Selectman Charles A..Salisbury.presided as Acting Chairman. The minutes and warrant were approved as submitted. Applications w~ll be accepted until'July 25th. Appoin~ments. to be made at the Selec~men~s meeting, July 28 COMMUNITY CENTER RENOVATIONS: Two. proposals were received from architects and the.Board voted unanimously to select:~..Fran~ Gelinas as =he architect for the Community. Center tenors! GRANT CONDITIONS: .. Letter received from the Director of Elder Services clarifying the srant conditions. Discussion on the extent of use ensued and it was finally de- cided ~o~'have a letter drafted stating that the'extent of use of =he Center and its facilities w~ll be used ?5%.by permns sixty years of age or °1der. PEESONNELBOARD: The Personnel Board met with the Selectmen at =he request of Chairman HcEvoy. TwO. members of the. Personnel Board interrup~ed ~heir_ vacation ac the beach to attend. Chairman McEvoy was not present as he.wason vacation at the beach.. The:Selectm en stated that, in the future, procedures shoul~..be set up,re.raises sug§esCed,'thatmore communication between the,~wo Boards wou~d .aid...the.Selec~men when it came to negotiations.with the Unions. Selectmen scaced that they had no explanation of the 9.5 raise the Administrative em- ployees received. TOWN BUILDING ROOF: TWo'bidSwere received to repair the leaking roof of the Town Building. A. H. Anderson, 'lac., 660 Essex Street, Lawrence, Mass. was awarded' the Job at his bid pri~e of $358.00. Brian advised thaC the Council On Aging had.reported that their roof also_leaked after the bids were submitted so there wiI1 be a minimal extra cost,.to ~he bid price. ECOLOGY CLUB:' Letter received fromM ark Dunn, President of the Ecology Club of North Andover High School, informing the Board of the purpose of the club was co -provide,'voluntary service to school and surrounding co~=unity by creating a pleaSa~tlatmosphere in which to l'ive,.work and study.' A letter of acknowl- ege~t.W~ll'be sent. S-TATE AID: ~ Lette~received .from'the DI~ advising Board, that the amount of funds to made available to'the Town would be $68,986.00, ~CENSUS:~ -- Letter received from Tom O'Neil re the 1980 census. Board was advised that the T~ had l0 working days.to challenge the figures that willbe sent shortly from the U. S. Census Regional Office. Selectmen authorized Brian to contact the Board when the census figures arrive. ,~ ~ ~tS$INA COMPLAINT: Mr. Messina appeared:~efore the Board again complaining about the cars ,:. being parked on Rt. 125-near the 99 Restaurant and his home. He said that the T ow Away zone signs had been installed but the North Andover police was not enforcing the law...stated that they would not give any ticket s if. .the cars we~enot impeding trafficj Ii.was brought out that a contract must be obtained from a garage to do the towing. After fucther discussion,. "it was voted to have Brian S. contact tow garages re the implementa~ion of a towing program. The matter will be discussed at the July 28th meeting. CONFLICT OF INTEREST: .... .. Notice received of a conference, August 6th, 10 a.m. to 1 p.m. on-the Conflict of Interest Law (Chp.268A) and Municipal Government.. ........ :,.-, RECEIVED: Notice of~iA~eeting, Oct. 24-26, in Springfield. Discussion indlfinal plans will be made at next meeting, July 28th. '4th of July Report (tentative) received from Frank H. Dushame. He ~tated that he would submit the final report when'he had all the bills in. ROYAL CREST ESTATES: ' ' ' ' ' f Letter received from the Clubhouse Manager of-Royal Crest Estateg'~requesting permission to hold Las Vegas ni~ht, S.unday, Ausust 31st, at the. clubhouse:, ~tll proceeds would go to the Muscular Dystrophy Association funding...;Only RoYal Crest residents would attend, no minors or liquor would be'~llowed'. The Selectmen granted permission subject to the approval of Chi~f~.Donnelly. HILLSIDE RD.: Letter received from Alton C. Bailey, 347 Hillside Rd. requesting;the stallation of Go Slow-Children signs, for.the safety ~ the children in the vicinity. }le stated that there is a relatively la~ge volume of tra~fic~on the street that travels at a fas~ speed. His .request was referred-to Chief Donnelly for investigation and implementation. TAPE FOR MEETINGS: ... ~. .. It was bropght up that Briat~ $. should have a. tape recorder to eliminate all his handwriting of letters and a tape recorder should be used at-the Select, hen's mattings. Matter will be discussed further at the July ~Sth meeting. ~ . . . TO~ CO~iITTEES: 'there was- '., ~ - , It.,~as reported by Brian S. that/one applicant for the Town Rep~t~Co~tttee,'' Joseph Averka, and one for the Board of Appeals, Philip C. Bateman. No applications had been received for the Personnel Board or Land Us~ ComnLttCee. The,-Selectmen appointed Averka to serve on the. Town Report' Co-~tttee and delayed the appointment of Batemanuntil the resignation of the present. member of the Board of Appeals had been received.from James Noble who .had been recently been appointed to the B~ard of Public Works. PAY RATES - SUMNER EMPLOYEES: Due to different pay rates given to suer employees of the Public Works, Highway and Tree Depa{~nent, it was determined by the Board that next year, all pay rates would be set by the proper Henad, the Personnel Board. LICENSING:. Letter received from Charles Foster re the request of SpyrosHazarakis, owner of Henry J's, for permission to anchor a boat in the NerrimackRiver adjacent to his place of business, for dining, and dancing. He stated that there was no by-law to prohibit this use..but the boat, of course,,w0uld have to meet all the safety and esress require~ent of the UniformState Bldg. Code before it could be used by the public.
