Members of the Council On Aging convened with the selectmen ~o discuss ·
budget as sub~:ted, and :he proposal of a salary for the coordin~tor' s
position. Chai~an Cantone introduced Daniel ~:ty, representative of
National Council of Senior Citizens of Washtn~op, D.C. who, through ~he.
Elder Services, sponsors senior activities.' He stated that the '~our '" ,i ,
Senior Aides should be Outreach workers but E~ily,:Murphy~

ACCESS ROAD:

Chairman McEvoy statedthe, resourcerecovery plant seems to have,~come::to
a standstillsince thenew~overnor King does uotsponsor the~building
of the new access road. Bud,Cyr stated that a crisis is com£ng~in the:

'RESERVE pOLICE'OFFICEg APPOIh~/E~: "'
A discussion ensued:on whether David Guthrie~ appointed.Janua~ 28, 1980,
a reserve police officer, should be made the Senior ~ppoiutee or not. Sel-
.ectman ~raham st.ated t~at ~he. Procedure presented a real problem. Selectman
Joyce made' a motion that on the basis o~ ~uthr£e*s resume, he should be
made the Senior appointee as of January 28th. Vote was 3 to 1..~raham
opposed~ Joseph Guthrie abstained. On a ballot vote, James Roche was
appointed reserve policeman as of February 6, 1980. Vote was, 3-2. Graham,
Salisbury, Guthrte for James Roche, Joyce, Mcgvoy for Brian La~lor.
FILLING OF 13 WEEK VACAI~CIES:
Letter received from Chief DOnnelly outlined the 13 week's program to fill
vacancies and the cost thereof. ~he Selectmen complimented Chief Donnelly
on his letter and voted unanimously to accept reco~endat£ons of the Chief
and request from the Advisory suffieieat~:funds to fund the program.

ASST. ELECTRICAL INSPECTOR:
Brian S. reported that a letter of resi~nation was forthcoming from Vincent
Landers, Asst. Electrical Inspector, due to the new rulingS. The Board
voted unanimously to authorize the Chairman to advertise the following vacan-
cies: Personnel Board-1..Capital Oufl~a~ Committee - I and Asst. Electrical
InsPector. Inspector's ad to be advertised in the Law. Eagle Tribune.
ATTORNEY ASSISTANCE:
In re§archto hiring an Attorney for assistance in Union ne§otiating, Brian S.
reported that he had contacted three Attorneys, Charles Trombly, whosstated
he would be interested at a fee of $35. per hour. Atty~ Ford, interested at
$60.00 per hour and Arty.A1 Frizelle who stated that he was too busy at this
time. ':Selectman Guthrie withdrew his offer. 'It was voted unanimously to
hire AttY. Trombly'to be available whenever necessary for legal advice.
SPECIAL COMMISSION ON:THE PERFORMING AND'VISUAL ARTS,
Letter received from the above-named Commission to advise of recently passed
Bill 6861 which-established an additional'lotterfticket for the benefit of
the arts in our ~o~muunity.'A local:arts council/of 'five membe~will have to
5e.~9~0'inted by April 30th. Board voted to have the ~atter discussed at
the~r.nextwork session.
COMMITTEE ON CRIMINAL JUSTICE:
Letter received from the above-named re revisions ~n LEAA Erant program.
was voted to refer letter to Police Chief Donnelly for recommendations.'

Letter received from the State Dept. of Public Health cited"~s that
be corrected in the Police _Dept. cells. It was voted to refer the letter to
Chief Donnelly requesting that ~he Selectmen be sent a copy of the requested
cofrectf~ plan when ready.

ST~ET LI~IN~:
Ben Caci appeared before the Board once 'again re his request for a street
light to be installed on Pole #33 vicinity of his residence on Su~er Street.
After a discussion it was motioned.and, seconded to install said light.
defeated 3-2. At Mr. Caci's suggestion that he pay for the yearly stipend to
have a light installed, it was voted ~ Co 1, Joyce opposed, co ~ave a street
light installed on Pole #33 on 5~er S~. at no cost to the To~.
