General's office fer its landfill operations is still being held in abeyance. The Bureau of Solid Waste is supposed to submit to the envicrenm~ntal enforcement agency who is suing us, a plan and time schedule for correcting the problems that exist at the landfill. The Bureau cf Solid Waste wLLl .be pu~- chasing the land from the Town and has agreed to make the necessary imporvemants se we can continue tense the landfill cna lease basis. Because the town will have to run the landfill in strict compliance ~ith DEQE's regulations, the expense will be much higher to operate the landfill. High, my Surveyor has requested $40,000 to operate the landfill and the Advisory Board is going to reoomend only $30,000. Mr. Cyr was present to speak on the matter. After a discussion, it x~s voted to support Cyr in his request to get $40,000 and to have a meeting re the landfill after Town Meeting. in May. SelectmenThomas J. McE~oy was Acting Chairman. Selectmen Guthrie and Coady were absent due to another Selectmen's committm&nt. The warrant and minutes were approved as submitted. JUROR: Rose Jacobs, 21 Royal Crest Drive, was drawn for jury duty for Nay 1 Sitting, at Lawrence. ADJUDICATION: CAKES DRIVE: A hearing was held to accept Cakes Drive as a Town Way. Letters of approval were received from the Highway Surveyor, Public Works and Planning Board. Grant of ~ights were signed by all the residents of the street, witnessed by Notary Public, ~.lice Letarte. The Board voted unanimously to accept Cakes Drives as a Town Way. An Article to implement the adjudication will be voted on at the Town Meeting. BURIED CABLE: A hearing was held on a petition of Mass. E~ectric Co. to insT~]] buried cable on Winter Street. The vote was unanimous to approve the installation. CANDIDATES APPLICAT~DNS: The Board voted to send out their annual lette~ c~11ing for candidates to f~ appointive offices and committees. Applications are to be received by April 28th. GAS EXCAVATION: Notice received from the gas company of an excavation to be dons on Baldwin Street. Copies sent' to Highway, Public W~rks and Police Departments. HOUSING STUDY: Copy of letter to Evelyn l~_~phy, Office of EnvioA-,~,~ental Affairs, from Planning Boa~r~c-eived questing an appeal of her decision that a study was not required for the low income housing project on' Waverly Rd. Accepted for the files. ROAD INVENTORY: Letter received from the State DPW requesting the ar~l~! road inventory print out be brought up to date. Referred to the Highway Surveyor. · TE~CE EXCLUSION: Copy of letter received addressed to Robert Tierney, D~'4 from S. Eidlemau requesting the state take favorable action on town's request to e~clude truck traffic from Marblehead St. BUCHANAN COI~'LAINT: Letter received from the ~1 ding Inspector stated that he had spoke to the developer on Lacy Street regarding the debris along the road and on Bucb~u's property. He agreed to to clean up the debris provided I could get the permission from Dr. Buchanan to do so. Dr. Buchanan agreed to having the developerrs man to go on his property for this purpose. Mr. Foster ~11 check the property tomorrow to make sure the debris has been cleaned up. RESOURCE EE~OVERY ACT: Letter from Office of Emviornmental Affairs re Resource Recovery Act of 1976. This is the first step State has taken to outline various problems. Copies ~ be m~de for members of the Selectmen for their study and perusal. FIRE CHIEF EX~.EN~TION: Notice from the Office of Personnel ~ministration re Fire Chief examination~received in draft form. if any corrections or revisions are in order, Selectmen requested to indicate sam return one copy to Civil Service. Presiding Board voted to wait until the next meeting when a fu21 board will be present.
