No action was taken on the application at this time. TAXICAB REGULATIONS: Letter from our late Tmm Counsel, Arnold Salisbury, advised the Board that taxicab regula- tions could be adopted by way of an amendment to the Town's By-Laws. This would also the necessity of publication under the provisions of G.L.c.40, s.22. However, any such proposed by-law amendment would have to be printed, in full, in the Tm.rn W.~rrant for the meeting at which it was to be considered; otherwise, of course, the voters w~ould not be sufficiently warned of what they were to be called to vote upon.~ Alice M. Coady with Chairman Thomas i'J. NcEvoy presiding. The warrant and minutes were as submitted. SCHOOL CROSSING GUARD: Petition received from residents cf the Nain Street, Sutton Street corner requesting a School Crossing Guard for the children ~ho must cross the busy intersection. Present arrangement has the Bradstreet School Crossing Guard ezcorting them after she has taken care of the Brad- street school children. That means the children have to wait on the busy corner of Main and Sutton Street. Ten to 16 children involved. Mrs. Wyles and Mrs. Terry stated that a police cruiser would be sent to the corner new and then but i~'a' '~all came in, the cruiser would to leave the children. Thw intersection is a difficult one for care and much more dangerous for the children. Article wiYl be placed in warrant in the 1978 Town Meeting requesting for another School Crossing Guard. Board requested Brian Sullivan to contact Chief Lawlor on the matter. Selectman Guthrie motioned that Brian request Chief Lawlor's coz~ents by the nex~ meeting. That he should request a transfer for funding of School Crossing Guard from Advisory Board until Article can be s~bmitted to the Armnal Town Neeting. Selectman Coady seconded. It was so voted. : CAMPION HALL: (Selectmen ami townspeople convened to the Fire Station meeting room. ) Chairman McEvoy coz~ented that he was very disappointed the way the Special Town Meeting was conducted, that the people should have had an explanation of the Advisory Bom~d'.s reversal of decision .on' Campion Hs.ll...that the people should have had a chance to voice their on the matter.. A letter from Attorney Clifford Elias, Acting Town Counsel, call the Board's attention to Se~. 6. which states nc article ~calling for the appropriation of funds shall be considered at any Special Town Meeting unless the proposed expenditure is reco~ended by the Se~-ectmen and the Advisory Board. This is not required if it is an Annual Town Meeting. In the event of a vote to take land by eminent domain, an appraisal must be made. Even if article had been enacted at the Special Town Meeting, no taking could have been mede until su such time as an appraisal had been mede. A new article may be placed in the warrant for the regular town meeting next year. Several citizens spoke including Les Bernal who submitted a list of intentions on the metter. Selectman Coady stated that an appropriation should be obtained to hire au appraiser, and made a motion to meet with the Advisor~cy Board to request transfer of money from the Rsserve Fund to engage an appraiser. Guthrie second the motion. Selectman Coady also stated that the town neededi~ new filtration plant whether houses built or not cz Campion Nail. Corny Bernal stated she would rather pay $500,000 for the Campion Hall land than pay ~omia filtration plant whether it was needed or not. TRANSIT SERVICE: Bill Schultz, Administrator of the Merrimack Regional Transit Authority, appeared before the Board inquire whether or ~ot the town wanted a continuation of transit service in North supplied by Tre~yy Bus Service. If North Andover enters into a contract, the cost for the service would be assessed against the Town's Cherry Sheet and would not have to be raised at the .annual Town Neeting. If the Board does not contract for service, services would be dis- continued. Total costs would amount to $5400.00 for the remainder of the fiscal year. (Based on miles within the commxuity. ) Ch. 16lB states the Selectmen can enter into au Agreement for service without Town Neeting action. Selectman Gnthrie made a motion that they enter into an Agreement for transit service for the remainder of the Fiscal year and that a be presented at the next town meeting for next year's services. Chairman authorized to sign Agreement when ready. Selectmen 'Coady seconded the motion. Letter received from a citizen complaining of umused,~mregistered cars parked outside a at 208 High Street. One occupant seems to be repairing cars constantly and quite frequently 3 or cars or trucks are parked on the street, blocking neighbor's driveways. It is zoned residential and would like to have the metter looked into. Matter was referred to the Chief of Police and the Building Inspector for investigation and report.
