Guthrie, John F. Coady with Chairman Thomas J. McE~oy presiding. and warrant were approved as submitted. 7:00 P.M. TOWN COUNSEL APPOINTMENT: The Committee so designated to appoint a Town Counsel for the e~suing year convened on this date. Chairman McEvoy presided. Member James Gordon questioned method of electing Town Counsel...suggested a larger committee to appoint Town Counsel...suggested Selectmen analyse town cases Counsel would be involved in....suggested~ Andover and North Andover elect one Town Counsel to serve both towns. ~hairman McEvo~-amnounc~d that anq. ther candidate had applied for 'the positicn...application had been brought in at 4:30 p.m. that afternoon. Member Kay stated that he did not know how Committee could vote on an applicant that they knew nothing about. Chairman NcEvoy said he would read the resume of Rulph Joyce which he did. Treasurer Dewhiret made a motion that Arnold H. Salisbury, Esq. be reappointed Town Counsel for the ensuing year. Motion was seconded by Town Clerk, Lyons. Vote was 8 to. 1. Paul Lamprey was the dissenting vote. He explained that he was carrying out the wishes of the Planning Board. The Co~m~ttee than voted the same retainer as last year for Town Counsel, with the clause the "Town Counselts salary be understood to cover only the foreseeable services to be of him, and that the matter of additional compensa~tion to him for ether services be referred to the Selectmen for action as questions relating thereto may arise." POLE INSTALLATION: Kpproved: petition to install % poles on Boxford Street STREET LIGHT: Petition received from residents of Ant~an Street for inst~ll-tion of a street light. man Coady stated that Autran Street had many street lights...that petitioner ~mst live close to the Andover line. Petition was voted to be filed. GAS E~CAVATION: ~'Approved: Petition to excavate on Waverly Rcad to install gas service. TR~.~FIC: Letter from S. E~dieman, District H~t~ ghway Engineer, advised Board of approval of the Letter re s" project w~ be advertised this summer and should b.e' completed' within one. year./ Board requested copy be sent to Bud' Cyr. Letter from S. Eidleman re "pedestrian actuated sig~s', on Chickering Rd*~ entrance to Vtllage Green. He stated that pedestrian counts ~ be taken to determine if the number of crossings justify the installation of pedestrian type signals. Cone~ring the request for inst~l~tion of side~ along the westerly side of Chickering Rd. from Peters St. to Mass. Avenue, he stated that, in general, it was not the Department,s responsibility but the town's He listed the rules that the town would have to adhere to for any sidewalk project. Meeting to be set up with Bud Cyr on the matter. Letters received from Joan Redman and several residents of Clarendon Street received. Redmas listed the traffic hazards at the intersection of Hfl~side P~.and Rt. 125 and the dangerous b~nd spots for motorists due to the islands inst~l~ed there by the State. Clarendon Street residents requested a "Stop" signs on Waters St~, at Clarendon Street~ Both requests were referred to Chief Lawlor for his recommendations. CETA POSITIONS: Letter' from R. J. Wood, Ceta Coordinator, returned requests for additional positions as their office had been notified that a ceiling had been imposed on the number of ind_tVid,~ Public Se~ice ~ployment positions that could be develeped. As soon as they have determined the impact of this ceiling on towns and cities, he ~1 contact the office to arrange a meeting to discuss the whole program. However, the Secretary sent a request for a MaintenanCe - man, not as a new position, but as a replacement fo~ the foreman whose time had expired. It could be so honored as a replacement. ASST. BUILDING INSPECTOR: Letter from Charles Foster, B.I. concerned the Assitant ~1 ding Inspector position. He that there was considerable opposition to Mr. Cyr holding the position ~aile he was ~erform- lng duties in his elected office as Highway Inspector. He stated that it would be more ad- vantageous to the town and his office if the money being paid to Cyr for chimney inspections were to be used for an alternate Building Inspector, preferably a towa resident. He would assist the Building Inspector during peak periods of b,,~ding activity ami f~11 in when ~,~ ding Inspector was on vacation, meetings, etc. He would have his assistance in the in- spections demanded by the new State ~,~ding Cede. Foster~ requested a meeting for discussion of this matter with the Board, htms~ before the Asst. BuLlding Luspector is appointed. Ch. McEvoy stated that he didn't tb~k there was a need for further discussion of the matter. Oy~ who wns present, stated that he inspected over a hundred fireplaces a year and stated he thought this was necessary for the safety of the townspeople. ~em asked by the Board, Cyr said he st~l~ was interested in the appointment . Board accepted same for the files. 230 ' ~0'~ FORE~T: Troop 31 given permission to use T~n Forest picnic area on June 14th. to be notified. Firefighters given permission to use Town Forest picnic area for annual family outing on July 17, rain date, July 24. Chiefs Daw and LaWlor LAKE STUDY CO~ITTEE: The above-rame~ committee ~ras discussed. It was emphasized that the Selectmen were 'the appointing authority for said committee. The committee should have full representation from a21 Boards and Committees. Brian S. was advised to contact Public Works Boar~ Chairmanj George Sanford. : ... EVANS TP~NSFER: Selectmen approved request for transfer from Reserve Funds to Article for additional work Evans Associates did. SAFEty FUNDS: Selectmen agreed to need to meet ~ith the Advisory Board, Chief Lawlor to provide the necessary funds for the Police Department. VETERANS AGENT: It was made known that Joseph Willis,s new title ~uld be Director, s Agent of the Veterans. Brian will so notify Joe W, RE,JEST - CONCERT: Turning Point Christian Bookstore & Coffee House requested permission to hold concert in Old Center. Letter referred to Bo~rd of Public Works who have charge of parks. Letter from Director of Corporations requesting approval of Windrnsh Farm Therapeutic Equita- tion~ Inc. location. Copy for Selectman Guthrie e LICENSING COMMISSIONERS: Hearing: Application for a Class II license - North Andover Tulsa Station, 200 Sutton Street, North Andover, Mass. Gayton 0sgood expressed a request that the old tires behind the station be removed, that a fence be erected between the station property and abutting property,, that no flags be installed at the station. The owner stated that he had been trying to dispose of the tires which had been piled up by the former owner. Board approved the license with the stipulation that only four cars be parked, for sale, at one time. They requested that the dimensions of the station be submitted for the application. APPROVED: 1-day liquor license for the Bavarian Reading and Progressive Society, Merrimack College, June 25, 1977, 7 p.m. to 12 midnite, in the auditorium. 1-day beer license for the Firefighter's Local 2035, Town Forest picnic area, July 17, rain date, July 24, 1977. - · Common Victualer license for Jean Chiarenza at Stevens Pond Concession.
