HomeMy WebLinkAbout1978-07-05 Board of Selectmen Minutes Th~oard of Selectmen held their meeting on this date with aL1 members present; Selectmen Joseph A. Guthrie, Thomas J. McEvoy, Charles A. Salisbury, Ralph R. Joyce with Chairman John F. Coady presiding. The minutes and ~rrant were approved as submitted. RVPC -ELDERLY HOUSING: Letter received from the MVPC re elderly housing funding program. Board voted to request report from N.A. Housing Authority on the program within two weeks. CIFiL SERVICE: Letter received from the Division of Personnel Administration ~re Civil Service positions for disadvantaged individuals. Referred to Administrator for a report on July 17th as to the impact would be on the town. Copies of the letter will ~e sent to the departments. MASS. CITIES & TOWNS-EXECUTIVE BOARD: Letter received requesting a nominee for the executive board of the above-named organizc- tion. It w~s the umanimo~s vote of the Board to send the name of Selectman Joseph A. Guthrie as a nominee. Letter received from Chief Lawlor advising the reti'rement of Officer Paul Lafond as of August 1, 1978. He stated that Officer John Carney would be his replacement. The Board accepted the resigeation and requested that Chief LaWlor call for a nsw li~t for reserve policemen. Chief. Le~or will be asked to appear at the Selectmen. s working meeting on July 13th to discuss job.openings in the deparbment. GAS INSPECTOR: Appointments for Gas Inspector and Asst. Gas Inspector were postponed until next meeting, July 17. COMFLA~TS: A letter received from Mr. and Mrs. C.R. Sims, 134 Beacon Hill Blvd. with several, related complaints. Board voted to send copies of the letter to the appropriate departments for proper action. CETA: Two letters received from Ceta: One w~s in relation to su~er projects. Administrator, Brian Sullivan, advised the Board that he had had no response from town departments. Second letter .advised the Board that they must fill five additional slots.in order~to ex, penal all funds by September~30, 1978.~ Brian Sullivan stated that he had contacted all departments and advised the Board of the following job requests: 1. Congervatien Assistant/Secretary~ '5. Affirmative Action 2. ~ne (1) additional Custodian for School Dept. Analyst. . 3. One general handyman (with mechanical ability) for School Dept. 4. Clerk-typist (part time in To,ca Clerk, Bldg. Inspector and Fire Dept. 'Th~ Board voted unanimously to approve the requests as listed. A.TRPO~2 PARK]/~G: Letter from Chief Iawlor re airport~ vehicle parking e~forcement. He stated that he objected to the issuance of any parking tickets by individuals other than the regular force. Vehicles that do not comply with regu/ations set up by the Airport Commission could be a violation of Mass. General Laws, as amended, Ch. 266, Sec. 12OD. He enclosed~a copy of the law. Board voted to send copies of Chief's letter and the law to Thomas Davies, Menag-,r of the Airport. cmms s: Copy of letter from J. Fimneran to J. Borgesi received. It stated that Borgesi shculd not have blamed the Gr. Lawrence Solid ~aste Department for the increase in rates of s~.~er charges. Board voted to request j. Borgesi to attend their working meeting on July 13th to discuss reasons for increase in sewer rate~. GLC-Fu-SLIC SAFETY TASK FORCE: Letter from the Gr. Law. Chamber of Co~neroe requested more participation on the Public Safety Task Force. Letter referred to Chiefs Iawior and Fitzgerald. COUNCIV. ON AGING-FUNDING: Letter to Emily Murphy from Vernon R. ~2Jden, Chairman of Arts and Humaities received advising of funding for Council On Aging wsaving course in the amount of $1,000.00. The Board stated that Nfs. Eurp~ly should be congratulated for her efforts which, were so successflf4. ~HWAY SURVEYOR - LAND FILL & F~NCE: Letter from the Highx.~y Surveyor referred to the land fill problem complaints..sea gulls from the land fill circling the Airport creating a hazard to flying planes. The Board directed that a meeting be set up for July 2?th, at 7:30 p.m. with Mr. Cyr, the Board of Health and a member of the Solid Waste Committee to discuss the problem. In his letter re the fence at Cochichewick Brook Spillxeay along Sutton Street, Mr. Cyr stated that for some years the fence has been in need of repair. He had contacted Mr. Matses, owner of the property, but had not heard from him since. Board authorized the Chairman to contact Mr. ~tses to advise him of his responsibility. JULY 5, 1978 (continued) ~PC - TECH, ASSISTANCE: Letter from Merrimack Valley Planning Commission advised that each member community had allot~d 65 hours of technical assistance. Brian stated that the to~,n had oubmitted a recre- ation plan but it had not been accepted. FIRE DEPT.-SURPLUS PROPER2Y: Letter received from Acting Chief Fitzgerald advised the Board that a Fire Engine at 2 had outlived its usefulness, and would like to sell it to the highest bidder, lowest acceptable bidder to be $1000.00. Board instructed Brian to take the necessary steps to advertise the sale of the obsolete vehicle...bids to be opened by the Selectmen on or shortly after July 27, 1978. F~PC-EQUAL ENPLOYNENT OPPO~2UNITY GUIDELINES: 7.etter received from NVPC advising that each community applying for Block Grant funding will have to develop a written affirmative action planand program to achieve equal employment Opportunity in municipal employment. Brian stated that he had read a copy of the guidelines which are simply unbelievable. To develop, implement, and monitor the plan ~ould require a great deal of time. Numerous records have to be k~pt and reports submitted. An individual has to be appointed responsible for directing the equal opportunity program. Letter from Congressman Harrington re proposed legislation. Letter from Office of State Planning re relationship of Growth Policies to new Residential Construction. Notice of public hearings on proposed changes in CivLl Service rules. Copies sent to depts. Budget proposed by Nass. League of Cities & Towns. Notice of 1 cent per gallon increase in gasoline from ~ Oil Co. Notice of Public Utilities hearings. To be posted. July 5 - T P.~. - Local 2035 July 20-21 - Regional Conference, Mess. LICENSING CO~$~SSIONERS: App!i~io~e~ei~d~ for a I~ine and Malt beverage license to be drunk on premises located 200 Sutton street from George Katsikas d~o/a Helen's Place. Hearing set for July 17, 7:30 Letter received from William NcCarthy, ABC, re license quota. Selectmen requested a copy of the list of all licensees be sent to them. Denied: Alice N. Application of Robert Dunn, Boston Ski Slide, Tu~-~tke Street, for a ~rine and ~&t Clerk Chief Lewlor appeared before the Board to discuss Job openings in the department. Joe Borgesi appeared before the Board to discuss reasons for the increase in sewer rates. A discussion ~as held on the Elderly Center. Jury list for 1978-1979 approved. Approved: Alice M.
