Notice received from Arbitrator, David R. Bllods~rth that Firefighters Locai 2035 were to be
~ive?. duly executed Award in their grievances, Art. 18 and Article 8, Sec. 4. Selectmen
motioned that copies of the Award be sent to the Board of Engineers, To~*n Accountant,Chairman
Advisory Board and that the town should take. the necessary steps to ik~fill requirements of
the award. Special Legal fees to be paid.

The regular meeting of the Board of Selectmen was held on this date, at 7:00 P.M. ~with all
members present; Selectmen Gutbrie and Ceady with Chairman McEvoy presiding. Executive
sessision was declared at 7.05' p.m. with the Building Inspector as personalities would be
. involved. The minutes and warrant were approved as submitted. Executive session concluded
at 8:00 P.M. At 8:45 p.m. the Board voted again to go into executive session with the Build-
ing Inspector, Charles .Fo.ster and the Asst. Building Inspcector, Bud C.vr, concerning a topic
~fnich involved personal~tmes. Board voted to go out of executive session at 10:30 p.m.

As a result of the executive session, Selectmen voted to reaffirm~ the Boards previous vote to
retain Bud Cyr in the position of Asst. Building Inspector, but that the title of the position
be changed to "Local Inspector~ and that be assist the Building Inspector in his inspection
duties, particularly the inspection of fireplaces and chimneys.

CONSENVATION COMMISSION:
A member of the Conservation Commission appeared before the Board to' explain the Wetlands
Mapping Proposal and the expending of funds.
BURNAL-CAMPION HALL: ~ ~'/
Mrs. Constance Bernal appearad before the Board asking why the Selectmen/take the time to pro-
tect Lake Cochichewick and where does the responsibility lie to have the foresight to plan
'the future protection of the lake. Selectman Outhrie stated that there has been a lot of
cussion on the possibility of a major development at Campion Hall.' The Flanning Board
setup the ground rules to protect the water supply and have worked hard to do this. Members
of the Flanning Board are the ones who should present an Article to the Town Meeting to pur~
chase the land surrounding Campion Hall to protect~the lake. Burnal asked why no action has
been taken for two years and why there was no comprehensive plan to bu.v Campion Hall. Select-
man 'Coady stated that 7 years ago there was a study done by John Browa and zoing w~s up for
public hearing. It became part of zo~ing law. To take Campion Hall by eminent domain would
take a substantial amount of money for land. Town Meeting action is necessary. · Guthrie said
a Spectia~ Town Meeting could be hel'd ~o purchase the land but, to date, there was no compre-'
hensive use for the land. ~ He suggested that an Ad Hoc Committee~be formed to plan the
of Campion Hall. Gayton Osgood suggested that the property of Boston University should be
purchased, also, to protect the lake. Selectman Coady stated that the Conservation
should hrin~j-~that proposal to the town~ meetinE.
PRECINCT WO~{ERS LIST:
The Precinct Worksers List for 1977-78, submitted to the Board by their Secretary, was
by the Board. Appointment sheets to be signed and sent out.

LAWSUIT FUNDS-MASS. LEAGUE OF CITIES & TURNS
The Mass. Municipal Association sent letter requesting funds to pursue a lawsuit against State
concerning educational funding. Copies of the letter will be se'nt to the Advisory Board and
the School Committee askiug for their recommendations on the request. Copies also will be
made the the Board members.

LAWP~NCE ~NICIPAL AIEPO~ COMMISSION:
The Board voted to send letter to Mayor ~ohn Buckley stating they,and the to~.~ of North
Andover, would like to be represented on the Lawrence Municipal Airport Commission and sub-
mitted the name of Francis J. Trembly, 22 Bay State. Read, for his consideration.
' SPECIAL T0'~ CO~NS'ELS:
The Boa~d of Selectmen appointed Atty. Donald F. Smith to represent the North Andover Board
of Appeals in the case of Barker v. Monahan Management Corporation and the North A~dover
Board of Appeals, Essex Superior Court. '
They also appointed Atty. Harold Morley, Jr., to represent the town boards in the Civil Action
#8923, Essex Supe~rior Court, Warlick v. North Andover Planning Board, Tswn of North Andover
and anoth.er. Chairman authorized by Board to set up meeting with To~m Counsel re hiring .one
Special.To~m Counsel for ~lq needs.
E~CAVAT!0N PERMITS:
In answer to the Boardts inquiry, Town ~ounsel sent letter stating the Selectmen have °the
responsibility to issue permits for excavation in Tom~ Ways. He stated that the recent -
amendment of the General By-Laws of the Town provides that the Highway Surveyor must 'issue
permits to individm,a!s who contemplate making any excavations.
HISTORICAL COmmISSION:
Letter from the Mass. Historical Commission submitted a petition from the No~th Andover
, Historical Co~,,,.~ssion to establish a North Andover Historical District. Petition must be
:.. signed by the Chairman and post'ed on the bulletin board for 30 days. It was so voted.
COMPLAIntS:
Drummond' Playground: J. Pybus appeared before the Board stating that the situation on
N_ilk Street was intolerable. Letter from Chief Lawlor stated that he had instructed the
Sergent in charge to take the necessary steps to alleviate the problem, after dark, in the
N/lk Street vicinity of Drummond playground. Chief Lawlor ~d11 be asked for a progress
report by the August 29th meeting.
Marblehead Street Truck Traffic: Resideuts appeared again before the Board protesti~ the
heavy truck traffic on their street. A letter f~om Chief Iawlor stated that, before
truck traffmc can be restrmcted on Marblehead Street, an ~lternate route has to be given to
accomplish a c~ifferent traffic pattern within the same municipality. He said he had no idea
as to where truck traffic could be rerouted within the To~m. An alternate route muJ~t be
designated first before the State Dept. of Public Works can approve the restriction.
R~.....I~. 4 traffic accidents: Letter received from Christine R. Renan, 50 Tolland Read,~N.A.
protesting the many accidents on State High,ay, Rt. 114. She stated that the State Dept.
should be made to make the necessary changes in Rt. 114 and that she .would be ~q]ing to
help in any way possible. Selectman Coady that the State had spent much time and money to
plan corrective, safety measures on Rt. 114 but had decided on the cosmetic approach plan
only.
