HomeMy WebLinkAbout1977-10-31 Board of Selectmen Minutes0~OBER 31, 1977 (continued) DOG OFFICER: Mr. and Mrs. Ernest Gauthier appeared before the Board to discuss complaints. Gauthier stated that some weeks he puts in from 30 to 60 hours answering complaints and his wife puts in 30 hours many weeks. Chairm~n McEvoy stated that the police department are com- plaining abount calls they are getting one, especially, about picking up a dog who had been kLlled by a car. Gauthier stated that all calls recorded on their ans~.~ering machine are taken care of, but it was impossible to take care of them as soon as they come in as, most of the time, they are out on previous cslls, but the calls are taken care of withing a 2 to 3 hr. span. Selectman Guthrie stated that unless they had a person at the police station, dog officer. Ts house and one person to be out making the cal~s, it is impossible to improve the situation as it now stands. If the town wants to spend more money, service would be quicker. In all other towns, police departments cooperate with the Dog Officer. There is no reason why the North Andover Police Department cannot do the same. ~INSM0 RE: Mrs. Dinsmore appeared before the Board requesting that she have the meeting on her with Chief Iawlor, Officer Steiner and the Selectmen. Chairman McEvoy stated that Steiner would be disciplined for his actions by Chief Lawlor. Mrs. Dinsmore stated that he had promised her this meeting and it was agreed that they would meet on Thursday, at 7:30 p.m. on November 10. CAMPION HALL: The Board of Health Chairman, Dr. Kay, Edward Scanlon and George Caren appeared before the 'L~.~Selectmen and announced that within the' next 48 or 62 hours a new law w~'ll have been p~'ssed by the Board of Health. Leeching fields ~ have to be 1500 ft. from the high water mark of Lake Cochichewick. S~,lmming pools, water courses, tributaries must be 500 feet' from any sewerage system. The Board of Health were also in favor of taking Campion H~l~l land be taken by eminent domain. Selectman Guthrie stated he thought the l0 lots could be ~t on without adversely affecting the water supply. Dr. Kay stated that the Public Works was in deep trouble...that the present water system was archaic, that it was a health hazard because of no filtration plant...that one must be built. 'Brian Sullivan stated that the frobt l0 lots a great distance from the lake...land does not slope ds~m to the Lake. Lots very costly. Sel~ectman Guth~ie made a motion that the town purchase alliand off Great Pond Road (Campion ' N-!~) with the exception of the lots 1 to 10. McEvoy seco_n~. %~he motion..Selectman Coady was opposed.. It was a 2 to 1 vote. Selectman Coady stated/~'6~d be incurrmng a cost much more than the town could afford. Cost would be much iu access of any benefits the town could obtaiu .... that the Public Works could control the water supply...money should be spent for a new filtration plant. Atty. Schultz present at the discussion stated that. land.taking · of lots is against the constitution~ that the town would find themselves ex-pending a great amount of money in'court with nothing to show for it...could mot win case in Courts. Select man Guthrie stated that the Advisory Board and the Moderator should be advised Of the motion made on Campion H~11 land taking. LICENSING CO~ISSIONERS: ~ · Taxi cab regulations were received from the City of Haverhill~ ~nd the town of Methuen. "Board voted to send them, .wi~ the reg~tious from Lawrence, to Chief Lawlor requesting him to .s~ft out the .rules that were important. WATER POLLUTION CONTROL: ~Letter received from Chairman of the AndOver Board of Selectmen advising of an 'impOrtant m~eting ~to develop a 208 program for the Merrimack V~ey area. Meeting w~l be held on Thursday, November 10, at the Water Filtration Plant in Andover. Federal, state and regional officials will be present. Selectman Guthrie will attend. Nic~ra, 123 Greene Street was drawn by Selectman Guthrie to serve on December 1977, at Lawrence. Francis H. Magoon, 51 Moody Street, was drawn to serve on December 1977, at Salem. Secretary ~.lice Letarte and Safety Officer, Frank H. Dushame were present at the drawing.
