PUBLIC WORES: RE: PERMIT FOR T0~ FARM & PA~S & PIAYGROUND USE: Received letter from the Board of Public worlm requesting that when permits are issued for the use of the above mentioned properties, one person be placed with the responsibility of making sure the property is picked-up after using it. Voted that permit granting procedure include this procedure. HUD GRAI,~: The Board reviewed the Administrator's proposal on the administration of the Town's FY'78 HUD Grant. The Administrator had proposed that Louis Ninic~-cci and Gayton Osgood be hired to administer the grant. However, because Louis Minicucci submitted a letter ~rithdra~ring his name from consideration, the Administrator was proposing that Gayton Osgood be hired at a salary of $5,000 to administer the grant himself. It is ~oted that Mr. Minicucci offered to assist Mr. 0sgood in a limited capacit~y ab no compensation. lit. Osgood indicated his concern with handling the grant~l~gne and that he would like to ask Mr. Minicucci to reconsider. The Board voted to authorize the Chairman to appoint Gaytou 0sgood and or Louis Minicncci to ~dminister the grant and that between the two, the administ~~ative s.alaries total more than $5,000. The Board agreed that if it works out that they have to put in a lot more time than anticipated, the Board would reconsider this $5,000 limit. BUILDING INSPECTOR: Charlie Foster appeared to inform the Board of problems he is having, with a Mr. Hefni. Charlie stated that Mr. Hafni was excavating Town owned land and filling iua portion of Reas Pond. This ~ms destroying and trespassing .on town land and violating the watershed distrig~r, by'law. Nr. Hafni ~.ms sent a notice several months ago and has been warned numerous times. Voted to authorize the Town Counsel to work with the Building Inspector and Conservation Commission on this case. LETTER OF THANKS FROM NANCY J. MELIA: The Selectmen received a letter of thanks from Ns. Nsllia for correcting a problem with brush blocking signs and the si~47'of drivers on Osgood Street. A letter will be sent to l.~r, Iafond also, as a thank you note for his time spent on a job well done. LETTER FROM EXECUTIVE OFFICE 0F CONMUNITIES AND DEVELOP~ENT: RE: NEW HOUSING EFFO~: Received a letter from the avoe office concerning a new Section 8 housing program. Voted to send a letter of support to the Housing Auth~ty. LETTER FROM GULF OIL RE: ALLOCATION OF GASOLINE: Received letter from Gui~lf Oil requesting that the Town appoint one allocation officer to act as liason for the whole town. Voted to appoint the Administrator as allocation coordinator and request that he survey all the Town departmsnts to as certain their past and current gas consumption and allocation and report back to t~'Board. LETTER FROM NATIONAL FOUNDATION-NA~H OF DI~S: Received a letter from the March of Dimes requesting the Selectmen to purchase ads. The Chairman stated that any Selectmen who ~.mnted to purchase an ad should do so. POLICE LEGAL A!Y~ISOR: The Administrator informed that Board that the Treasurer ~,as concerned ~*ith the method of paying the Police Legal Advisor for F.Y. 1980. As the budget is under the expense category of the police department, he could not be paid a salary. The Administrator suggested that the Adwisor be hired on a contract basis and be paid a monthly basis. The Board voted to approve the Administrators recommendation. cOMPLAINT AGAINST TO~N BY TP~STEES OF VILLAGE GREEN WEST: Received a complaint filed by the owners of Village Green West Condominums at ~ Court concerning rubbish collection. Voted to have Town Counsel handle the case provided he is able to do so. VETERAN' S AGENT-STOLEN MJ~RKEPS: The Veterans agent informed the Board that Saturday night (June 29, 1979) approximately 50 bronze grave markers were stolen from the ~Ridgewood cemetery. APPLICATION WALTER MCEVOY: FOR APPOINTMENT AS CONSTABLE: Relative to the application from Walter McEvoy for appointment as constable, the Board received a letter from Chief Donnelly recommending that no non-resident of North Andovnr be appointed and that there was already a sufficient number of constables in the Town. Voted to allow Mr. McEvoy to withdraw his application ~,lthout prejudice. BU.RFAU OF ACCOUNTS, AUDIT: Received a letter from the Bureau of Accounts notifying the Town that they will conduct BU..tF~U OF ACCOUNTS, AUDIT: (continued) the audit of the Town Accounts shortly and advised the various departments of the information they ~.rill need. Voted to have the Administrator make sure all info,nation is awilable. CONSERVATION C C~.~ISSION -~N-F 0RCEM~,~: The Conservation Comission met with the Board to discuss enforcement problems they have been having and to discuss the way they are proposing to deal with them. On repeated flagrant violations 'the Commission ~muts the option of proceeding with a criminal prosecution. The Board emphasized that any legal action tal~n by the Commission must be approved by Tm.m Course. Voted uuanimeusly to go imto e~ecutive sessionwith the Commission to discuss pending  egal actions. The Board came out of executive session andmeted that no vote~ or action were taken. C~NSD;G COMMISSION: BOSTON SKI HILL-AMUSEmENT DEVICES: Voted to grant to Boston Hill SI~ area a license for amusement devices ~dth the stipulation that he ~.~uld post a nstice on the machines that they are not to be used for gambling purposes. The feewillbe $6.25 for 1/2 a year. LION'S CLUB-C~ON~ICTURALLER'S LICENSE: Voted to grant to Lion's C~ub a common victuallers Iicensefor July 3 and 4 on the oomon at no fee. MERRIMACK COLLEGE-! DAY LICENSE: Voted to grant m 1 day license for ~{errimack College (Associate Dean, Paul Rator~ for a conference on August 2, 1979. HELEN'S PLACE AND SNACK ETE rRIA, INC.,: Received notices of approval from the ABC of the license issued to the above establishments. ACTI~X~ SECDETARY, DEBRA J. LABELLE ~ CLEP~ JULY 16~ 1979 The Board of Selectmen held their regular meeting on this date with al! members present; Selectmen Thomas J. McEvoy, Charles A. Salisbury, Ralph R. Joyce, John W. Graham with Chairm~n Joseph A. Guthrie presiding. The minutes 'and warrant were approved as submitted. 208 Water Quality Plan A representative f~.~om the Merrimack Valley Planning Commission appeared before the Board to discuss large report presented to the Selectmen, Conservation Commission~ Board of Health and Planning Board. It ~ms, he stated, an assessment of the ~rater problem and because the State wants local~ .community reaction to the report, he requested that a questionaire on the report be filled out by the above-named Boards. He said his staff would held fill out the questionaires. He also added that the State would assume the report is approved~ as is, if questionaires are met filled out. State is endeavoring to have a water q~ity plan for the whole State. Qaestionaire should be filled out by August. It was voted to have Brian distribute the questionaires. ALTEP~IATE ICHI~EES-BOARD OF APPEAIS: The Board ~f Selectmen voted unanimously to appoint l¢alter F. Sou~70 Raleigh Tavern Lane and AugustimeW. Niclmreon, lOOI~oodyStreet, to serve as Alternate Nembers on the Board of Appeals. THIRD FIRE STATION: The Ad Hoc Committee for the third Fire Station ~.ms appointed at this time. The following members were appo~mted: Ed~.mrd Phelan, ~illiam J. Sullivan, ~'~illiem V. Dolan, Dennis L. Currier and Richard T. ~.~inn, also Jay Burke. It ~.~s voted~ also, to send letter to Chief Fitzgerald asking to be advised if he, or a member of the Board of Fire Engineers, would serve on the Com~ttee. JO}E¢SC~; STREE2 TRAFFIC: Letter received from ~'Yarren G. Ogden, Jr. citing thc dangerous traffic situations on Johnson Street. Among the complaints was the excessive speeding on the marrbw, curving road wkich endangered children riding on bicycles and walking along the side of the road. Overgro~.n~ bushes resulted in blind curves. It was voted to send copy of letter to Chief Donnml~!y re speed signs to be installed and to the Highway Surveyor and Tree Warden asking them to in- vestigate and send their recom~endations to the Board. FLAG-OLD C0~0M: Letter received from John M. Richter highly comending the 4th of July Co~,',~ttee for a ~plend~d Fourbh of July celebration. He stated that only one thing x~s missing the country's f~lag. The Board voted to have different organizations in tox.~n contacted for possible funding zor a flag and flag pole to be placed on the Common for future 4th of July celebrations.
