HomeMy WebLinkAbout1977-12-27 Board of Selectmen Minutes The Board of Selectmen held their regular meeting on this date with all members present; T Selectmen Joseph A. Guthrie, John F. Coady with Chairman Thomas J. McEvoy presiding. The minutes and warrant were approved as submitted. TOWN COUNSEL APPOI~I,~T: John J. Willis, Esq., 160 Pleasant Street, was appointed Town Counsel to fLll the unexpired terra, of the late Town Counsel, Arnold H. Salisbury, Esq. The term expires on June 30, 1978 at which time the designated committee will convene again to appoint a Town Counsel for the ensuing fiscal year. Attorney Willis was appointed after 4 b~ots were passed. STREET LIGHTS-99 RESTAURANT: Letter from Mass. Electric Company advised the Board what street lights would be applicable to install on Chickering Rd.in the vicinity of the 99 Restaurant. Motion was made and seconded that letter Re sent to the 99 Restaurant requesting remuneration of the net cost, $92,04. STREET LIGHTS-FERNVIEW AVENUE: Letter from Mass. Electric Company stated that they had been requested to install 4 street lights on Fernview Avenue, North Andover, by Roy Fart. In order to comply with this request it is the policy of the electric company to check with each town as to whether the street Will be accepted and maintained by the town within a 5 year period. The Board voted to refer the letter to the Planning Board for their recommendation. ~KING DOG COMPLAINT: Letter from Ernest Gauthier stated that heL~ad received a complaint from Mrs. Reagan, 57 Autran Ave. of a dog o~ned by a Mr. DiFreeco was tied out of doors all of the time and barked day and might. Gauthier called the DiFruscos who started ye/ling threats and he was unable communicate with them. Gauthier requested a hearing be held by the Board to rectify this problem. Motion was made and seconded to refer the matter to Chief Lawlor.for investigation of this distubanse of the peace charge. Letter .received from John J. Lyons, Town Clerk for 31 years, advising the Board that he was retiring a~"of March 6, 1978. The Board accepted his retirement ~rlth regret and will send him a letter of appreciation of his long years of service to the town. REGULATIONS-OPEN FI~ BURNING: Letter from the Dept. of Environmental Quality Engineering stated the amendments to the open fire regulations. Copies will be sent to the Public Works, Highway, Tree and Police Dept. · Fire department ~ receive separate copy . PROCIAMATION: As requested, The Board proclaimed the week of January 30 through February 5, 1978 as United Cerebral Palsy Association week. HOSPITAL COSTS: Letter from H. Smith, Sec. of Economic Affairs suggested a remedy for the spiraling health- care costs of doctors and hospitals. Selectman Coady did not agree with the manner the State was going about it. The Board voted to send letter that they did not favor the submitted proposal. REVENUE SHARING FUNDS: " Notice of hearing on general revenue sharing funds, January 24, 1978, at 3:30 p.m. Salem, Ma. Selectman Guthrie wi]_l try to attend. DATA P~0CESSING CONTRACT: The' Selectmen~.signed three copies of an Agreement for Data Processing Services between the Town of North Andover and the Arlington Trust Company. FI R~v~N' S COMPLAINT: Selectman Coady reported to the Board the results of his meeting with the Board of Fire Engineers. On the Fireman's glove complaint, the engineers stated they thought the gloves were serviceable. The cost of refurbishing new quarters for the Chief he found prohibitive. Guthrie motioned that the town provide for the cost of the material for the office space for Chief Daw and have Ceta employees provide the labor. The engineers can hire other help if they want to. On the Union's complaint that the engineers neglect to answer their letters, the engineers stated that the last complaint they didn't have time to answer right away. The Union stated that it wasn't Just o~ communication, the situation exists all year round, the engineers Just ignore any communication sent to them from the Union. RESERVE TRANSFER REQUEST: The Board motioned that the sum of $4,000 be requested from the Reserve Fund to pay the appraiser for Campion Hall. The sum of $1,646.46 also be requested to pay Special Legal Services.
