If the To%m decided to buy the machine 2/3 of that amount would be applied towards the purchase
of the machine. Selectman Coady motioned to request the Advisory Board the amount of $2000 for
the purpose of trying out the E~ectronic Votiug Machine...Advisory Board not to transfer the
amount immediately, but %fnen To~n% Clerk's budget is reduced, llso, inform the Advisory Board
that an Article x.riLl be presented at the annual T~m Meeting re the purchase of the machine;

The Board voted to grant authority to the Board of Public Works to maintain outbuildings at

from S. Eidelman and R. Tierney, State Engineers, advised Board that the proposed
of a mid-block pedestrian traffic control signal at Village Green Condominiums,
125 & 133 had been approved. After State Public Works had prepared the Preliminary Estimate
and Detail Sheets and filed the required State Environmental Notification Form, the qontract
documents for this project %riLl be processed for advertising. S. Eidelman further stated

Letter received from Roy Farr and Thomas J. Carens, Trustee of Androck Trust stating that
patrons of the 99 Restaurant were parl~ng their cars in parking lets designated for the resi-
dents and. com~dt acts of vandalism. They also claimed the restaurant ~ms ~ielating their
capacity li~_~tations. Bo a rd voted to sent letters to Acting Fire Chief Fitzgerald and Building
Inspector, Charles Foster, requesting they investigate the above-named complaints and sent
a x. rritten report back to the Selectmen.

of the complaint.

Board of Selectmen voted to approve requests for street lights on Foster and Water Streets.

POLICE CAE BIDS:
Bids received for 1-1973 Che~y Bel .6ir car and 1-1970 F~lcon car. Highest bid received for
the 1973 Chevy x~s $351.00 and ~.ms ax.~rded to H. Cormey. Highest bid for the Falcon
$200.00 and ~ms ~.m. rded to Joseph P. Demers. Three other bids ~.~ere received ~,ith lower

Residents from the V*llage Green co~8~A~iniu~s ~ppeared before the Board once again seeking
trash pick-up service. They stated that they ~.~ere t~ayers as ~.~!l as other home o~.mers
and thought they should be entitled to trash pick-ups. They were ~..~lling to place trash in
harrells instead of the dumpsters if that x~s required. !.~r. Scoturrs stated that he had
spokem to the Highway Surveyor x.~o t.~s sympathetic to the problem but stit.1 would not pick
the trash. A letter from Tox. m Counsel stated that it x.~s his opinion that the Village Green
residents are entitled to the s~ne consideration as any other toJ~ayer and should have the
reeuosted trash pic1~p. Letter from High~.~y Surveyor in essence stated that the sudden
pa~t such a large complex x~ould have on his rubbish budget would make it impossible for .n~he
department, fir~nsial!y, or for the men ~ equipment to undert~l~ tr~sh pick up at this time
Secondly, it ~.ms not his policy to pick up rubbish at any multi unit complexes. It would
to~m meeting action to change the department's policy in this regard. ~ He also stated that
the department does not have the necessary equit~ment to m~ke such collections. Selectman
Coady stated that Cyr thirdcs it is ~.rithin his pervie~.~ to m~ke the decision despite the deter-
ruination m~de in To~.m Counsel's letter. It ~.~s b~ought out that police and fire protection
would be given to the apartments but since they have become condominiums, no provision has
been made for trash pickup despite the fact the co~!~iniums assessed valuation for t~tion
are the s~me as homes. The residents were told to refer their requests to the High,.my
Surveys r.
CHIEF LAI~LOR RETIP~,~T:
Letter received from Chief Joseph ~'Y. Lawlor of the Police Department advising- the Board of
his intention of retiring as Chief of Police effective, Febru~z~y 20, 1979. He stated that,
after 30 years as a member of the N. A. Police Department, 20 years as Chief of Police, he
wished to thar,l~ the Board of Selectmen and p~st members for their cooperation. It has been~
he went on to state, an esteem pleasure to have served you and the to~n in the past years.
He x~ished to tha~each other to~rn board and deparbment head for the cooperation he received
as Chief of Police. The Board accepted the Chief's resignation ~nLth deep regret and voted to
send him a letter expressing their tharJm and deep appreciation for his eervices during the
past 30 years.
C01,E~NITY ANTENNA TELEVISION COI.E,~SSION:
Letter stated that the t~.m's request for an additional three ~ . .one- -hc.lf months to complet~
the licensing process %ms discussed. It has been determined that the validity of the provis-
ional license %rlll not be affected by the delay since there has been substantial section 1.4
(a) of the licenoin~ regulations.
ACTING POLICE CHIEF:
Board voted to send letters to the six 2ergeants in the Police Depart.ment stating .t~hat i.t is
the intention of the Selectmen to interview all Sergeants interested mn being cons~aerea an
interim Police Chief to serve in that capacity until a permanent appointment can be made.
They were requested to notify the Chairman if they were interested no later than February 5th~
