~RBLEHEAD STREET:
Letter from V.J. Cantone, Traffic, Engineer, stated that are request to exclude truck
traffic on Marblehead Street had been favorably received by the State DPW. However, as
our alternate route was located in the City of Lawrence, permission must be received from
Lawrence to use the turn-a-round located on Narston Street. Selectmen authorized Brian S.
to contact Santo Nicolosi, City Regineer, about the matter.
MAIN ST. PARKING RESTRICTION: ~
Letter from Chief Lawlor denied the request of Paul Donovan, Colonial Furniture Shoppe, 46
Main Street, to e~end the parking restriction on Main Street to 9 P.M. He recommended
the hours remain as they are from 8:00 A.N. to 6:00 P.M. Copy of letter ~dll be sent to
Mr. Bonovan.
OFFICER ROBEE~S RETIRemeNT:
Letter from Chief Lawlor stated that, at this time, he did not recommend an appointment
to fill vacancy as a result of Officer Bobe~t's retirement. He recommended that, if it is
possible to get local officers into the September training class,to make the appointment
at the conclusion of the training so that they w~11 not lose "Police Powers" during that
period of time.

FIREFIGHTENS CONTRACT:
It was advised the firefighters ~ sign contract made to the Selectmen providing the
Selectmen sign the contract before Town Neeti~. Guthrie made motion, seconded by
~cEvoy, to sign the contract in re of Articl~ lO.
SPECIAL TO~'~N COUNSEL:
The Board voted to appoint Atty. Donald Smith, Special To~m Counsel for the town of
North Andover for GAR case.
LICENSING CO~SSIONENS:
Hearing: Application from Paul V. Davis, Richard Lamattina, Paul J. Cassidy, d/h/a The
Lo, Tavern, 1140 0sgood Street, for a Restaurant, ~1~ Alaoholic license. After consid-
erable discussion on the adverse conditions that prevailed ~rlth the last license holder
on the premises, the present applicants assured the License Board that this establish-
merit would be a normal restaurant, serving luncheons and dinners from II a.m. to closing
time. Applicants stated that it would take them at least 2~, months to comply ~rith the
regulations and requirements of the Board of Health and the Building Inspector. Notion
was made and seconded that the applicants would be given six months to get the premises
in order and that no pe',~t or license would be given to open until Board of Health has
inspected the septic system installed and the Building Inspector has given a certificate
of occupanc.v;subject to the zoning. ~aws.

1-day liquor licenses for the Senior Class, BSE Fraternity and Nu Phi Kappa
fraternity, Merrimack College, on April 25, May 6, May 12.
BUILD~G INSPECTOR:
Charles Foster appeared before the Board to report a builder is building in access of
variance granted by the Board of Appeals. He said he may need Counsel. Board voted
to authorize Chairman to select a Special To~n Counsel for Mr. Foster in case a problem
arose when he stopped the Job.
C~J~PION HALL:
Representatives from the Public Works, Board of N~_!th and article petitioner, C. Bernal
were present to discuss the articles concerning the purchase of land and the building
called Campion Hall. After a long, hour and' a half discussion, the Board made a motion
that was seconded that they would s~.pport article that would take strip of land and the
Conservation easement at a cost of $526,000. Vote was 3, in favor, and 2, opposed.
