The minutes and warrant were approved as submitted. JURORS: Drawn for jury duty of April 7, Ellen Camuso, 45 Chestnut Court. 117 Pleasant St., Lynn A. Rarano, Spruce St. '-. IDFA FINANCING: at Lawrence: Mary E. Leafy, Abbott St. and Drawn for April 7, at Salem: Donald Ph%ir, 200 Coachman's Lane, Miriam S. Warshaw, 21 The Selectmen approved the IDFA bond financing of the RBS Manufacturing Corp. who will be located in the Willows Industrial Park, Turnpike Street. LETTERS FROM POLICE CHIEF: 1) Selectmen authorized the Police Dept. to enforce the installed "Stop" sign at Wood~dge~T~d Waverly Rd. 2)' Received notice of Chief's vacation, March 16 to March 24th..Sgt. Edward Sullivan to be in charge of the department during this period. 3) Receiyed report that the necessary repairs to the jail cells had been com- 5.~cPleted'. 4) Submt~tedrecommendation to request list for four reserves. Selectmen so voted.to request new list f~r reserves. 5) Submitted reasons forrequesting additional men in the police departmentf The Board voted to have Brian S. set up work sessions with both the police andfire departments. BLIND~DRIVEWAYS: Letter fro~ Janet Nicolosi requesting the installation of a "Blind Driveway" sign, vicinity of 60 CamEbell Road.-. Board voted to request recommendation from the Chief. : . RT. L14 - Sullivan St.: Letter received from Joyce Bliss requesting safety improvements on Rt. 114 at the'intersection of Sullivan Street. Board voted to send letter to District Engineer, requesting that he take whatever action is necessary to eliminate the passing zone for.the southbound traffic on Rt. 114 in the vic of S~llivan Street and/t%~f%%~en%~atnst making Sullivan Street, a "One-Way" street. CONSERVATION COMMISSION ARTICLE: The above-named article was Miscussed once more. Selectmen Graham made motion that the warrant be reopened to include said Article. Selectman Salisbury seconded the motion. Selectman Joyce stated that he had no objection to the Article if~it is a back-up to the Land Use erticles. Article taken once more under advisement until next week; Land Use Committee will attend meeting. MEMORANDUM OF AGREEMENT-Equal ~mployment Opportunity After a discussion, it was~an unanimous vote to authorize the Chairman to sign the above-named Mgreement. G,L~ COUNCIL OF CHURCHES: Letter from above-named requested the Selectmen to endorse their request to have all activities curtailed on Sundays. It was stated that the Board of SeleCtmen do not have the authority to dictate to parishes wh~ they can or cannot do,' Letter received {orlthe files. · RECEIVED: Notice from Civil Service of exam for Asst. Building Inspector's position. Letter from the Planning Board re acceptance of streets. Notice from the MVPC of the FY 1981 assessment. Forwarded to the Assessorsf WIRING INSPECTOR'S SALARY: Notice from the Advisory Board who voted not to transfer funds to pay retro- active salary of the Wiring Inspector. Selectmen were at loss to understand the Advisory.Board's stand as this was action the Select~en had to take becaus~ of a State dzrective. The Board voted unanimously to reapproach Advisory Bd. ~r reconsideration of their stand on the W.Inspector's salary and, if they still feel .the same way, at least consider allowing the Selectmen to present the matter before the regular T~n Meeting. 172 MARCH 3, 1980 (continued) ~.LEEAMEETING: Brian Sullivan, Dick Crane and Jack Lanni were scheduled to attent MEETING Wednesday, March 5, in Haverhill. the, L~ CHAMPION WRESTL!~ TEAM: T he Board voted unanimously to send a letter of congratulation and recog- nition to Coach Howard Crozier and his wrestlSng"team for winning their second consecutive New En~lan~ Championship in Wayland last Saturday. TOWN FARM ARTICLE: ThomasaLeavitt appeared before the Board'to discuss changes in the article reco~nended by the Historical Commission. The changes were approved-by~the Board. It was voted to accept article as submitted with changes~and that the town accept bid no less than the average appraisal and.accept suggestions a~de by Mr. Leavitt. it was also voted to delete paragraph re disbursement of money from sale of Farm and to ~i=ect =he Selectmen as to the disbursement of fun~s from the sale of the Town Farm. .- C. FOSTER - INSPECTION DEPT. ~' Charlie Foster appeared before the Board to discuss the budgets of the Building, Wiring and Gas Inspectors. He stated that he would like to combine the budgets of the three Inspectors to alleviate paper work, etc. ;He also discussed the need to pay the Asst. Electrical Inspector $200. more per year because he has to fill in for vacation and he would be making a minimum of five inspections per day for 10 days. It was voted to receive the budget and have Foster present budget to the Advisory Board. ~'! LAND USE COMMITTEE: Fritz Ostherr appeared before the Board to urge adoption of the committee!s recommendations. Action should be taken as soon as possible before departments involved have too many entrenched positions. Selectman Guthrie s.tated', that it soumded like a mini-charter proposal and it should be presented to the. Town. Selectman Joyce thought the idea is solid..his major concern was .if the time was right to introduce the proposals, that a lot of questions have to'be answered He was in favor of calling a Special Town Meeting. Selectman Salisbury made a motion to have the Board support the recommendations of the Land Use Study Committee. Motion was seconded by Guthrie and the vote was unanimous. was also voted to have the report distributed to all departments involved and to call a meeting as soon as possible, possibly at a work session this coming Saturday morning.. CONSERVATION COMMISSION ARTICLE: It was unanimously voted to accept the article submitted by the Conservation Commission and to place it in warrant the next time it is re-opened.
