LICENSING COMMISSIONERS:
MERRIMACK COLLEGE:
Application received for 3 1-day liquor licenses for Sept. 30, October 14,
October 28th. Motion made to approve the licenses. Selectman Graham said
that he did not object to 1-day liquor licenses at the college for special
occasions but did not approve the Jr. Class havin~ a happy hour every other
week. The applications had been approved by Rev. Gillen, Director of Student
Activities. New motion was made to approve the Sept. 30th license, only,
and to have the Chairman discuss the other two applications with Rev. Gillen.

at the Town Farm Picnic area. He said all such licenses granted re with-
out his recommendation or approval as long as the Town Open Drinkzng BY'Law
exists. This By-Law was executed when the T~n had problems with students
drinkin~ on the Middle School ~%rounds at night. The Board voted to have
Chairman Joyce consult with the Chief on his remarks in the letter.

The Board approved the change of Manager of the 99 North, Inc. Restaurant,

G.L.S.D-TRANSFER OF PROPERTY:
Letter from Donald A. George, Ex. Director, requested the Town Counsel and
the Gr. Law. Sanitary District attorney meet and work out the details for
conveyance of a piece of property acceptable to both~'the ~ommission 'and the
Town of North Andover. Land is on Riverview Street. Mr. George noted in
his letter that Town Planner, Susan St. Pierre, had':made a fine presentation
on the subject at the Commission's meetinl, September 24, 1980. The Board
thanked Brian Sullivan for all his efforts, also. "
TOWN BUILDING REPAIR CONTRACT:
The Board voted unanimously to 8uthorize
for Town buildinq repairs to the Laurent
Dracut, Mass.
HUD GRANT PREAPPLICATION:
A discussion on the proposed HUD ~rant took place between the Board,~Louis
Minicucci, Gayton Os~ood and Brian. Selectman DiFruscio was concerned
about the percentage paid for the administration of the Grant. Gayton
Osgood explained that, with the deadline for submission of the application
nearin~, ~t was impossible to detail the administrative costs at this time,
that after the application was finished they would concentrate on a detailed
account for the Board which would be self-explanatory. Voted to approve
applications and authorize submission of same.

HIGH STREET:
Residents of Hi%h Street and surrounding areas presented a petition, signed
by several persons, requesting that High Street be made a 25 mph speed limit
They cited that the street was narrow and many mo~o~$sts used it as a short
cut. Also requested were Dead End'signs to be[installed at the be%innin~ of
Summitt Avenue and Upland Avenue. The Highway Surveyor will be requested to
install the signs and the Police Chief will be asked for his recommendation
on the speed zoning.
BEEC~AyENUE:.
Let't~r. from Police Chief stated that he had no objection to Mrs. Killelea's
renu%st for the installation of a "Caution, Handicapped Child" siqn to be
pla6~d on each end of Beech Ave. However, he, pointed out that the si%ns wer~
not'~enforceable and do not indicate approval of children playin~in the
'street. A letter will be sent to Mrs. Killelea to that effect.
LAND USE COMMITTEE:
The Board voted to authorize Brian to ask for more applicants ..'to
the Land Use Committee.

LOC~-L TAX RELIEF COMMITTEE:
The. Board voted to have Selectman Charles A. Salisbwry serve on the Local
Tax Rplief Committee. Meetin~ scheduled for September 30, at the Library.
RETIRED EMPLOYEES:
Selectman DiFruscio~requested that the Board consider having certificates
of appreciation made up with the Town Seal to all Town employees who were
retiring after an x-number of years. The Board members agreed on the
t~ou~ht but stated that each department usually takes care of their o~n
retirees, that[~>they were handed out indiscriminately, they would lose
their significance and value. While they were on the subject, they voted
to'send a letter to Mike Lawlor statin~ their thanks and appreciation to
him and his scouts for deliverin~ letters to residents.
LICENSING COMMISSIONERS:
Hearing: Richdale Store Violation. The Licensing Board voted to go into
executive session to discuss the second violation~ serving beer to a minor.
After the session, Acting Chairman Salisbury announced that'the store had
been placed under suspension for three days; 0ceober 2-3-4, 1980, no wine
or beer to be sold for those three days.
HELEN'S PLACE:
Letter from proprietor, Donald Christiansen, requested that his hours be
ex ~nded in his restaurant. Board voted to have hearin~ at the next meeting
on his reques.t and instructed that the ~butters be so notified of the
requested hours.
MERRIMACK COLLEGE:
Board voted to ~rant application for 0ct.14-22, 1-day liquor license for
Jr. Class '80. Vote was 3-1. Said vote was rescinded and new vote was to
consider applications at next week's meeting.
ABC APPROVALS:
Approvals received from ABC: Transfer of license of Helen's Place from
George Rasikas to Donald Christiansen and change of Manager at the 99 North
Inc. restaurant.
