Guthrie was Acting Chairman in the absence of John F. Coady who was detained out of town. ~lso present were Thorns J. McEvoy, Charles A. Salisbury and Ralph R. Joyce. The minutes and warrant were approved as submitted. This was the first meeting held in the ne~ly constructed meeting room downstairs'and Selectman Guthrie commended Selectmen McEvoy and Administrator Brian Sullivan for their efforts which ware so successful. Drawn for Jury duty for the January 2nd Sitting were Helen M, Casale, 29 Belmont Street, Annis Foulds, 76 Buckingham Read and Charles V. Waites, 23 Commonwealth Ave., at Salem. Drawn for Jury duty of the January 2nd Sitting, at Lawrence, were John P. Routhier, 43 Jetwood Street and Silvia H. Conrad, 3 Andrew Circle. ASST. BUILDING INSPECTOR: Discussion with the Building Inspector re the position of an Assistant Building Inspector revealed that the position comes under Civil Service. Board voted to request a list of eligible applicants and instructed 'Brian S. to advertise that the position is available. POLICE CAR: The Board voted to confirm action of the Special Town Meeting to advertise for buyers , for the police car that was not traded in. CONS ~.~ATI~ APPOINTMENT: The Board appointed Dr. Harry Love, M.D., 451 Andover Street a member of the Consezwation Co~m~.~ssion. Letters from other applicants received. Board voted to have letters sent to them thanking them for their interest in the to~m and hoped it would continue. The Board voted to authorized the Board Chairman to sign the Agreement subject to Town Counsel's approval. PROCLAMATION: The Board authorized the Chairman to sign proclamation for Cerebrsl Palsy Week, Dec.25 through December 31st. PERAI~YLATION OF BOU~IS: The perambulation of bounds ~rith North Reading was discussed. to set up a meeting with the North Reading Selectmen. Board authorized Brian POLE INSTALLATION: Petition received to lusts11 6 poles on Abbott St. 7:30 p.m. Hearing set for December 18, 1978,at TOPICS: Sumner Hoffman and other state engineers were present at this meeting and displayed both the first and second design plan for traffic changes in North 'Andover. Sever~I.~. resident s objected to Park and Pleasant Streets being made one-way streets. A cul de sac at Stevesm corner ~.ms objected to strongly by both the residents and the Fire Chief. ~fter a long discussion, it was agreed that the first plan was the better plan with the following. ~'cHankes: Park St. and Pleasant Street remain as they are and NOT. made one way,~ ~.Court .~ Street be made a one-way street~ coming from the Old Center and Academy Road. ' Stevens ~ Corner be made a 5-Stop Street corner. Traffic lights at Park and R~. 125~ as planned. Traffic island to be inst~l~ed at Stevens Corner. Notion was made and seconded thatmileage expense for to~m bnsiness would increase from : 12¢ per mile to 17~ pe~le subject to Federsl standards, effective January 1, ~979. A vounhere to be made out at least once a month. Brian authorized to notify $1~ depart- ment heads and the Advisory Board, after investigating the latest Federal standards. Notification from Dept. of Housing & Urban Development re application for 50 units. Letter from Sherman Eidlemen, P.E. re resurfacing of 300' of. Andover St. No funds. Report from Sgt. Donnelly, A.C, re North Audover common activities~ Letter from Community Antenna Television Commission. Letter from Mass. Commmnity Research, Inc. re public opinion surveys. Letter from Dept. of ~virem,ental Affa{rs re air pollution control. I~OICE FOR COI.~JTER SERVICES: Towa Clerk, Dan Long, appeared before the Board to seek. approval of a voucher for 'com- puter services performed in a prior fiscal year before he came into office. As it is a prior year bi.l~, it cannot be paid from the current 1979 operating budget and Dan asked if he could pay it under Article 25, '76 which appropriated $20,000 to provide · "computer services for an office in the Town Building. The Selectmen approved the pay- ment of $1900 out of this Article subject to the finding of To~m Counsel if this action is legal or not.
