The minutes and ~rrant were approved as submitted. GAS EXCAVATIONS: Approved: Petitions to excavate on Brentwood Circle and Mill Street to install gas services. COUNCIL ON AGING: At the request of the Council On Aging, the Selectmen approved the use of funds from their budget top ay for the services of Yvonne Lm~bert, R.N. ~xtended to the senior citizens. BUIDINGINSPECTOR - T~N COLR~SEL: The Selectmen approved the request of the Bo~lding Inspector to have Town Counsel represent his department in a Superior Court Civil Case No. 11535. Letter sent to Town Counsel. HARVARD LAKE STUDY: The Harvard Professor running the study workshop of the Lake requested a letter of from the T own approving the study and scope of work. SURPLUS FIRE ENGINE: The Selectmen voted unaraimeusly to approve the request of the N.A. Board of Fire Engineers that the department's surplus Fire Engine 2R, (1945 Nack) be turned over to the Highway Department for use. They instructed that Town Counsel be contacted to bc sure this was a legal procedure. TE~N2~AL LEAVE-RETIRED FIREFIGHTERS: Letter from the Bersonuel Board contained approval of terminal leave payments to three retired firemen: Stuart Summers, Philip Miller and Frederick Stevenson. The Board of Selectmen concurred with the decision. The Selectmen voted to send letter to ~the Personnel Board to investigate the procedures and guidelines followed in the fire .department when an employee is on inJur~ leave and to recommend any improvements to the guidelines. If a firefighter in injured while on duty, he should go under Workmen's Compensation, ~not sick 1 e ave. CE~A REQUESTS: Letters received from the Public ~brks and Merrimack Valley Textile M~seum requesting a Laborer Truck Driver, Junior Clerk and a NuseumConservation Technician. Requests approved andtheywi11 be sent to Ceta for applicants. ' · RESI4~ATIONS: Selectmen accepted, with regret, letters of resignation from Nark Henry, Capital Outlay, Jean Dufresne, School Crossing Guard, and William Clancy, Jr. member of the Personnel Bd. Letters of thanks and appreciation will be sent to the three persons. The Selectmen voted to appoint a Review Committee and appointed Bud Cyr, Ed Scanlon and Brian Sullivan. MIET ~JESTION~RE: Questionat~re from the N~ss. COI$~;NITY DEVBLOPNENT FUNDS: Letter received from HUD that town's application for community development funds has not been funded. Selectmen authorized Brian to pursue the matter and contact our Representative for biz aid in ebtaining funds. SMSA CRITERIA FOR 1980 C~NSUS: The office of the Federal Statistical Pelicy and Standards is now considering changes in criterea for designating and defining Standard Metropolitan Statistical Areas..the criteria affects the statistics on the Town which are used by various federal agencies. It states that more communities will be included in larger SMSA'S. In some cases, this means that communities will have to compete for federal l~nds with Boston area communities rather than T.a~.r~ence communities. The proposed changes could eventuall affect North Andover. Brian S. suggested that the Board send letter opposing the changes. Brian authorized to send letter to Housing Authority, copy to P~blic Works, requesting they be a review organization of recreatioml facLlities installed by the developer of the Archdioces's Housing Project, Waverly Road. WAST~ATER TREATMENT FACILITY: Letter received from the State Water Resources Commission relative to.the priority list for waste~*ater treatment facilities. Board voted to send copies to Public Works. BLUE CROSS-BLUE SHIELD CONTRACT: The Selectmen approved and signed tee above-rmmad contract as submitted .by 'the Tewn Treasurer. TRAFFIC SZ~- ~P~ASANT & STE~S ST. PetitiOn received from Mill Pond residents requesting traffic sign or signs at the intersection of Pleasant and Stevens Streets. Petition referred to Chief Lawlor for reco~nendation. BUILDING MOVING REQUEST: Letter received from Metropolitan Building Movers, Inc., to relocate two buildings and a garage using Rt. 114 and Rt. 125. As these are State Roads, a letter will be sent to the movers advising them to get in touch with S. Eidleman, District Highway Engineer, for pennission to move the buildings. TG~N PICNIC AP~K~: Request received to use the Town Picnic Area from Bronson for Congress cmmmittee on Sept. 23rd ~ain date, October 4. Board voted to approve the request with the stipulation two police officers be present, Co~m~ittee and two chiefs so notified. ELM STREET: Letter from S. Eidlem~n re Highway Surveyor,s request to have the reconstruction of Elm St. a joint effort. Eidlemau stated they would review the matter and their budget and study the request. Copy voted to be sent to Bud Cyr and Brian authorized to pursue the matter. Letter from G.L.S. District regarding fiscal year 1979 assessment. T.etter from G.T.. Voc School re assessment and budget. Thank you not from Joe Kelley, Research Survey Analyst, for the Selectmen who resigne~ to accept a teaching Job. He ~ be greatly missed. Short note from Congressman Harrington who is not running for reelection this year. Board voted to have letter of thanks and appreciation sent to Harrington for s3.l his efforts on behalf of the CONM~ITY C~NTER: Board voted to BeqUest a letter of committment from the Trustees of the Community Center in regard to the Center being turned over to the Council On Aging. Brian S. ~s athorized contact Henry Green, President of the Trustees; RECREATION SURVEYS COST: Brian advised the Selectmen that the costs for printing and mailing the questiommires be by the four Boards involved. Total costs amount ct $207~.05 and the cost to the Selec$- men would be apprexim~tely $50.00. It was so voted. ' LICENSING CO~IBSIONERS: Application received from D~vid Sifferlen, 36 Colgate Drive, for a Peddler's license to sell turquoise Jewelry. Application referred to Chief Iawlor.
