After a short discussion, it was voted to set up a formal policy on grieva~Qes and ground rules that the Selectmen could refer to when a grievance is placed before them. ARTICLES: It was voted unanimously to endorse Special Town Meeting Articles 1-5-7 and 8, and also voted to amend said Articles if not passed. INVITATIONS: Invitations received to open house at the Police Station, November 24th..to the Energy Conservation Seminar, Nov. 27th, at North Reading High School, 7:30 p.m. and to a Gr. Lawrence Chamber of Commerce luncheon at the Andover Country Club, December 3rd. I~OV~ 26, 1979 The Board of Selectmen held their re~lar meeting on this ~e with all members present; Selectmen Joseph A. Guthrie, Charles A. Salisbury, Ralph R. Joyce, John W. Grah~with Chai~an Thomas J. McEvoy presiding. The minutes and war~ were approved as sub~tted. EMERGENCY LIGHTING - TOWN BUILDING: Although copies of the specs and ad for the emergency lighting system to be in- stalled in the Town Building were sent to thirteen ~lectrical contractors, no bids were received. Selectmen authorized Brian S. to contact local firms to quire why. theY didn't submit a bid on the ad. STORM WINDOWS-TOWN BUILDING: After discussion, it was voted to have Brian contall all local concerns to re- quest a bid for the installation of Storm windows in the Town Building. ENERGY MANAGEMENT PROGRAM: The Board discussed the Energy Management Program submitted by Brian S. and voted unanimously to authorize Brian to proceed with the program as presented. STEINER VANDALISM: letter received from Ann Steiner requested remuneration for vandalism of her that took place on August 28, 1979 while parked in the North Andover Police on parking lot. Selectman Guthrie stated that this was the first request of this nature that had come before the Board during the nine years he served. Selectman Joyce stated that, in his opinion, the vandalism was job related and they should support the request.and should recompense. Selectman Graham stated that damage to personal property could happen to other Town employees, that the Town shouldn'~ be responsible for personal property of Town employees.
