The Board of Selectmen held their regular meeting on this date with all ~,
Selectmen present; Joseph A. Guthrie, Charles A. Salisbury, Ralph R. Joyce,
John W. Grahsm with Chairman Thomas J. McEvoy presiding. The warrant and
minutes were approved with correction of wording on Article 7.
Grievances - Executive Session:
TheSelectmen held an executive ~e~sion until after 8:00 p.m. on grievances
presented.by employees of the Highway DePt.
ZONING.BY-LAW VIOLATION:
Letter. received from the Building Inspector advise~ the Board that Arthur
Kalogianisd/b/a 0.1ympic Construction, Inc. had'v~lated the Zoning By-Laws
of North. Andover by removing 4,000 to 5,000 yds. of earth materials without
permission. They requested the SeleCtmen to'authorize Town Counsel to take
the. necessary ~egat action on this violation. It was so voted..
BOARD OF REGISTRAS - TOWN ELECTION DATE:
The Board of.Registras appeared before the Board and stated that the town was
not equipped to have a primary election and a To~n election on the same date.
Upon motion of Selectman Graham, seconded by Selectman Joyce, it was an unan-
indus voted~to hold the Town election on March 24, 1980 from 7:00 A.M. to 7:00
P.M. as.recommended by the Board of Registras.

Street Lighting:
On Autran Avenue it wes recommended that street lights on poles 8 and' 55/26 be
removed. Officer James Lustenberger, who lives on Autran Ave., recommended
that street~-light .on-pole 8-be-Temoved and a light remain on every other pole
tothe e,n~_of the stre~Bo He stated that when the Archdioceseapartments were
occupied/~ny children/would be using AutranAvenue as a short cut,.and that
presently there were many children living on,the street. Upon J. Guthrfe's
motion, it was an unanimous vote to take recon=nendations and proposals under
advisement and make decision on the street lights after Archdiocese apart~nents
are completed and occupied.
PP~SCOTTSTRBET: :
It was recommended that the light on pole 43/16 be removed and installed on
pole 883. Manager of the Prescott Nursing Home had requested a light on pole
18 to provide lighting between Prescott Streetand the nursin~ home and to 1~
up entrance to the nursin~ home itself. Bolan did not recommend the light on
pole 18. It was voted to remove light from pole 43/16 and install it on pole
883. Light on pole 18 was taken under advisement until it was rated.
HOUSE BILL 68-27
· &Representative Joe Hermann appeared before the Board to advise them on an im-
pendin~ House Bill that would restrict the building of any Resource Facility
in its entirety. He assured the Selectmen that he would oppose it. It was
voted unanimously that Representative Hermann represent the Town in this mattez
and use all his efforts to oppose the Bill.
VANDALISM:
· Selectmen discussed the increased vandalism in the Town. Selectman Salisbury
would like to see a public campaign against vandalism. He would like to see
the four communities get together with their Police Chiefs to give public
knowledge of campaign, and to approach Judges to give repair projects to con-
victed vandals to repair damage. It was noted that Judge Saul would be more
than willing to cooperate. Ohief Donnelly stated that the repair project pro-
gram was already in effect, that courts were giving youths work sentences.
He brought up the fact that more Police personnel was neededc.that they had
to police a Town of 20,000 people.

Donnelly continued to say that it was very important to have a

and that definte plans should be made. Selectman Salisbury stated that a
period of time c~pai~ shou~ be started during the: winter ti~ tO push,
prevention of vandalism. As the winter weather was somewhat of' a-deterent
~o vandalism, it would be a good ~ime to start foundation. 'I~ was-'voted
