HomeMy WebLinkAbout1980-01-28 Board of Selectmen MinutesJANUARY 28 1980 The Board of Selectmen met on this date with all members present; Se~men Guthrie, Salisbury, Joyce, Graham with Chairman McEvoy presiding. The min- utes and warrant were approved as submitted with a slight change in the min- utes. 'INSPECTION FEES: After a discussion, the Board voted unanimously to accept the electrical permit fees as recommended by the Building Inspector and to raise the 'Wiring Inspector's re-inspection fee to $15.00. WIRING · IIISPECTOR POSITIOII: After answering some questions asked by John Thompson he stated he would be willing to take the Wiring Inspector postion. It was voted unanimously to appoint Mr. Thompson as Wiring Inspector, effective janUary 31,' 1980, 'at ,' ~.arsalarY of $6,500 and eligible'for fringe benefits accorded other town !employees. It was also voted to have the Personnel Board submit an Article for the annual Town Meeting to activate the position after Advisory Board approval. A request for a transfer from the Reserve Fund will be sent to the Advisory Board to implement salary increase of the Wiring Inspector as vote'd':bY,:the Personnel Board. 'RT..125,PARKING: Lerner'received from Chief Donnelly in response to Selectmen's letter in= · 'q~iring'about illegal parking of cars on Rt. 125 and the subsequent ~ine of $3.00. The inquirywas, the result of a complaint of Domenic Messtna who lives next to the 99 Restaurant. Chief Donnelly stated that his officers have always responded promptly to Messina's numerous and continuous T~eyh~ve been tagsing these vehicles for a long period of, time. As to the fine of $3;00..the amount is not 'set by the Town of North Andover. His d~partment.,receives the'~ooks Of parking tickets and the amount of the fine [is',eit~r'set by the State of Massachusetts or the Lawrence District Court. S~ateP6~ice have also ticketed vehicles constantly, If vehicles are parked oh Messina's property, he has the right to have the vehicles towed and he does ,~ot'have to contact the Police Department. If the vehicle is blocking his driveway, then the Police Department will have it towed. Vehicles can only be towedwhen it is presenting a danger usually when there is ice 'andsnow removal operations involved. He recommended, that the Selectmen 'S~eka'legal opinion on the'legality of towing vehicles instead of receiving agarking'ticket. If a car is towed illegally, it could lead to a law suit. He ~concluded that he would seek a legal opinion from Town Counsel'on the matter;?'The Selectmen stated that the Fire Chief should make periodic chOcks'iOn the number of patrons at the restaurant. Selectman Graham would l~lke,'Tow~Counsel's opinion as to ~owing and Selectman Salisbury would like an Opinion from Town Counsel as to~ts hhe $3.00 fine' and what steps could be taken to make it steeper. It was so voted to send Town Counsel a letter to that effect. COMPLAINT -.WOODRIDGE DRIVE: Letter received from Chief Donnelly re a complE£nt received from Mrs. Hoar of Waverly Road that children were standing on the road in the mornings wait ing for the school bus. Chief sent the Safety Officer to the location to orrect the situation. On her complaint that cars were coming out of Wood- r£dge~Drive at excessive speed onto W~=erly Road, he recommended a Stop si~n be installed on Woodridge Drive before entering Waverly Ro&d to prevent a~future ,accidents. It was an unanimous vote to accept this recommendation and the Chief will be so instructed. OLD AMBULANCE: Letter f~om Chief Currier advised the Selectmen that the 1976 Chevrolet am- bulance ~a~ been~taken out of service as of January 22, 1980. Letter from ,Town Treasurer ~tated that be~,.~as processin~ payment on January 22 the bill for the new ambulance in the amount of $3Z,O00..and that, according to Town Meeting .~[C~ion, the o14 ambulance~/~be sold. Il, recom~.en.ded th.~t, th.Es s_ale~b,, done b~ advertisement for bids. Chief Currier stated that, w~th t~e ~oaru s permis~i~n, his department would take care of the advertisement.
