Cipro, 198 Mass. Ave. for a Class II license to sell antique and special cars. HELEN'S PLACE: A hearing was set for September 8, 1980, at 8:00 P.M. on the application for transfer of a Restaurant, All Alcoholic license from George Kasik m, d/b/a Helen's ~lace, 200 Sutton St., to Donald W. Chrtstensen, 82 East Water Street, N.A. at same premises, 200 Sutton St. Alice M. Letarte, Secretary *~i~~ Clerk SEPTEMBER 8, 1980. The Board of Selectmen held their re~ular meetin~ on this date with all members present except Selectmen Salisbury who was on vacation. The min- utes and warrant were approved after minor corrections. JURORS: Judith Chmielecki, 2 Walker Rd. and Rodney L. Radcliff, 19 Dudley Street were drawn for October 6th Sitting, at Salem. Dorothea E. Murphy, 1 Andrew Circle, was drawn~f~r the October 6th Sitting, at Lawrence. STATE POLICE ASSISTANCE: Letter received from the Commissioner of Public Safety re o~ request for State Police assistance. He advised ttmt Colonel James T. Canty, DeputY" Superintendent of the Mass. State Police has directed Captal~ Walter Kane to contact the Board relative to a meeting to discuss the situation as outlined in the Board's letter. They requested that Chief Donnel~y be present at the meeting. Pending a report from this meeting, state patrols will check the area, (Missile Site). TOWN BUILDING REPAIR BID AWARD. After discussion on the above, the Board authorized Brian to contact. Town ~ounsel on the proper a?arding procedure. ELDERLY TRANSPORTATION: Selectmen thanked Selectman DiFruscio~ for his suggestion that the elderly supply cars and the town's business men supply the gas. Selectman Di~ruscio advised the Board that, to date, 28 businessmen have offered to supply the needed gas on a monthly basis. COErSCIL ON AGING GRANT: The Boar~ ~oted to accept amount of $5,200. the ~rant award to the Council On Aging in the IDFA FINANCING - MICROMATIC PRODUCTS, INC. The Board voted to approve the IDFA financin' of Micromatic Products, Inc. a firm that makes small machine parts for computers, heart machines, et%. INSURANCE-DEFERRED COMPENSATION PLAN FOR TOWN k~MPLOYEES: Town Treasurer was asked to the meeting to discuss the above-named insurance, and his letter on same. Jim Dewhirst stated that he had no objection to the ~ insurance plan but did not approve accepting it for the principle' reason that the Town does not have computer capacity for deductions, heddoesn~'t have enough help to administer all the paper work that would result in the accept- ance of this policy. He also cited the law that "Contract is made between Town Treasurer and employees" which means the T own would be responsible for the funds, bookkepping, safety and disbusin~ of the funds. LAND-ACCESS TO MERRIMACK RIVER: Letter from Donald George, Ex.Dir, GLSD, requested a meetin~ with Brian, Town Planner, John Finneran and himself to obtain more specific information concerning the Board's request for land for access to the Merrimack River. It was so voted. sEPTEMBER 8 3.980 (continued) o3t) STORAGE OF RECORDS: Letter received'from Secretary of State's office re proper vaults for storage of-records. Board voted to have Brian check with the Fire Chief. OLD COMMON USE: Board voted to ~rant request received from Ruth Keen for permission to the Spiritual Development Commission of St. Michael's Parish. to hold their annual Harvest Mass on the North Andover Common, Sunday, September 21, at 12 noon. CABLE TU EXTENSION REQUESTS: Several requests received for extension of the Town's Cable TV service. Board voted to have Brian contact Robert Salem, Manager of Continental Cable TV, ~o pursue the matter. COMMUNITY CENTER USE: Pat Bouchard, N.A. Youth Hockey Association, requested permission to use the Community Center for a "Skate Swap" on Sunday afternoon, September 21st, from 1 to 4 P.M. Permission granted subject to the fact that it wasn't being used by the elderly. TOPICS~PROGRAM: Brian Sullivan reported that a meeting had been held in Danvers on the Topics program problems. Present at that meeting were state engineers, Sumner Ho: Borenstein, Frank Kelly, Sherman Eidleman, Eederal Highway Administrator: Louis DtFruseio and Ralph Joyce. Items brought up were Russell St - 2 way, the correction of the island in front of the Hy-Way Grocery, catch basins at Stevens Corner, Willow Trees and sidewalks on Chickertng Rd,.vicintty of Brookside apartments. Brian stated that the meeting went very wel!, that the state engineers were very receptive to their complaints. After further dis- cussion,.it was voted to have Brian contact Brookside residents re the side- walks and trees. LOCALTAX COMMITTEE: It was brought.up that the above-named Committee should be appointed soon, and the Board was advised that they would be appointed on Sept. 15th. LANDFILL COMMITTEE: Selectman Graham stated that a resolution must be madeoon the contents of the landfill, i.e. certain construction typ wastes like shingles cannot be disposed of in the landfill. 'CHIEF DoNNELLY: Selectmen McEvoy and DiFruscion made reference to a certain news article and stated that Chief Donnelly is doing and has been doing a great job as Acting chief of Police, that, in their opinion, theY couldn't have a better man than Donne!lyas Chief.of Police. LICENSING coMMIsSIONERS: CLASS II LICENSE: Application for a Class II license for Dr. Robert Cipro, 198 Mass. Ave. was approved with the stipulation that no antique or special cars are to be parked on the premises at 198 Mass. Ave. Dr. Cipro, stated that he needed the Class II license for the paper work to be done at his office in connection with the cars. HELEN'S PLACE: The Board approved the transfer of the Restaurant, Ail Alcoholic license from George Kasikas d/b/a Helen's Place, 200 Sutton St. to Donald W. Christiansen, 82 East Water St., at 200 Sutton St. liquor to be allowed from 8 a.m. to 7 p.m. APPROVED: ' 1-day liquor license, Merrimack College, Sept. ~6, 1980. 1-day liquor license, Merrimack College, Sept. 18, 1980. RICHDALE SUPERETTE: Letter received from Chief Donnelly re violations of the license\~egualtious of Richdale Superette. Hearing set for. Sept.29, 1980, at 7:30 p~.
