HomeMy WebLinkAbout1977-01-24 Board of Selectmen MinutesJANUARY 24 1977 (continued) TO~ B~ILDI~G HOURS: Letter will be sent from the Selectmen to all Town,.DePartments that, as of February 22, 1977, all town offices are to remain open from 8:30 ~.m to ~:00 p.m. without closing at noon, to perform adequate service to the townspeople of North Andover. Numerous complaints have been received from citizens not being able to pay bills, obtain permits, or transact other necessary business during the noon hour which, for many, is the only opportunity they have to transact town business. If a department feels it is impossible to maintain the named schedule, Selectmen are to be notified as to the reason by January 31st so the public may .he informed as to which offices will be open. CAMPBELL ROAD PETITION: Selectmen received petition for the repair of Campbell Road from Norman Packer, 40 Campbell Rd. and other residents. Discussion on the condition of the road resulted in a motion to authorize Bud Cyr to take the necessary steps to repair the road. Oyr stated that, in order to repair and widen the road properly, land taking steps should be processed. · Selectmen re- quested copies of the petition be sent to J. Borgesi, Planning Board and Cyr. BICENTENNTAL THANK YOUS: Job~ .Thompson, Jr., member of the Bicentennial Committee, appeared before the Board stating that letters of appreciation and thanks should be sent to parties who made the celebrations possible. Brooks School, for instance, made extensive preparations and offered their school for the very successful and colorful Bicentennial w~ ~ last year. John T. offered to submit a list for a plaque to be sent to the donors. RESERVE POLICemEN APPOinTMENTS:. The Selectmen made tentative appointments of the foLlowtng~ John D~vis, ~ichard Stanley, Joseph Lawlor, Jr., Panl J. G-l~-gher, Douglas Green, l~chard LaPlume, ~ichard J. Galeazzi. Appointments for interviews wtll be set up for Tuesday night, beginning at 5:45 Ail n~mes will be sent to Chief Lawlor for approval. Albert P. MASSAGE PARLOR: Letters received from Leonard B. ~lbis and Santos Nessina stating they heard that applications are being received for a pe,~l~t to operate a massage parlor in North Andover on Ckickering Rd. 'They voiced their objections saying the young people of the town tend to gather in that area and that they felt strongly that the town of North A~dover is not the proper place for this kind of activity. The Selectmen, to date, have not been approached by anyone,or have been notified by the Board of Health of such an application. Mr. Albis and Mr. l~essima w~]~ be so informed. FINK PA~KING PROBLem: Letter received from Chief Lawlor stated that a]~ vehicles in violation of parkLug are being given violation tags. Any vehicle blocking the driveway of Mr. Fink, a message is given over the loud speaker at the Ski-Tow for registered vehicle to move as a result of ing the drive; if not moved the vehicle will be towed. Most persons,when asked why they perked there, stated they did not know it was a residence. Vehicles on Johnson Street were tagged by officers where temporary ,,no paring" signs were installed. It appears permanent signs w~11 have to be inst~l~ed when the weather permits. If an officer oberves a vehicle parked on Johsnsn Street near Turnpike Street and it is blocking the road for entrance of vehicles, said vehicle is to be towed away. EVANS REPORT: The Selectmen approved the Evans Report, as submitted, and approved payment of the b~1,$3000. with the stipulation that Mr. Evans be present at the a~n~ml Town Meeting to answer any that might be asked. ~ ~ Letter received from R~lph Joyce stated that Town Counsel and he were in accord as Housing Appeals Court case expenses. It was voted to request $3000 for the Special Legal Legal acct.
