HomeMy WebLinkAbout1978-09-11 Board of Selectmen Minutes~The Board of Selectmen held their regular meeting on this date with all members present; Selectmen Guthrie, McEvoy, Salisbury, Joyce with Chairman Ceady presiding. The warrant aud miuutes were approved as submitted. JURORS: John D. Tine, 55 Dana Street and Charles E. Dunn, 555 Bosten St. were dra~m for the October 2 Sitting, at Sslem. Edith Charest, S4 Camden Street was drawn for the October 2 Sitting at La~ence. POLE LOCATION: Approved: Petition to inst~l~ 2 poles on Lacey Street. TRAFFIC CONTROL-VTTL~GE 'Letter from Sherman Eidelman, District Highwny Engineer, re Pedestrian Traffic Control Signal, located at the Village Green Condominium Complex on Chickering Rd., stated that an in-depth study ~ould be made ...i.e. pedestrian :count~, accident reports, and other related data, to see if such Traffic Control Signals are warranted at the above-nmned location. GAS EXCAVATIONS: Approved: Petition to excavate on Bay State Rd. to inst~ a gas service for R. Rabbito. APPO~TS: The following vacancies were f~l ed by the Board on the Capital O~tLay Committee and the Personnel Board: Capital OutLaY: ~illimn Hansen, 30 Bradford Street and %~ayne Sutcliff, 47 W~low Pidge Road. Personnel Board: Cecelia Landry, 826 Johnson Street. Second vacancy to be f!!~ed on the Personnel Board ~s postponed until n~o~ meeting. The following School Crossing Guards were appointed at the reco~endation of Chief La~.~or: Permanent: Sadie Mae Jenkins, Doreem Dirigian. Reserve: Dorothy Barly, Christine Smith. PUBLIC WORKS ROAD HEARING: Notice received of an~l Public ~orks Road hearing, September 21, 1978, at Danvers, ~h. TRAFFIC PETITIONS: Petition received to have school lights inst~11 ed on Mass. Ave. at Atkinson School. Petition received to have "Go Slow" or"Blind Drive,, signs and a Street sign at 32 Essex St. Both petitions referred to Chief I~wlor for reco~endations. CONDUITS: Petition received from Mass. Electric Co. to ins'~-~ underground conduits and primarY cable on Andover Street. Hearing set for SeptemBer 25, 1978, at 7:30 P.M. ~GM~NITY CENTER: Letter from Henry Green contained a vote of the Community Center Board of Directors. It is as follows: "The Community Center of North Andover, !nc. x.~ enter into a lease agreement with the Tow~ of North Andover, subject to reaching satisfactory agreement for operation ad leasing 'of the facility, Town Meeting acceptance of a lease agreement, and adequate funding ~*ith the To~.m." The Board voted to request a meeting ~dth Henry Green cn Saturday, Sept. 3¢ at 10 A.M. to discuss said matter. CEE2IF~;~ LIST OF RESERVE OFFICERS: The above-named list was received. Names of t~ persons, out of town, who are not on the i A. reserve list were questioned. Quinlan and Scanlon, Reserve Officers, stated they would rather remain on the Reserve list. The Beard voted to xeait until September 18th to enable officers on list to sign whether they will accept or not. Appointments will be made on S~pt~mber 25, t~78. TOWN PLANNER: Letter fzom B~ Sal~m',,e~ Planning Board Chairman, suggested that department heads meet to discuss job description of To~m planner/Sanitary ~lgineer. The Selectmen voted to have Mr. Salemme meet with them on Monday, Sept. 18, at 7:00 p.m, if convenient for him. T~'~ G.~_~.GE ROOF: Frank Trembly appeared before the Board about repairing the Town Garage roof~ He stated the roofer he reco~ended had done satisfactory work for him before. The Selectmen voted to have Mr. Trembly, the roofer meet ~*ith them and the department heads at the Totem Garage at 7:30 p.m. next meeting, September 25, 1978.
