Salisbury, Ralph R. Joyce, John W. Grabam~itb Chairman Joseph A. Guthrie presiding. .~EVFNUE SHARING FUNDSHEARING: A public hearing was held on the distribution of ~venue Sharing funds. There were no objectors present. Voted unanimously to use $350,000 for the Police and Fire salary budget..50-50. POLE LOCATION: Hearing held on petition to locate i pole(remove i pole) on Forest St., approximately 737' northwest of Missile Site Read. No objectors. Unanimously appreved. STREET LIGHTS: Jim Kennedy presented a request for a street light on 5071 Salem Street from George Farr. He advised the Selectmen that there were ns lights in that vicinity. Notion was made and seconded to accept classification of Kennedy to install the street light. Vote was unanimous. (:O~]~;.E?;:, RAIL SER~-ICE: William Schultz and Joseph Constanza from the MVRTA appeared before the Board to discuss whether or not the Town of North Andover would resume commuter train service. Schultz stated that he hoped cozm~ter rail service ~ould be returned in tie fall. He.told the Board that he hoped equipment and rails)~u~%red. Rail beds ~r~ll be upgra~ed..that EURTA service ~ill help coz~unities that are interested in having rail services, and hoped to get funding. No station improvements are included in the package...Haverhlll has 3 stations, ~ndover, 2 stations. Chairman Guthrie stated that it was Just as con- Venieut for North Andover tox. mspeople to go to North Reading to get the train. The Selectmen voted to take the matter under advisement. T~*~ F~;RMCOI*ETTEER~PO~: The matter of what to do with the Town Farmbuildings was discussed. C~ntly, there are three Articles in the Town~larraut concerning this problem, l) To raise $6500. to raze the buildings. 2) To raise $40,000 to repair barn and house and raze sheds. 3) . To raise $1000. for an appraisal of the fair market value of the house and land it is on for purpose of selling to private citizen. Town Farm Committee ~oted 5-2 that the land was maravaluable than the buildings, that they should be razed. Historical Commission does not want buildings torn down...building was erected in the early 1800's. The~ recommended the house be sold to private party to be preserved and redone...selling the three acres with the house to preserve a bit of historywas minimal. It was brought out that the 'present owner had improved the house a great deal. The matter was taken'under advisement. ACKNOWLEDGeMeNT: The Board voted to send a letter of appreciation to the V.F. ~. for donating a new flag to the To~m Building. CHIEF D0~NELLY REQUESTS: Letter from Chief Donaelly requested permission to instsll a "Go Slow-Children" sign on Sandra Lane and confirm action of the Chief to install "No Parking" signs on Flats Bridge and enforce same. Vote was unanimeus on both requests. IEFA FINANCING: ' At the recommendation of the Industrial Finance Authority the four members of the Board of Selectmen present voted unanimously voted the sum of $1,083,000 to purchase approximately 5 acres of land on Rt. 114 to build a computer building to be o~med by a partnership, Eric Leving and Steven Burakoff and leased to Business Systems Research, Inc. as a research and development and industrial facility for the development of computer software. GAS F~DAVATIONS: The follo~*ing petitions to ~:cavate to install gas services were approved: Farnum Streets, Surry Drive~, Lyman Rd., Putnam Rd and Holbrook Rd. Salem, Summer ALA~I SYST~.~: The Board approved Chief Dounelly's request to have a mini alarm system installed as the present system ~,as antiquated. i.~F~-~ED: an alternate Resignation from Daniel Leonard as/member of the Board of Appeals. Municipal Association meeting, Lexington, June 27. from Brian Sullivan that the signing of the contract for the Solid~aste plant had been MAY 21, 1979. (continued) VETERan' S AG~: Veteran's %~gent, Bill ~mett, appeared before the Board to explain reasons why he needed more in his expense account and also asked for a rcise in salary. Re the salary, Chairman was authorized to negotiate with the Boxford Selectmen. On expenses, he stated that he could not afford to go to necessary conferences because of lack of funds. He stated that flags the veterans graves had not come in yet, that he had ordered thom from t~m sources. He hopeful that they would come in in time for Memorial Day. The Board told him to do anything he could possibly do to get the flags. LICENSING COE~ISSIONERS: GASOLINE STORAGE: Hearing was held on an application to store, underground, 20,000 gals. gaso!in on 01d Clark Rd. by Borden Chemical Co. No objectors, Board approved. Approved: Application for a 2-day beer license, JUlY 3-4, for 4th of July observances from V .F .W. ~ceived: Notice of hearing, }~ay 24, 9:15 a.m. at Boston ABC office on appeal from Xamber l~arademir, d/b/a The Peacock Feathers on denial of transfer of license to Sebastian Tolu. The Board of Selectmen met briefly before the Annual Town Meeting on this date with all members present, Chairman Guthrie presiding. The warrant and minutes were approved as submitteed. BOARD OF APPEALS :-.. The Selectmen approved the request of the Board of Appeals to have Sec. 3.6, of Artihle 13 withdrawn because it is already provided for in M.G.L. Ch. 4OA, Sec. 14, as amended, and in the Zoning By-Law. Board "Organization" is cited in this section. INVITATION: Selectmen received invitation to the Gr. law. Regional Tech. Institute, J~ne 1, at 7 p.m. NISSILE SITE RD. .. Board voted to pe~it the New England Orientee'ring Club, Inc. to park cars on the east end of the Missile Site road for a meeting in the Boxford State Forest, Sat/Sun, june 2-3, 1979 subject to the approval of the police chief. JURORS: The following persons were drawn for the July 2 Sitting, at Salom: Alice Vanghn, 124 Boston St., Marcia Elander, 67 Chestnut St., Francis DenlevY,51 Columbia Rd., Patricia Splaine, 16 Dufton Ct. and Elizabeth Pollans, 67 Grsenhill Ave. STREET LIGHTS: Ji~ Kennedy presented a reques% for a street light on Salem S~reet, vicinity of 1907. He stated that this area of Salem Street was heavily treed and therefore very dark at night.There ars no other lights there. It ~.ms voted to disallow this request as only oategories A and B ~.mre being considered to stay within the budget. BUD CYR - ..GARAGE VANDALISM: Bud Cyr, Highway Surveyor, appeared before the Board stating concern for the vandalism that is ta~dng place in the vicinity of the T own Garage and particularly the salt sheds behind the Town Building garage. The possibility of installing a pole and spot light was discussed, and better surveillar~o~ from the police force. The Board voted to send letter to Civil Defense Director requesting his civil defense patrol officers to patrol the above-named areas. Bri~ is to alert the police department, also. Mr. Cyr requested and cited the need for a smoke detector in the T own Garage. Brian to investigate costs of such au installation. SESSION: At 8:30 P.M. the Board went into executive session for an hour and a half to discuss personal matters regarding the ~ire Department x~ith Chief ~itzgerald.
