'~, ............ ~ J~2~JA.E~ 8~ 1979 ~ Clerk The Board of Selectmen held their regular meeting on,is d~te with all members present; the warrant and minutes were approved as submitted. Chairman John F. Coady until the reorganization of the Board took place. REORG~[IZATION OF BO.~KD: The foLlowing ~electmen x.~ere elected for one year to the following positions: Board of Selectmen: Licensin.~. Commissioners: Chairman: Joseph A. Guthrie Chairman: Charles A. Salisbury Clerk : P~lph R. Joyce, Esq. Clerk : R~lph R. Joyce, Esq. Outgoing Chairman of the Board of Selectmen, John F. Coady, announced that he does not intend to run for reelection to the Board this year. Selectmen Guthrie stated that 1.~. Coady's dec~sion not to remain as a Selectman ~.M~ be a great loss to the toga. Nr. Coady's exper- ience, stability and expertise ~,M~! be difficult to replace. The deep thar~s and for his services were expressed by his colleagues. S~NITARY DISTRICT: Donald George appeared before the Board to state that the Gr. Law. S~nitary District had $240,000. in sumplus and unexpended ikmds due to curtailment of employees and budget. After much discussion, it was voted to have John Fin~eran, representative for to~m of North to make the necessary moves to recompense North o~ndover with monies that were available to toga. BEVERLY STREET: Several residents of Beverly Street appeared before the Board to request e~ension of' the permit granted residents of Beverly Street to be exempt from the town's aL1 night larking ban Speaking in favor of the extension ~s I&ark DiSalvo, ~2mond ~hrtineau~ who said he had no trouble plowing the street, Danald Sam~ha, Charles Smith, Barry Gilbert and others. Chairman Guthrie read the police report and ~Lr. Cyr's report on the problem. Both favored enforcement of the parking ban x*ithout exceptions. June Thornton also appeared before the Board to park on School Street ~ich she said x.ms never plowed and. my. Selectman Coady stated that he thought the ~exemption x.~s to be a continuing process and voted to continue excemption. ~ctman Joyce and NcEvoy each were in favor of enforcing parking ban on Beverly St. Selectm Sali~f~ry stated the excemption should be continued this year only. Chairman Guthrie said he would like to see if the people could correct the situation, that C yr should be contacted for a solution of pnrking on one side of the street and favored excemption for additional Selectman Coady made a motion which was seconded to permit the exception frem the parldng ban be extended until .~pril let ~of.this year or until the parking ban is lifted. DiSalvo stated that he hoped the police~ department ~.~uld use discretion and co~on sense ~hen ticketing parked cars ~en the ground ~.~us bare. POLE LOCATION: Petition to install 1 pole on Foster Street, approved. TG;~'I REPOB2 BIDS: Six companies submitted bids to print the To~.m Report. Bids were referred to the Tox*n Report Committee for peruss.l of the bids to determine the lowest bidder. TO~'~ CLERE: P~GISTPJ~TIO~PJ: Letter from Dan Long, Town Clerk, stated that, under Cbopter 51, Section 30, the Bm rd of Registrars must hold a registration in each Precinct in To~.m prior to each election. They found that only one or two voters showed up for registration at this time and recommended the Selectmen~ ,,_uder Ch. 51, Sec. 30, vote to discontinue the regm~tratmon. The Board so voted ur~nimously.
