ANNUAL T~'$I NEET17;G:
Upon advice from Town Counsel, the Selectmen unanimously vo+.ed to delay the calling of the
Town Meeting until }~y 29th. This action was taken in accordance with Chapter 22, of the
Acts of 1979. This delay was necessary to give the Advisory Board and the To~.n~ Departments
time to analyze any tax limitation law passed by the State. ill To%rn Officials will be
notified.
A/~ICLES:
Articles approved and voted for insertion in the Tox. n~ Meeting %Ia~-~ant were three articles
to overide the tax caps, Sign By-Law article and Dog By-Law article. Warrant was opened
at 9:10 p.m. and closed at 9:16 p.m. Article was proposed by Guthrie to change title of
Brian ~11ivan from Administrator to Executive Secretary. Limit 1-3 yrs, subject to the
DOG OFFICER RE~IGNATION:
A letter from Dog Officer, Ernest Gauthier, contained his resignation from that position
saying he could mo longer resolve the many dog problems in to~.rn w'ath the present type of
dog control and the inadequate enforcement though he spends 50 or 60 hours a ~.mak on the
Job. He stated that he would continue as Dog Officer until they appointed a replacement.
A letter v~ll be sent to 2~r. Gauthier accepting his resignation %zith regret and expressing
the Board's thanl= and appreciation for all the time and effort spent as Dog Officer.
It was voted to have Brian to prepare Article for proposed fu3-l-time Dog Office.
CO~D%~ITY CENTER:
Members of the Coun=il On Aging headed by Emily Murphy, Bill McEvoy appeared before the
Board to discuss the Community Center activities although the Article for acquiring the
Center still has to be approved and passed at Annual Town Meeting. Mrs. Murphy stated
that they plan a year's activities by the month of May and was anmious to be advised of
th~plans o~ the Recreational Council. Bill MeEvoy stated that he had 12 points in his
program and would like to cooperate in every way. Brian ~,~ivan stated that several
meetings will be arranged between the Cou,~cil On Aging, Bill MaEvoy and the Activities
Coordinstor to plan a schedule that will be satisfactory to both. Mrs. Murphy stated
that most of the Council's activities were during the winter time. She was asked if
there was enough space for the Council's clinic at the Community Center, would she be
willing to leave her present quarters. She replied in the affirmative, but she doesn,t
want the Council evacuated from their present quarters until space at the Community
Center is confirmed. Brian S. stated that the ultimate scheduling will be from the
Board of Selectmen with the coordinator. He also said adequate space will be provided
for the Council On Aging.
Narbleheaa Street problem was discussed. Chairman Guthrie proposed that certain portions
of Narblehead Street be made ome-way: From Williams Street, in a southerly direction, to
Mass. Avenue and from Williams Street, in a northerly direction, to Dewey Street. It was
voted to hold hearing on this proposal Monday, April 9, at 7:30 p.m. ~ It will be advertised
and abutters notified. Brian was authorized to conta.~t both Chiefs on the matter.
CO}E{ON-N. A. INPROV~ENT SOCIETY:
John T~{ompson stated that the Public Works had been "listening" to the North lndover
ment Society re the uses of the co,non. They hopefully will come up with an Article that
would restrict the Common to "passive recreation." That ~he common should not be used for
football or any other games with the playground so close by. Thompson also advised the
Selectmen that Clean-up week would begin April 2 to the 7th. Letter will be sent to R.
Ashton Smith tbauking him for his interest in the Co,non and directing him to the Board of
Public Works under %fmich pervue the Common comes.

LICENSING CONNISSIONERS:

Approved: Voted to remove stipulation on Chris Adams's smmsement license, pinball machines
Approved: Common Victualer license fora Brandt's Dairy Queen, 478 Chickeriug Rd. accepted.
1-day liquor license for Nerrimack College, April 3, 1979.
Mark DiSalvo.-applied for a 1-day liquor license for an affair to be held at the Merrimack
Valley Textile Museum. Chairman Guthrie stated that he9 personally, objected to the issuing
of the license because the museum was a historical site. DiSalvo replied that he had the
consent of the Trustees and the Director, Tom Leavitt. The affair is an annual ikmd ra~
event. Anna O'Connor stated the affair was a very nice affair, that the whole area was in
a historical site circle. After much discussion, Guthrie motioned that Licensing Chairman
Charles Salsibury, be authorized to grant the license after confirmation of approval had
received from the Trustees or the~ representative. It was seconded by Joyce. The verifica-
tion is to be in xeriting.
