HomeMy WebLinkAbout1980-06-16 Board of Selectmen Minutes The Board of Selectmen held their regular meetin§.on this date with all mem- bers present: Selectmen Salisbury, Joyce, Graham, DtFruscio with Chairman McEvoy presiding. The minutes and warrant were approved as submitted. -BURIED CABLE: The Selectmen approved a petition submitted hy the Mass. Electric Co. to tn- stall direct buried cable and I conduit on Winter St. JURORS: .. The following two persons were dra~m to serve }ury'duty, July 7th, at port: David Ackroyd, 12 Fernwood St. and Helen L~.Martin, 114 Pleasant St. PUBLIC~WORKSVACANCY: How to conduct vote re appointment of an applicant for the vacancy on the Boar of Public Works was discussed. As it is requfred to fill vacancy within 30 daysof resignation of former member, it was ~ted to close applications for the position on Thursday, June 26th and to make the appointment on June 30th. POLICERESERvE CANDIDATE: The Selectmen interviewed John Leone, a candidate for the position of Permane~ Police Reserve officer. APPOiNTM~NTS: PER~NENT POLICE RESERVE OFFICERS: Selectmen DiFruscfo nominated John Leone, but there was no second. The following.were nominated, seconded andappofnted: David. Webster, Brian Lawlo~ ThomasMcEvoy and Tracy Little.. Selectman McEvoy abstained from voting for his son. Ail appointments were unanimous subject to the candidates passing a local physical exam. Tracy Little has the distinction of being the first female police officer ever appointed in North Andover. ~ART-TIME, SECRETARY-SELECTMEN: Brian Sullivan recommende~ Karen Robertson to the Selectmen to fill the part- time Secret.ary position for the Selectmenfs Office. Brian reported that three out of the seven applicants were excellent candidates and it had been difficul~ to single out one for recommendation. Her~appoimtment was unanimous and she will start working on July 1, 1980. THIRD FIRE STATION COMMITTEE: Members of the above-named committee met with the Selectmen and advised them that they agreed there was a need for a Third Fire Station. 'They. also said that a complete report of their activity would be sent to the' Selectmen very shortly, It was voted to set up a hearing when the report' is received from the committee. CONSERV~TION COMMISSION APPOINTMENT: Ann William-Dawes, who resides, at Brooks .School, was interviewed by the Board for the position on the Conservation Commission made vacant by the resignation of R~chard Doherty. Mrs. Dawes background,-.~a.~ucation and experience brought high.commendation from the Board and she was unanimously appointed. S UPT . ;' OF.'. S CHOOLS ' - COMPLAINT REPORT: Aneextensfvezrepo~t was received from Peter F. Garofoli, on the ~omplatnt re the.-woode~'area near the Middle School. After discussion, it was voted to send the report, with a copy to the Fire Chief, to Police Chief Donnelly espec. ially, requesting his recommendations on items 7 and 9. It was also noted that the Police,Dept. be requested to survey the area especially at night. The Public Works 'will be requested for their recommendations on item 8. Le.tt~r received from the above-named inviting the Board to a working session to ~discuss 'recently passed legislation which would allow the Governmpnt Land Ba~k to &~d .~ cities and towns with their development problems. The Bank is an ~depende.nt state agency which can buy, do certain improvements on, and sell property in cities and towns under certain conditions. The meeting, at 10 A.M, Friday, June 20, Lawrence Council Chamber, will be consisting of a small gathering of executives of cities and towns andcoommunity development officials. Brtmu will attend. 200 JUNE 16 1980 (continued) SOFTBALL GAME-CONNECTiCUT TRAVELERS: Letter from the above-named, who travel during the summer.to.play soft-ball games for charity stated that they would be in North Andover, Saturday, July 19th, They requested that an enclosed information sheet be filled out and returned to them as soon as possible. They reminded the Board that they were just a group of business men, playing ordinarF ball, and would not relish playing a champion all-stars, but look forward to playing an'average local ball club. They also requested that they have a get-together, after the games. It was voted to have Brian contact Peter Panttdiosi to conclude the plans for the game. -, COMMENDATIONS: Letter received from the Rfdgewood Cemetery Association Superintendent, GeorgeGatley, conveyed his thanks to William Emmett for the fine Job he did in decorating all the graves of the Veterans. Copy Will be given ~o Emmett. Letter recefPed from the Board of Trade highly commended our Highway'Sur- veyor, Bud Cyr, for the fine job he and his departments on the great job being done on Main Street. A copy of the letter will. be sent to Bud..;. · 4~h of July Committee: Invitation received to participate in the July 4th'annual parade, Friday, July 4, at 2:00 P.M. It was voted to have a, hearing'on the matter, June 30, at 7:30.P.M. and to have.notices sent,.certified mail, to the clerk and Manager of the store'of the hearing.
