John Finneran, Town representative to the Greater La~rsnoe.F~,e~ry District, appeared before
tBe Board to discuss the hiring of North Andover personnel in th~ above-named District. E~
stated that 53 employees hired, more to he hired this week. He stated that Union plumbers
and electricians not needed for they could only do one thing. ~n order to keep expenses down
licensed electric!~-~ and plumbers would be hired who would be required to do work other
·hat they ~ere licensed for ~hen necessary. He also stated that an E~e~utive Di~e~tor, '~he
~suld have to be paid an ~esslve salary, ~as not'needed. P~appointment of l~r. Finneran is
scheduled at Selectmen's next meeting. :

Letter received from Town Counsel stated that the town had lost the case re ?erini Corp v
' ~orth Azdover Building l, spector; that Perini Cerp did not have to pay the
:permit in connection with the construction'of the water pollution control plant owned by'the
Greater Lawrence ~anitary District.. The Beard.voted to have the Chairman contact
Counsel to s.e_e ~hether. or not: the case could be appealed. . ·

Board authorized Brian S. to send letter to Whi+.-m- ~owe Co. stating that they had not
their end of the contract and, as such, the towm ~ld not pay the D,~ amount that ~s agreed
upon in the contract. The to~n w41l offer $2000. to conclude the matter.

T~m Clerk announced that there would be a recount of votes for the candidates for a seat on
the Board of ~lic Works, In the Naroh 7 election, Ga2ton Osgcod received three m~re.votes
th~n John Thompson, Jr. P~count will take place on Tuesday, Naroh 22, 1977, at 7:00 P.H. in
the To~n F-~ Hosting room.

EXECUTIVE SESSION: :
A Er. ~ichaud appeared before the Board to protest trea~nent he received outside the Butcher
Boy ~estaurant last weekend from a reserve police.=~. He stated that he had driven -~ the way
up from the Cape to present his complaint to the Board, m~t particularly, for his personal
tentions, but he stated that' ~at happened t~ him shouldn't happen to on, one in a t~mssuch as

Letter from Eagene Hodgden ami other residents of Campbell ~treet requested'~O Parking"signs
along Berry Street frma Rt.' LT4 to Campbell Road. It s__.~ problems arise ~honever there is a
horse show at the riding academ~ on Rt. 114. Cars are parked fr~n Rt. 114 along Berry Street,
Ash Street to Cg~pbell P~ad, creating a situation that makes it impossible for two cars to pass
