Foster Daniel Long Gayton 0sgood Louis DiFruscio William McEvoy The Board of Selectmen held their first meeting under the summer scheduledon this date with all members present; Selectmen Charles A. Salisbury, Ralph R. Joyce, John W. Graham, R. Louis DiFruscio with Chairman Thomas J. McEvoy pre- siding. The minutes and warrant were approved as submitted, Selectman abstaining as he was absent the previous meeting. JURORS: The following jurors were drawn: For Lawrence July 7th Sitting: Judith Berastrom, 21 Pleasant St...For Salem July 7th Sitting: Francis E. Rivet, 67 Foster Street, Germaine Slipkowski, 48 Camden Street. On Thursday, June 5th, Grace G. Tomarchio, 38 Russell Street was drawn ~ replace Judith Berastrom who has moved out of town. "TOW-ZONES" Rt. 125-Rt.114: Letter received from District Highway Engineer requesting that specific be defined for towing zones. Letter from Chief Donnelly recommended certain areas. The Selectmen finally vot. e.d. ~.he~.following: Rt. 114 - 1300 ft., both side.sa, from Johnson Street (Boston Ski Tow Area) Rt. 125 - From Peters Street to Massachusetts Avenue, both sides. kEt. 125 - From traffic lights, intersection of Rt. 133 and Rt. 125, to entrance of Holt Road, both sides. Designated areas will be sent to the D.P.W. requesting the necessary "Tow- Zone" signs be installed. Copy of letter to Chief Donnelly. BLOCK PARTY: Request received to block off Stonecleave Road from Patricia Aptgian on July 26, .rain date, July 27, for a Block Party. Letter from Chief Donnelly contained his approval as it was a dead-end street. Chief Currier requeste¢ a letter be sent stating the exact time of the block-off and what provisions will be made to allow emergency vehicles through if necessary. Mrs. Apigian will be 'so notified. HUD ~RAINAGE BILL: The Board discussed a drainage contract, dated September 1966, between Cyr and HUD, for construction of an integrated storm drainage system. In the letter it was proposed that, in return for a written commitment by the Town to repay'the Government $8~000 for the survey work and another $3,060 for preliminary engineering work no later that July 15, 1981, the Department wi] write off $4,600 on account of technicla obsolescence in portions of the Preliminary Report that are no longer useful to construction guidance. The write-off would be ffected simultaneously with a payment of the $11,060 liability. After discussion, the Selectmen voted to implement option #1 to pay portion of plans as implemented. HAZARDOUS WASTE CONFERENCE: Letter received with notice of above-named conference. Cppies of the notice were sent to Chiefs Donnelly and Currier, the Board of Health and Highway Surveyor, and Solid Waste Office. RECEIVED: Letter from Department of Health and Human Services advising Board that they had notified the Life Science Laboratory that they are no longer approved as a supplier of services under the Medicare program, which will preclude Medicare reimbursement for clinical laboratory testing services. Invitation to attend ribbon-cutting ceremony for the newly installed tower at Lawrence Airport on July 11, at 10 A.M. DOG OFFICER TRANSFER: Gene Northam appeared once more to discuss payments of his bills and the amount of a needed transfer of funds from the Reserve Fund. Selectman Gra- ham stated that Northam was told two months ago to stay within his budget but Northam just ignored the admonishment. Selectmen Salisbury d~d not relish the Board being put over a barrel.' and agr, ed with Graham, and will not approve any transfer. Selectman Joyce agreed with both Selectman but, as the bills had to be paid, made a motion to request the transfer of $1620. and told Northam, as did the other Selectmen, that he would be out of luck if he didn't stay within his .. .~ 1980-81 budget of $5600. Vote was 3-2. 19- JUNE 2, 1980 (continued) POLICE SERGEANT APPOINTMENTS: Thomas J. Giaquinta was appointed unanimously a Permanent Police Sergeant for the North Andover Police Dept. effective June 6, 1980. J. Michael Davis was appointed unanimously a Temporary Police Sergeant, effective June 6, 1980. · TOWN COUNSEL APPOINTMENT: It was voted to advertise for the annual appointment of Town Counsel 'and to appoint said Town Counsel on Monday, June 30th, at 7:00 P.M. Designated committee will be so notified. To be advertised for applicants. Third Fire Station: Voted to request they.meet with the Selectmen on. June 1 th for a report on the past yea~'~ activzty. Communit~- Center Committee: Henry Green. Joseph M. Lyons, Thomas Cant6ne. Charles H. Foster, Daniel Long, Gayton Osgood, Louis DiFruscio, Wm. M6Evoy. The Community Center Committee~will be notified of a meeting scheduled'for Tuesday, June 10, at 7:30 P.M. at the Community Center. LICENSING C0MMISSIONERS: ~ Action of Triwin, Inc. dfb./a The Wok To pledge their license as collateral for a loan to Firestone Finance Corp. To be sent to:ABC'for. approval. PRIVATE PARTIES~, Letter received from Chief Donnelly expressed his concern over the recent trend of teenagers selling t~ckets for private parties. Besides the noise · nuisance and traffic congestion that would ensue, he was mostly concerned about minors .,;.~.served liquor at these parties and teenagers driving after attending these parties.
