Coady, Joseph A. Guthrie with Chairman Thomas J. NcEvcy presiding. The warrant and minutes were approved as submitted. }~Y AND l~.t~] ST:tEET PARKING: Another bout was spent discussing the requests of Paul Denovan, complaints of Rolf Car'-son, represented by Attorney Willis, a]~ who were present at the Selectmen's. meeting together with Chief Lawlor, George and John Caren. Chai~mmn McEvoy stated that the May Street park- ing restriction will remain in effect. There was a question whether the restriction had been approved by the State. It was proven later that it had gone to the State and State had sent necessary permit for the parking amendment to Town Clerk for filing. Arty Wi]lis stated that he had been advised that the other end of May Street was owned by the town... that the B & M Pailroad s~ae years back had donated the land to the town. Selectman Guthrie motioned Brian S. to contact the necessary people to see if it would be possible to widen May Street on the old B & M land which would provide the necessary space for parking cf Carleon's customers. Selectman Coady seconded the motion. Paul Donovan requested again a 1-hour parkLug restriction in front of his furniture store. Guthrie stated it was his opinion cr understanding that the Selec~.~e_u were to take action on the rscommendation of · Safety Office~ Chief Lawlor..that parking would be restricted to one hour, from 8 A.M. to 6 P.N. on the Easterly side cf Main Street, from Saunders St, southerly, for a distance of 120 feet. He also reco~mmnded "No Parking,, on Saunders Street on the southerly side, from Main Street, for a distance of 98 feet, easterly, to end of property of Paul Donovan. Selectman Coady stated that the area of resolution should be to widen end of May Street. presented by Atty. Willis. Paul Donovan would like to have his request resolved, an answer "Yes" crmNo'.' Selectman Coady stated ~11 motions should be dismissed and report would he announced nex~ week, that he would follow Chief Iawlor's recommendations. Atty.Willis stated he wanted a thorough investigation of parking restrictions. Coady said Chief Lawlor had alread~ investigated from Central Sq. to Saunders Street. W~lqis wants study exp~_~ed from Failroad Square to Sutton St. Paul Donevan stated that the three parties involved ' were present, many meetings had been a~ready convened on' the matter, wanted solution tonight Chairman NcEvoy agreed with Doncvan. Atty. Wfq]is asked if the proposed one hour parkkqg in front of the Colonial Shop wasl ~roper as it only involves one party's request. Guthrie replied that Chief Lawlor was requested to make a study and report on that~ certain area. He proposed that a study be made for cue hour parking on nlq of Main Street. We do not · inteud to proceed until Chief Lawlor makes a study of ~ Main Street. Atty. W~lis~stated he wanted survey made from Waverly Rd. to Sutton St. Guthrie insisted he wanted survey om,:~ ,qq Main Street. Chief Lawlor stated he made a survey with Domovan and Brian Sl~qqivan in area ia front of Donovan's ~urniture store. D cnovan requires space for loading and unload, img zone. They also park on the corner of Saundors St. and Main St. That iswhy is recommended the 1-hour parking in front of store. Wtlqis stated there is no suggestion that the No Parking recommendation is a re~xlt of ~afety measures. T hat the No Parking restriction would cause a hardship on C~rlsen. D onovan stated that because of Oarleon's'patrons and employees parking in front of his store every day, tr~ers are forced to double park. Selectman Coady stated W ~1~ has made many conclusions from legal mind and do, not agree with him. Ccady motioned that s~ action he postponed until next week, Guthrie second the motion. Guthrie then amended the motion to include a study on the suggestion of 2 hour parking in the area; that a survey be made of mhole length of M~*~ St. ~d Nay St. and Saunders Street. Report next week. Motion seconded. BONDS: The Board authorized the Town Treasurer to issue bonds in the amount of One N~.lion dollars in anticipation of tax revenue. The Selectmen signed said bonds. Graham, Leo Lafond, James Noble, Daniel A. Rerke and John Thompson, Jr. SOT.r~ WASTE DISPOSAL' Letter advising of schedule of meetings of town officials re solid waste proposed sites. Copies to Brian S., Bud Cyr and Ed Scanlon. ATTY. FORD: Letter .from Atty. Ford advised the personal day hearing will he held on April 22n. Letter to be sent to Ford asking the Selectmen be reminded cf date of hearing, and time. CANPB'~',T, RD.: In answer to a petition from Nelson~Packer and other residents of Campbell Road, letters from Planning Board and Public ~orks were received. Planning Board suggested that the matt~ be ~ ed as a Highway Department project where Mr. Cyr could obtain the necessary ease- ments ~ the work could be done over a period of years under general upgrading of com~try roads..Petitioners have offered to help get easements for had corners and ~-~ areas in the roadway. Public Works plans a water main extension from Salem St. to Turnpike St. on Campb-l~ Rd. However, a subdivision off Campbell Rd. is proposed sometime in the near and they felt that the water main should wait until after the development is completed which would save the town considerable money. Article, with amendment, from Sandra Munroe et al. Amendment not accepted. No~ice of Public Hearing re Parker-Ipswich Basins Report, March l, Essex Aggi. Copies to MITRE CORP.: Planning Board, Conservation Com. and Lake Study Com. Letter from Mitre Corp. requesting information on town site proposal for the Resource Recovery Facility. Selectmen requested Brian S. to work with Solid ~ste Committee to date. Joseph D'Angelo, Asst. District Engineer, will aid Brian. CE2A: Letter from Mayor Buckley advising of additional /~mds for special work projects. Motion made for Brian to pursue report and reco~nend. FI.~ ~/~KTiANC E: Copy of letter to Fire Chief Daw re deficiencies noted during inspection of town amhulance~ Selectmen requested a letter be sent to Chief Daw requesting a copy of his letter in answer to inspector. HIGHWAY STATE AID:' Letters received from Rep. Hermann and Senator Pollard stated, in reply to Brian Sulivan's inquiries, stated that a ~ would be submitted to the legislature within two weeks which will include two years worth of Ch. 90 funding, and if the legislature approves the program, these funds will be available to the town for their highways this year. Article should be placed in Warrant for acceptance of these funds.' I~!CIPAL GARAGE: Upon reco~nendation of Town Counsel and Garage Sub Committee, the Board voted torelease a check in the amount of $22,000, payable to Bumbermens Mutual and Amici Construction Company. The s~m of $3000. was' retained to finance punch list pertaining to the garage. Discussion ensued ~hen Brian advised the Board that Frank Gelinas thought it should be $5000, instead of $3,000. Coady thought perhaps they should hold off on the check until G'elinas could see the punch list, but Chairman McEvoy stated that they should complete the matter as It was so voted. . ANDOVER BY-PASS COl/PLAINT: ' Letter from Safety Officer, Frank Dushsme, Sr., stated that he had investigated the safety re the school children walking .on Rt. 125 to the corner of E/21side P~i. on the By-Pass. He found the conditions poor because the state highway had not been plowed enough. He contacted the State and meeting with the foreman, Duchame told him what was required. The snow will be pushed back ? feet before the school children get off the bus today, February 3. The School Bus' sign will have to be requested by the Selectmen. TG~ REPOR~: The Selectmen awarded the contract' to print the Annual Town Repor~ to Finn-Litho, And.over, Mass., who had submitted the lowest bid in the amount of $2,858. Letters of thanks for submitting their bids will~ be sent to To~n Printin~ Co., Niaman Press, Inc., Sullivan Bros. ~a~p. rint and Eagle Tribune Printing. RECREATION APPRECIATION: Letter of appreciation for the fine program the Recreation Council conducts every y~ear was received from Mr. and Mrs. William I/urphy. Copy of letter will be sent to W. McE~oy, Director. BALLOT VOTING NACHINE: Selectman Guthrie stated that at a pass meeting, reaction was very favorable on the use of ballot voting machines.
