HomeMy WebLinkAbout1980-08-25 Board of Selectmen MinutesAUGUST 1980. The Board of Selectmen met on this date with all members present except Chairman McEvoy who was on vacation. Present were Ralph R. Joyce, John W. Graham, R. Louis DiFruscto with Charles A. Salisbury presiding as Acting Chairman. The minutes and warrant were approved with minor corrections. CABLE & CONDUIT: The Selectmen approved the Pond Road. installation of cable.and conduits on Great . TOWN BUILDING BIDS: Two bids were received: Eugene Willis and Laurent Construction Company. Be The two bids were taken under advisement and contract to/awarded next meetin~l ELDERLY TRANSPORTATION: Emily Murphy, Thomas Cantone and members of the Council On Aging appeared before the Board to discuss the transportation problems existing for the' elderly and the handicapped. Mrs. Murphy stated that cab fares, to and from Doctor's offices,were prohibitive. The charge was $4.25 one way to Lawrence. The mini bus operator could take them to the office but could not wait for them and, at 10 a.m., he carried hot lunches to the shut-ins. Selectman DiFrus~io suggested that the Senior Citizens who had cars might be able to alleviate t~e problem and the ~n~y~eir gas. Mrs. Murphy stated that the Senior Aides used to transport the elderly, their gas was paid for, but they had been relieved of that duty. After further discussion, the Selectmen voted to support and implement the elderly transportation and take it under advisement until the next meeting. PART-TIME JANITOR-COMMUNITY CENTER: The need for a part-time janitor was discussed to clean up the Community Center. It was voted to advertise for a person to work 8 hours per week at the Center. DOWNTOWN DESIGN COMMITTEE: Letter received from the above-named committee stating that they had two meetings and recommended that the firm of Cynthia Howard AIA and Associates be hired to provide architectural services for the Housing Rehab Program funded by our 1980 HUD grant. The committee, it advised, had met its mandate and had disbanded. They enclosed copies of the minutes of all their meetings. The Board voted unanimously to accept the recommendations of the committee and hired the firm of Cynthia Howard. LOCAL PROPERTY TAX RELIEF COMMITTEE: ' _ co e ' The Board voted to approve the ad for the above named~su~mm~e~ by Brian S.,with a few changes. Deadline for applications for the committeeewill be September 12th. TOPICS PROGRAM: Discussion on some of the ',bugs" of the Topics State program ensued. Select- man Joyce motioned to have the Selectmen get together with members of the State to discuss the bugs. Selectman Graham stated that he didn't think it would resolve any of the problems...that the Board had signed the Agreement as it was written, hearings had been called at least four times where all the objections should have been taken care of. After further discussion, it was voted to write a letter to the State for a proposed meeting. APPROVED: Memorandum of Agreement (in duplicate) for Chapter 90 projects. Marie Greenhalgh. 4th OF JULY COMMITTEE: The Board received a final, and excellent report from the 4th of July Committee. Also received a letter requesting permission for the V.F.W. to run the 1981 4th of July Town celebrations. The Board voted to send the Committee a letter of thanks and appreciation for the best 4th of July Observances we have ever had and grant the V.~. W. permission to run the affair in 1981. AUGUST 25, 1980 (continued) 21i PLANNING BOARD-SEALER OF WEIGHTS & MEASURES: The Board of Selectmen were deeply saddened by the untimely and unexpected deaths of two Town officials...Ernest J. Roberts, Sr., Sealer of Weights and Measures for 23 years and John J. Monteiro, Jr.., member of the Plannin§ Board for 15 years. John was also Chairman of the North Andover Community Center and Town representative on the Gr. Law. Community Council(~Board. Letters of sympathy will be sent to their families from the Selectmen. and their staff. Mr. DtFruscio asked if pTacques could be made for their famil~es. Brian was authorized to look into the matter. Advertising for applic.ants to fill two vacancies on the Planning Board (Joyce DiTora resigned) and appolatment of a Sealer of Weights & Measures will be postponed one.,~eek. Applications due by September 12th and appoint- ments will be made September 15th. APPOINTMENT-GLCAC: Joseph Morkeskt was re-appointed to represent the Town on the Gr. Law. Community Action Council, Inc. Board voted to have Brian S. advertise for applicants to fill vacancy caused by John Monterio's death:~ in one week, deadline for applications, September 12th. VANDALISM MEETING: Acting Chairman Salisbury advised the Board that an important meetin~ will be held on Thursday, August 28th on the ever increasing problem of vandalism. TOWN DISPOSAL SITE: Selectman DiFruscio wanted to know if the Highway Surveyor had the right to deny Charles Construction Company the right to dump building materials in the Town dump. He asked who determines what to dump and who can dump. After a discussion, it was voted to write to Town Counsel for the answers. 3-1 vote. INSURANCE PROPOSAL: George Stern, Frank McCarthy and Stu Miller appeared before the Board for permission to contact Town personnel at their homes to present an insurance plan called a "Deferred Compensation Program." This plan would present no cost to the Town. The Board advised them to contact Town Treasurer and the Town Insurance Committee. It will be discussed at the September 8th RECEIVED: Thank you letter from residents of the Sharpener's Pond area for added protection given them. Offer from Andover's Sealer of Weights & Measures, Charles Howe, to fill in for the late Ernie Roberts in North Andover to ensure a smooth t~ansition until a new Sealer of Weights & Measures is appointed. The Selectmen were very pleased with the offer. Invitation to attend a breakfast on Tuesday, September 9, 1980, at 8:30 A.M. in the Ram's Inn, Ber~.y Hall, Essex Agricultural & Technical Institute. Call Ms; Fanning at 774-0050, Ext. 12. Notice from Sherman Eidleman, District Highway Engineer, that "Tow Zones" signs had been installed at three designated locations and that Police Chief Donnelly had assured his Office that these signs will be enforced. Notice of hearings on changes of bus fare and service changes from MVRTA ~ Be held July 29-30, at Lawrence Public Library. Changes to begin 0ct. 1. LICENSING COMMISSIONERS: ~LAS VEGAS NIGHT: [.Letter from Trustee of St. Gregory's Church advised the Board that their Las Vegas Night would be on NovemberS, 1980, 7 to 12 midnight. Policeman to be in attendance. Open Bar. Letter sent with permission and reminder no one under 20 yrs. of age could be served liquor.
