HomeMy WebLinkAbout1978-05-08 Board of Selectmen MinutesThe Board of Selectmen held their regular meeting on this date ~ith all members present; Selectmen Joseph A. Gutbrie, ~Thomas J. MoEvoy, Charles A. Salisbury, Falph R. Joyce with Chairman John F. Coady, presiding. The warrant and minutes were approved as submitted. TOW~ FARM BUILDINGS: Thomas Leavitt appeared before the Board to discuss the buildings, .formerly called the Town Farm, stating that the building, an 18th century building, was worth preserving and the Selectmen to reconsider his former request that the main building be sold to a private owner with a few acres so the building would be preserved. It was stated that To~n Meeting action would be needed. Mr. Leavitt stated that the Historic Commission would like to work out a design or program. Selectman G~thrie motioned that an Ad Hoc Committee be appointed, not to'exceed five members, to consist of a member of the Historic Society and..Historic Commission, a member of the Board of Selectmen and others. I~otion seconded. So voted. TRAFFIC CONTROL AGREemENT: Letter received from R. Tierney, Chief Engineer of the DPW concerning the ~raffic ~greement. Chairman Coady stated that the Board's letter and the above-mentioned letter must have crossed in the mail. Board directed. Administrator to contact Joseph D'Angelo ~as to the status of the Agreement. STREET LIGHT: Mrs. Gooley, 47 Marblehead Street, appeared b"~fore the Board complaining that ~h~ street light opposite her house was continually out. Board directed Brian to contact the electric c~mpany to change the moug" light to a mercury lumen. POST OFFICE: Selectmen discussed the fact that all postal carriers' would be stationed in Lawrence and mail would be from out of La~rence. Board voted to send letter to state the concerns of the Selectmen at .this change~ and the deteriation of servic'e to North Andover citizens. CATHEP~E FOLEY: Selectman McEvoy wished to moment on the fact that Cathy Foley, with us for a year under the Ceta Program, had completed her year and wished to state the appreciation of the Board for her fine work performance and regret that Zhe had to terminate her year. Selectmen voted to have Secretary write a letter of reference for Cabby to use when applying for a new job. INVITATIONS: Selectmen invited to participate in Memorial Day Observances ox Nay 2~th. Also received notice of Annual To~m Meeting and election dinner of the Essex County Selectmen's A', on Saturday, June 3, 1978. PEBSO~EL BOARD: Guthrie stated that because of their lack of performance ~t T own Meeting he would make a motion that all members of the Personnel Board be ask~ to resign..that they may reapply for consideration of reappointment. Selectm~n McEvoy seconded the motion. Selectmen Joyce, Salisbury and Coady stated that the motion was "overly~'strong'' ...that the Personnel Board was more in order. Vote on Guthrie's motion...3 No-2 Yes. Motion was not carrie~.. The Board then voted to have Administrator set up a meeting with the Personnel Board. They also voted to advertise, again, for applicants for the various committees 'and Hoards the Selectmen wi21 appoint. 99 RESTAURANT PARKING: .the SelectmeD Chief Iawlor and representatives of the 99 Restaurant aPPeared before/to discuss ~e problem of the 99. A petition had been received two weeks ago from Nrs. Daw requesting no parking signs be installed on both sides of Nass. Ave. A recommendation from Chief Lawlor stated fie ~rking be~f~ced on both sides of NaSS. Avenue (easterly and westerly sides), to Autran Avenue. Atty. DiAdamo stated that the Board of Appeals turned their appeal for a variance, that~y had tried to purchase house and land next to the 99, prepared to spend $150,000, but~ get house. Selectman Gutbrie suggested that the 99 present their petition again to~ the Board of Appeals...it is both a problem of the town and 99 because of the safety factor. X motion ~as made and seconded that the ~iuistrator contact Board of Appeals, Town Counsel and Ralph Joyce to discuss ~nat could be done to provide more parking for the 99 Restaurant and safety of the town. Action of the Board was held until a status report is submitted. APPOINTMENTS: It was agreed that the vacancies that exist on Committees and Boards that are appointed by the Selectmen ffnould be given to the Town Reporter for advertising in the paper. LICENSING C0I$ESSIONERS: ~ Application received f~r a Restaurant, Ail ~lcoholic license from Nelinda DeCola d/b/a The Crystal ~nor, 80 Chickering Rd. Several abutters were present that in- fractions of privacy for the Village Green residents did not reoccur as they were during the former occupancy.
