The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen John F. Coady, Joseph A. Guthrie with Chairman Thomas J. McEvoy presiding. The
minutes and warrant were approved as submitted.
SID~ALK BAZAAR:
Eleanor Flanders, North Andover Thrift Shop, requested permission to hold a side,talk bazaar
on sidewalk at old Center, June 2,3,4 from IO A.M. to 4 P.M. Permission granted if Thrift
Shop agreed, in writing, to be responsible for any injuries incurred on said sidewalk while
bazaar is being held.
TOPICS PROGRAM:
Letter from Chief Lawlor requested Selectmen to write to State D.P.W. to establish a more
definite.timetable for a completion date on the re-design of Osgood, Pleasant, Park and Court
Streets. It was so voted.
TRAFFIC LIGHTS:
Letter received from Chief Law~or recomnendtng traffic lights be installed at the' entrance
to Village Green witha a "pedestrian" actuated type of lights on Chidkering Rd, Rt. 125 and
rt. 133. He also recmmnended the Board request the inst-ll-tion of sidewalks on the Wester-
ly side of Chickering Rd., from Peters Street to Massachusetts Ave. This would be on Rts.
125-133 and request should be forwarded to the State Dept. of Public Works for this proposed
project. It was so voted.
SUMMER SCHEDULE:
The Board approved the following smear schedule dates beginning May 23, 1977:
June 6 - 20
July 5 - 18 August 1 - 15 - 29 September 12
HAVE~{ILL-COUNCIL:
Brian reported that he had set up a meeting with the Mayor and Council of Haverh~l] to
access road to Resource Pecovery Site. Members of Solid Waste Committee and the Selectmen
w~l] a-t~eud meeting at 8:30 p.m., May 23.
A~NINISTRATOR' S REPORT:
Town's application to HUD for funds for a housing rehabilitation program was selected as an
alternate.
Received approval for an $81,000 special project program, under CETA.
Work session should be scheduled as soon as possible of local public works program. Legisla-
tion passed by President in the amount of $4 b~l~on dollars.
OVERPASS DEDICATION:
A tentative list of people to invite to the overpass dedication was presented .by Brian. They
included the School Bldg. Comm., School Comm., Principal-High School, Supt. an~ Staff
Rd. of Public Works a~ Superintendent, Highway Surveyor, Police Chief, Safety Officer, Clergy
State Rep., State Senator.
Letter from Congressman Harrington requesting copies of Town's applications submitted under
the first round of the Public Work Employment.
Flood Hazard Boundary Map.
Letter from Atty. J. K~lliher re Solid Waste Disposal.
Letter from E~F. Murphy re support for Gove's "Litter Olympics."
Plans for health services from Merrimack V~ey Health Planning Co,,~il, Inc.
Letter from Rep. Frank Hatch re lottery funds.
'~lliam Long Day~.
Ch~4n~an McEvoy requested the Selectmen to declare. May 22, "William Long Day." Monsignor
Long, former Pastor of St. Michael's Parish, is celebrating his 50th Anniversary in the
hood. Secretary Letarte was requested to draw up a proclamation suitable to the occasion.
RESERVE FUND:
Edward Hardsley requested approval to send request from the Reserve Fund to replace flags on
Veterans Graves. It was so approved.
LICENSING COMMISSIONERS:
Approved: Tsxic--h license (6 cabs) from Edward Bardsley, Manager, North Ando%er and Town Taxi
