Sanitary District Ad Hoc Committee
Members.of the Ad Hoe Committee and Town Counsel met to discuss what options are open to them.
Atty. Soalise reported that the Board of Health has some powers over the G.L.S.D. specifically
C.111, s.31A and 3lb which deals with permits to private septage haulers issued by the Town.
The law'pr~vides, however he said, that permits need not be issued to haulers outside the Town.
Atty. Sealise added that there was not much the Town could do unless they were dumping waste
along the roadways, and suggested awaiting the outcome of the testing to determine some method
of making the facility operate effectively. H~,'added that both-the Town and DEQE have some
power in Superior Court. There was some discussion about the flavor of the preliminary reports
by Gordon Assoc. as being sensitive to GLSD. Everyone agreed that it will take a long time to
correct the problems at the facility, and the'severe odor problems'~witl%pr~bably'returnwhen'i"
the-warm weather does.
Review of Watershed District Bylaw
Conservation Commission Administrator, Nancy Sullivan reviewed the first draft of the Bylaw,
which is the result of the first recommendation in the IEP report. Nancy requested the use of
town counsel to, review the bylaw. The Board advised Nancy of some areas of concern, and that
the balance of the Watershed Study Article should be spent on preparation of the Bylaw for
Town Meeting. The Board further advised that the Committee should develop a plan for how the
remaining funds should be spent and have it reviewed by the Board.
C.61A Property: Calzetta
The Board'-met with members 'of the Conservation Commission and Planning Board to discuss why
they made a recommendation to purchase this property. Jack Limdon, C~n~"Com~ Chm. reported
their~rationale was that the site was good for a school rather than~:plAcing a school on Town
Farm property, which is in the watershed; and while they understand that the 'Town cannot
purchase all available property, it is their responsibility to recommend favorably'on any
conservatfon lan~.' George Perna of the Planning Bd. reported that his Board is always in
of acquiring open space. Planning Bd. members John Simons said that the"Town-*has"120days to
act and should explore some creative financing options. SchoolBldg;',Committee member Bill
Brush stated that a study recommended purchasing this property for a school site and if not
purchased, they would recommend a new school on Town Farm. Motion'~by Crouch, seconded by
Bahrawy, voted unanimously to take further action on December 21 and to so notify the attorney
for the Calzetta's. John Simons also suggested that a~non-profit conservation group could be
contacted to purchase the property as another option.!
Cable Tv Committee
In accordance with the Town Charter, members of the Cable TV Committee met with the Board to
discuss their activities. They reported that Continental Cablevision has been making pretty
good stride with cabling certain areas in Town and agreed that there are personnel problems at
