BUIL~]~IG, ELECTRICAL & GAS ~2~SPECTORS: Charlie Foster discussed ~th the Board the amount of fee the electrical inspector should receive for inspecting the Archdiocese construction of houses...at least 250 inspections ~uld be done by June, 1979 and suggested a fee of $6.00 per hour. The Board requested that Foster and Thompson meet with the Selectmen on ~bnday, December 28th~ at 8:00 p.m. to discuss the m~tter. Gas Inspector, ~d. Scanlon, requested a raise in salary. The Board requested that he meet with the Selectmen on Monday, December 18th, at 8:30 p.m. ~o discuss the request. LIC~ISING CO~SSIO~,~ERS: Hearing on application for a cab license (2 taxis) from Joseph Pro~.misia at 1581 Osgood Street. Letters from Sgt. Donuelly and Ronald %Y. Cyr, of Cyr Oil Company, owner of property at 1581 Osgood Street, received. Donne~y stated that the applicants father, Edward Provissia, had been rehearing cab licenses at an address that he does not occupy. ~.ir. Cyr stated that he ~.~s the o~.mer of the premises at 1581 Osgood Street and that he had not given ar~ perm/ssion to anyone to use that address for a cab stand; nor was he informed of any application being taken out for this address. He rec. uested that the Board deny any licease to conduct a taxi service at 1581 Osgood Street. It was motioned and seconded that the taxi cab license be denied, without prejudice. PA~ING BAN-BEVERLY STREE2: Residents of Beverly Street were present to protest tagging of their cars due to the ~l- night parking ban .... they were under the impression that they ware exempt again this year from ~'11, night parking ban. Selectman McEvoy opposed to granting special privileges to residents of one street. He made a motion to notify residents of Beverly Street that the Selectmen wi~ vote on their exemption from the ~11 night parking ban at their next meeting ~ January 8,. 1978. F~tion was seconded by Selectman Joyce, vote unanimous. POLE LOCATION: Petition received for a pole and wire location on Foster Street of 1 pole. January 8, 1978, at~ 7:30 A.M. HEAKR~G: BLOCK GRANT pROGRA/.I: Hearing was set for 7:00 p.m. on this date. CAR D.~GE CIAIM: Reports received from Police and P~blic Works Dept. The Selectmen voted to advise ~s. NarJorie Kellett, 4 Far~,ood Street, Bradford, 14ass. that. they found no justification pay her car damage claim after perusing the above-named reports. Hearing set for ~ .A~ OPtiNG: The Board opened the warrant for Subnissien of articles for the annual Toxin Meeting on this date. Warrant .;.r~'l'1 be closed on January 22, 1979 at close of the Selectmen's meeting on that date. POLICE CA~S: Brian S~l~ivan instructed to set up advertising for remaining police cars. January 8, 1978. Bids to be opened NE~']' ~.~.E~I~ ROOOM: Selectmen have been advieed by Brian that several requests have been received by co~,=~.~ttees use the new meeting room in the basement. Selectmen authorized Brian to set up a policy for use of the room. TPJ~FFIC - SHF~N EIDI~.~N: Letters received from S. Eidleman, District Highway Engineer, Danvers, advised the Board that the required Field Operations will be scheduled per their current work load for a speed survey of Boxford Street as requested. A letter also received from Mr. Eidleman that the traffic lights at the intersection of Andover Streets and Chickering ?oad %;ould be repaired and in operation by December 12th. letter of appreciation andthanlm for bis early attention to this matter ~.dll be sent. A DECE~ER 18, 1978 (continued) STREET LIGHTS: Discussion of street lights and shields was conducted ~.fzth Jim Kennedy. Complaints received re brightness of lights shining in bedrooms. Board voted to have shields placed on poles at 55 Narion Drive and Ferncroft Ave. Request for a street light on Water Street, vicinity of the Into~n~ Gift Shop. O~n~er reported vandalism to the telephone booth outside the store. ~. Kennedy instructed to discuss seriousness of vandalism ~th the police department and ~eport back to Board. POLICE C~-J. COCO: Letter from John Coco requested permission to sell the old auxiliary police vehicle. The Board instructed Brian S. to advertise for bids to sell the 2 town-o~ned cars. Bids to be opened January 8, 1979, at 7:30 p.m. PARKING - SCHOOL ST.- J0}~SON ST[ ~AT: ~he lone resident of-School Street protested the tagging of her car on Schoel Street. She stated that the street never ~ms piowed and that it was a dead end street. A complaint from ;~. Breen stating that his car ~.ms tagged while parked on land that was not tox. rn property. Selectmen requested Brian S. to investigate the complaints. BUILDING-ELECTRICAL-GAS ~SPECTORS-ASST. BUTLMi~,D ~SPECTOR: Charles Foster, John Thompson and Edward Scanlon appeared before the Board to discuss car mileage, electrical fees and a raise for the Gas Inspector, Ed~.~rd Scanlon. The present 12~ per mile ~.~s very inadequate. Board voted to r~ise the mileage reimbursement to 17~ per mile, effective July, 1979. On electrical fees, Mr. Foster stated that Thompson and he would be making at least 500 inspections for the archdiocese buildings alone besides the regular inspections. He suggested that the fee be $6.00 per inspection, that it would cost $3000. for the inspections. Board made motion to have the expenses placed in ne~ year's budget. Re the increase iu the Gas ~nspector's salary, it was brought out that ¥~r. Scanlon worked many months, ~rlthout salary, to help out the late Gas Inspector ~.~b~l e he x.~s ill.., that he is doing an e~=e~ent job and inspections had increased due to the turn over to gas heat and the fact that the to~.m was grouting. Mr. Foster stated that an in- crease in salary would be justified. It ~.~s motioned and seconded that Mr. Foster submit .a report on incomes received by other gas inspectors in comparative to,ms to evaluate the request for the increase in salary ~ud rates of the Gas Inspector. Re the Asst. Building Inspector, ~.~r. Foster stated that the rate of $45- per day ~*as inadequate, that he should be under the Personnel By-Law to get a step-rate increase in 6 months. ~tion made and seconded that the Building Inspector submit an Article to increase stipend for Asst'. Bldg. Znepector for consideration of Selectmen. Voted 3 to 1. APPOR~.~ES: The Board appointed ~,Yillicra, Robert and Gerald Kent as Public ~.Yeighere, appointments that necessary in their work.
