HomeMy WebLinkAbout1977-02-14 Board of Selectmen MinutesThe Board of Selectmen held their regular meeting on this date with all members present; Selectmen Joseph A. Guthrie, John F. Coady with Chairman Thomas J. McEvoy presiding. The warrant and minutes were approved as submitted. NEW TO'~ SEAL: Chairman McEvoy presented the new Town Seal to John Lyons, Town Clerk, who remarked that the · old town seal was 50 years old. The Chairman then presented the old town seal to Mrs. Flynn and David Knepper to be kept on display at the historic building. Chairman McEvoy expressed the thanks and appreciation of the Board to Michael King who designed the attractive new Town Seal. Board accepted Article for files. Previous Article submitted, the Article only was accepted, the amendment was not. M~IN AND MAY STREE~ PABEING: Once again, the following persons met with the Selectmen to discuss parking problems on Main Street, from the intersection of Waverly Rd. amd Main Street to Sutton Street. Neetin~ was scheduled for 7:30 p.m but the following had to wait 1 hour for At'~.y. Willis who represented P~lf Carlson present with Paul Donovan, George and John Caron and Chief Iawlor. Letter from Chief Lawlor recommended two hour parking limit, from 8 A.M. to 6 P.M. on the 'easterly side of Main Street, from its intersection with Waverly Read to its intersection with Sutton and on the westerly side of Main Street from its intersection with ~Sutton Street to May Street He also recommended "No Parking,' on Saunders Street on the southerly side, from Main Street, for a distance of 98 feet, easterly, to end of property of Paul Donovan. Paul Donovan requested the recomendations be amended to 1 hour parking, instead of 2 hour parking and also requested that the hours of restriction be extended from 8 A.M. to 9 P.M. because his store is open three nights a week. Chief Iawlor stated that the upper part of Main Street, from Water Street and Main Street, to the Junction of Main And Waverly Rd. on both the north and south:~sides of Main Street has had a 2 hour parking restriction sin6e 1964, and that his present recommends_rich continued the same restriction. Chief Lawlor stated, and Donovan corelated, that egress and exit from Donovan's lot' was often blocked by parked vehicles. Donovan stated that he would have to wait an hour or am hour and a ~l * before he could get off his own property. He stated that he would have cars towed from now on. Selectman Guthrie remarked that he st~ feels that the conditions that exist..cen~er~'~g Relf's place is the result of a private dispute. ~ of Main Street is a business area and some consideration should be given to businesses on Main Str6et. "H~ thought that a 1-hour l~rking on a~ of Main Street is sufficient time for al~ persons who wish to park. He made a motion to accept Chief Lawlor's recommendation with the exception that 1 hour parking be substituted for the 2-hour restriction. Coady would not second the motion. NcEvoy stated that he m~mt go along with the Chief's recommendations as presented. Notion withdrawn. Selectman Coady made a motion to accept Lawlor's reco~nnendations as presented, seconded by Selectman Guthrie who said once again that 1-ho,~ parking seemed adequate. The tv~ hour restriction and the No Parking restriction w~1~1~ be sent to the State Dept. of Public Works for approval and pe~,.~t number after which it ~1~ be advertised and the Police Dept. wfll place the necessary signs and, hopefnl~y, enforce the parking restrictions. RESIGNATION-PANGT~E: Zetter received from Rebert Pangione containing his resignation from the Capital Outlay Comm. Selectmen motioned to accept resignation, with regret, and to send letter of thanks and ciation to Pamgione for his services. ;.~SSAGE PARLOR: Letter from Reverend Donald ~. Coburn, Pastor, First United Methodist Church protesting any pe~,.:t or consideration for the operation of a massage parlor in North Andover. Selectmen directed a letter be sent to Coburn stating that no communication had been received from the the Board of Health under whose Jurisdiction the permit would be issued. POLICE CONTRACT: Completed contract between the Police and the town was executed by the Selectmen and Officer Lamni who represented the Police Union. CETA FUNDING: Letter announcing CETA funding for 1977 received, amount $57,864. Sullivan to prepare necessary applications. Selectmen authorized Brian RECEIVED: Nemo from Mass. League of Cities & Towns re Compulsory Arbitration. Invitation to participate in the annual St. Patrick's Day Parade, March 20, at 1:30 p.m. The Board directed a letter be sent to T. J. Buskley, Chairman, that they would make every effort to attend. Request from Ski Club to use T own Fsmm area, Feb. 20, between 10 a.m. to 4 p.m. Approved, to Chiefs Daw amd Lawlor. 1977 (continued) Notice of. Governor,s Economic Conference· Friday· February 25· 8:45 a.m. to 12 noon. Brian and Selectman Guthrie will attend. LAND-TAKING - ~.~issile SITE: Selectman Ceady motioned that a letter be sent to To~m Counsel requesting a status report as soon as possible of the land taking of Missile Site Road in connection with proposed land-fill. It was so voted. COE~fNITY DEVELOE.~ PROGRAM· 1977: program received and Selectman Guthrle motioned to have Brian S. suh~t the necessary apPlications. It was so voted. SCHOOL AID OUT: letter received'from Francis M. Hatch· Jr., House Minority leader advised Board that the Governor proposed to cut school aid by $87.5 million less than they received two years ago u~der Chapter 70. Board voted to send copy to school department. TOWN BUILDING - NOON HOUR OP~G: Assistant reported to the Selectmen that, at a meeting with the department in the Town Building they gave the following reasons why it would be difficult for them to close offices at noon time: Treasurer did not want to leave one girl alone collecting money..at certain times of year a great desl of caSh around. Many clerks have several weeks of vacation time during which time it would be impossible to cover the noon hour. This would. also take time away from the bookkeeping duties of the Clerks. Some offices are open Monday~ and Saturdays...consensus of opininn...townspecple had adequate time to pay bills or to take care of town matters . 'Chairman McEvoy stated that he did not appreciate the lack of cooper- ation shown in this matter. VETERAN'S AGENT: Joe ~illis, Veteran's Agent, appeared before the Board to discuss his budget and the status of the Veterans District. The Administrative Assistant stated that Town Counsel reco~euded, verbally, that the Selectmen appoint a Director of Veterans Services for the District, and that the salary be set. In accordance with Ch. 115 of the General Laws· the Chairman of the Boards of Selectmen in the District should appoint the Director, set his salary and set the remaining budget. The budget amount would be a~sessed against the towns on their Cherry Sheetsj Town Counsel further stated that the Director and his Clerk, if he has one, would be District employees and should not come under North Andsver's Personnel By-Law. Mr. Willis requested a salary of $9,000 for himse/f with a total budget of $10,769. Chairman MOEVO~ asked for some input from the other ~wo~ Board members. The Board was in agreement that the total budget should be limited to $9,400., and that the two Chairmen should get together to decide how much of that amount would be for the salary of the Director, Clerk and expenses, and also, to appoint the Director. It was also noted that Ch. 115 cs3.ls the appointment of a Treasurer who should be bonded, ~nd an Advisory Board. It was agreed that this would be discussed at the meeting between the Chairmem. It was unanimously ~oted to enter a Veteran's District made up of the ~towns of North Andover and Boxford. NEETING: As the George Washington Holiday falls on the Selectme~,s reguala~; meeting night· the Board voted that the neat meeting would be Monday, February 31, 1977 with the stipulation that a meeting would be called by the Chairman· if necessary. RESERVE POLIC~N ~POINTMENTS: ~The Board of Selectmen appointed the following to fill seven (?) vacancies for Reserve Police- men: John M. Davis, Richard M. Stanley· Douglas H. G~een, Joseph W. Lawlor· Jr. Richard L. · John Carney and &lhert Mauzi, Jr. As requested by Civil Service· fingerprint records of the above-named wLll be requested from Civi~t. Service to be compared with the prints taken by Chief Lawlor.
