The Board of Selectmen held their regular meeting on this date with Selectman Joseph A. Guthri~
and Chairman Thomas J. McEvoy present. Selectman Coady was absent due to fl]ness. The
and m~.uutes were approved as submitted.
SCANLON:
Edward Scanlon appeared before the Board with inquiries re the employment of townspeople at
Gr. Lawrence Sanitary District Plant. He protested that the seven openings for townspeople
had not been filled. The Board instructed Brian S. to contact Mrs. Zachari for list of
ecs. Selectman Guthrie requested that the town representative, John Finneran~..'be ~ont~cted
for a status report on the matter. Mr. Finneran will also be requested to appear before the
Board on Monday, March 14, to discuss his .reappointment which expired in January, 1977.
ADAMS ST.:
Telegram received that Adams Street was impassable. Contacting the police department, they
reported that the street was passable up to 99 Adams Street but the rest of the street was a
"sea of mud." Bud Cyr was contacted but he stated that it was a private way, that the people
living there would have to agree to finance the gravel needed and that he would then oil the
street. On Thursday, March 3, Mr. Cyr reported that he had contacted Mr. Crete, the
had agreed to buy the gravel and Cyr would finish the road.
CE~A POSITIONS:
Letters received from department heads requesting positions to be filled under the new CE~A
funding. Action postponed until next meeting expecting to hear from remaining departments.
~SSILE SITE L~D TAKINGS:
Letter from Town Counsel advised Board that when he had the necessary information as to aL1
Parcels of land involved, be would prepare the orders of taking for the Board to adopt and see
to their proper delivery to the owners. The land takings will become effective immediately
upon the Board's adoption of the appropriate orders.

Letter from Greater Lawrence Sanitary District Chairman requested the Selectmen to endorse the
above-named B~ql that ~ould not require the employees of the Gr. Lawrence Sanitary District
to be under Civil Service. Letter sent with Board's endorsement'.
HAROLD PARKER STATE FOREST:
Letter. from Bud Cyr requested that the responsibility be determined as to who is to maintain
snow plowing and ice control within the limits of the Harold Parker State Forest on Niddleton
Street and a connecting street which is not named. Copy of letter sent to T own Counsel re-
questing a legs.l determination.
POLE ~STALLATION:
Petition to inst~31 2 poles on Lacy Street received. Hearing set for 3/7/77, at 7:30 p.m.
MCKEA~-COUNTY C0}~ISSIONE2:
Letter from John McKean, Chairman of the County Commissioners, asked the Selectmen to con=
sider inviting the County Commissioners to meet in the Town hall .at a convenient time so
the public would get the opportunity to ask questions and wake known their concerns. He
feels the taxpayers are entitled to open, active representation. The Selectmen unanimously
voted to invite the County Commissioners to hold one of their meetings in North Andover,
preferably at night, so all who wished would have the opportunity to attend the meeting.
kriLKINSON AWARD:
Letter from Chamber of Co~erce, Lawrence, requested that all nominees for the annu~l
Wilkinson Award be submitted as s~n as Passikle. Selec+.w~ Guthrie stated that he had twa

NESSINA COMPIAINT--~ RESTAURANT:
l~r. Neesiue appeared once again before the Board complaining of excessive moire in f~nt of
~ Restaurant in the parking lot on a Friday .might, February 25. Ne stated about 7~ people
were"whooping it up and the cops that should have. been out in the par~ lot were both inside
the ~ Restaurant a~. did nothing to break it up.,, He says he has been a victim of
several times, rix, es slashed, trees cut. and bottles thrown all over his property. Wants the
Selectmen to do some~.~-g about it. Obairman NcEvoy reminded Ness!,~ that the Selectmen had
responded to ,11 his complaints in the past~ a fence had been erected by ~, No Park~Bg signs
end towing action had been expaditod...cars now parking on Nass. Ave. ~-~tead of in front of
Nussina's home. NcEvoy said that he ~eatld discuss the matter of the policeman remaining
~tsad of outside the restaurant with Chief I~or ~ request a report.
JANES S~BOI~ COMPLAINT:
James Sauborn, 13 Nay Street, app-~red before the Board stating that he could not get in and
out of his driveway because of the .parked cars of customers of the North Andover Restaurant.

HIGH SCHOOL THEFT:
Selectman ~uthrie brought up the matter of the recent theft of $7000 weth of I~ type~A-iters
stolen from the High School. Qusstiea of whether the alarm was worming or not and why there
was no evidence of breaking in...no doors er windows damaged. At 6:1~ p.m. previous night,
~Cnstodian reported there were no problems. At 7:28 A.M., the relieving morning, Custodian
reported the theft. T2pewriters, in question, were not bolted do~n as requested. Alarm has
previous history of being faulty ever since it Rs installed. Chief Lawlor also 'reported
that present ~taff Assistant to Superintendent had never costactgd him aiuce he was hired .into
the school system to discuss the a2arm. Question whsther the alar~ was turned on or not or
did custodian turn alarm off when he arrived in the morning. ~clectmen did not think it.

alarm.system and expensive 'items presumably bolted. Chief Lawlor will be contacted for a
repor~ on the ,robbery.
FIRE DEPT, ANN~LANCE:
Chairman NcEvoy received a letter fr~a the Board of Fire Engineers stating'the corrections
that had been requested after inspection in thw Fire Dept. ambulance. Chaixman ~Evoy
quested a:.letter of cc~mmdation be sent to the ~oard of. ~ Engineers on the fine work
fireman pex-formed re the ~in Street fire. ~cEvoy stated that man~ off-dnty fire~a~ reported
and aided those on duty.
Letter of thanks and appreciation for the Selectmen's aid on the snow plowing problem on
