Cr~IL CASE:
The matter of a civil case, involving police officers, was discussed.
Jay Willis as Counsel in the case.
It was voted to appoint
CETA WORKER HEARING:
Letter from Charles Bryant, Ceta Maintenance Cadet, who was terminated because of continuous in-
subordination, con~ai~ed a request for a hearing. The Board voted to grant him a hearing on
December 12, 1977, at 7:00 p.m. He will be so notified.
RECEIVED:
Letter from Superintendent Garo'%li re bill for legal services. Placed in pending until request
from reserve fund is completed.
Letter from John H. Coegan, Jr. commenting on financial condition and growth of town (8 Pages
Copies made for members of the Board.
Letter from Rep. J. Hemann re his interest in the Y$uth Conservation Corps Program for 1978
requesting support of Board.
COMPLAINT:
James Sanborn, 13 May Street, appeared once more before the Board seeking relief from contin-
uous annoyances and inconveniences he has to put up with from Relf's Restaurant on ~ Street.
He stated that they throw debris on his lawn, pe~ch, hedge and driveway, block his driveway
with cars and continue their drinking and noise ~ong after the restaurant is supposed to be
closed. He stated that a policeman was in front but nobody was stationed~in the hack exit ·
which allowed people to come and go at will after hours. The Board voted to send a letter to
Chief Lawlor and ROll Carlson, Proprietor, f~r investigation of the complaint. Mr. 'Sanborn,
also stated that he had reported several incidents to the Police Dept. but, to date, had not
had any relief.
LICENSING COMMISSIONERS:
Letters from Chief Lawlor recommended the suspension of two licens'es: Restaurant, Ail Alcoholic
license of The Barn.~Door, Inc. d~/a Joey's, Osggod Street and the taxi cab license of the North
Andover Taxi Co,, Inc. Hearings were set up for December 5, 1977, at 7:30 p.m and 7:45 P.M. in
the Selectmen's Office.

The Board of Selectmen held their regular meeting on this~d~te with all members ~r~sent;
Selectmen Joseph A. Guthrie, John F. Coady with Chairman Thomas J. McEvoy presiding. The
minutes and warrant were..~pproved as submitted.
APPRAISER: :
Meeting ~lth' Walter Green re appraisal Job was postponed until 7:00 p.m, December 12,. 1977,
as E~.. Green ~ms unable to keep appointment with Selectmen.
RESERVE FUND REQUEST:
The Board approved submitting a request for $1,497.00 for Special Legal Services from the
Reserve Fund..
TOWN ACC ~JNTANT
Letter received from David F. Roche, Town Accountant, containing his notice that he was
retiring from his pos.ition as Town Accountant, effective January 31, 197~. The Selectmen
accepted his letter, with regret, and voted a letter be sent to him thanking him for his
many years of service. It was also voted to advertise for applicants to fill the vacancy~
applications to be received by December 19, 1977.

LICFJNSING COMFffSSIONERS:
Hearmng. The Barn Door d/b/a Joey's. The Licensing Board,at the recommendation of Chief
~k~rjac~t~ed a hearing to ascertain whether the license of The Barn Boor d/b/a Joey's
should be suspended or not. Chief Ia~flor stated that his recommendation to suspend the
above-named license pertained to a situation that has been present for some time. Incidents
of assault and batter~on police officers and patrons, individuals placed in protective
custody, patrons arrested for drunken dri infr c ·

blishment brought to court. He stated that Joey's establishment was the lowest type of Joint.
