HomeMy WebLinkAbout1978-01-23 Board of Selectmen MinutesJANUARY 23 1978 The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Joseph A. Guthrie, Thomas J. McEvoy with Chairman John F. Coady presiding. The minutes and warrant were approved as submitted. POLE LOCATIONS: Approved: Petition to install 7~poles on Summer Street, 2 poles on Beacon Hill Blvd. and 2 poles on Clark Street. JUHOR: l.~y Levis, 6 Royal Crest Rd., was drawn for jury duty, February l3 Sitting, at Lawrence. VETERAN'S AGE~T: APPOINTNENT: William Emmett, 93 Union Street, was appointed Veteran's Agent and Director of Services for Netth Andover and Roxford, effective February l, 1978. FIPECI~EF: APPOINTMENT: James E. Fitzgerald, a lieutenant in the Fire Dept., was appointed to the position of int~ Fire Chief of the North Andover Fire Department. Five candidates applied. The Board stated that all candidates were qualified but Fitzgerald was appointed as he had Seniority. SPECIAL TO~ COUNSEL APPOInTMEnT: Attorney ~ichard S,~11ivan, 5 Andover Street, Andover, Mass. was appointed Special Town Counsel for the Zoi~ng Board of Appeals case. FOU~H OF JULY COMMITTEE: Letter received from Jerry Dineen, Post Commander of the V.F.W. requesting the privilege 'of running the 1978, 4th of July celebration this year. The Selectmen thanked Dineenfor his offer but requested the request be tabled until next meeting to enable the Chairman to con- tact last year's committee, the Lion's Club, to determine whether or not they still wanted to runt he activities. SENION HIGH SCHOOL SITE-LAWReNCE: Letter received from Joseph Smith, Lawrence City Clerk, advised the Selectmen that they intended to remove accumulated debris from the Shawsheem P~ver ~hich bounds the school site and the Town of North Andover. He requested cement on the plan from the Board. Selectmen authorized Brian to contact Nicolosi as to the details of the clean-up. CAPITAL BUDGET COMMITTEE: Letter from Walter Ensdorf, Chairman, advised the Board that a member, Robert Magg, has relocated in his job and will no longer be available on the Committee and would need a re- placement. Selectmen requested Brian to ask Dave Roche if he would serve on the Committee until armn~ appointments are made. NOSTH ANDOVER GROUP STEERING COMMITTEE: Letter received from the above-named cozm~ittee stating that building industry members are not being consulted for their expertise in rele and regulation changes, master plan amd zoing ordinances of the town. The Selectmen received the letter for study. JOSEPH F. SWE~NEY: Letter received advising that Joseph F. Sweeney had been designated as the Town appointed member cf the tripartitie panel. (Police-Fire 164) Selectman Guthrie stated that Sweeney should be sent a letter of thanks and appreciation for his work when the matter is CE2A POSITIONS: The Selectmen approved three more positions for Ceta employment: Mechanics helper for the Highway, floating clerk-typist for the second floor departments and a watershed inspector for the Public kbrks department. POLICE & FIRE CB~'S SALARIES: Selectman Guthrie motioned, which was seconded by McEvoy, that the Personnel Board be asked if the Chief's salaries be removed from the Personnel By-Law. COUNCIL ON AGING BOILER: Brian S~,11ivan presented four bids for the inst~l~ation of a new bo~ler in the Council On Aging quarters. Selectmen Guthrie motioned that Brian investigate the bids to ascertain if they were still the same as presented and to award the bid to the lowest local bidder. seconded. MILEAGE: The Selectmen voted to keep the reimbusement for mileage for to~mbusiness the same pending the next fiscal period at 12 cents per mile. RECEIVED: Letter from Elder Services of the Merrimack Valley, Inc.(Quarterly report of services.) Notice of Personnel Board meeting on Thursday, January 26, 1978 to review petitions. GRIEVANCE: Grievence of the Highway Dept. was discussed. Cyr stated that he sent regular men home to rest, not because he wanted to give privately owned plowers money...that, in his opionion, there was no grievance. Guthrie made motion that grievance not be accepted. Coady seconded.
