HomeMy WebLinkAbout1980-10-20 Board of Selectmen MinutesOCTOBER 20, 1980 BIRD LEASING-CLARK STREET: Letter received from Chief Donnelly s~ating that he felt the Bird Leasing request for "No Pa~king" signs and street lights on Clark Street was a reasonable one. Board voted to refe6 the subject to the Administrator for more information of location of poles for the~signq and street lights until the next meeting. Selectmen DiFruscio stated that he noticed a chain- linked gate blocking.off Clark Street approximately 200 feet up. Boahd voted to have the Administrator look into this. RUBBISH COLLECTION BY-LAW: Letter received from Atty. Dully stating that a delay in the implementation of the By-Law is not possible. Letter from Bud Cyr states that we can not change the By-Law Without the action of Town Meeting unless emergency conditions arises, and this was not the cas'e. Mr. Joe Giard then asked the Board to hold a special Town Meeting, and handed thet' Board over 630 signatures that called for a special Town Meeting - 200 needed to hold a special Town Meeting. The Botrd ~AS;~onc. e~ned about 'the verbage of Mr. Giards Article. It suggested that we would have to collect rubbish from business and large corporations. The Board proposed that we also write our own article that would effect what.the people wanted to achieve but would safeguard some of tee other problems. It was approved to have 200 signatures validated by the Towh'Clerk. HIGH STREET-SPEEDING: Letter rece~v~q~C.Q.m Chief Donnel.]y. regardi.ng. High-Stree~ speediQg, Chief Donnelly suggested that we make High Stree~ parking on one side only. Since we are now waiting for the State to send out their survey team to look into the speeding problem, the Board decided %o hold off considering the one side of High Street parking until such time as they receive the States report. ENGINEERING SERVICES ON MAIN ST. & SUTTON ST.: The Contract from Vanasse/Hangen Engineering, Inc., 184 High Street, Boston, Mass.· 0~110 for Engineering Services on Main Street and'Sutton Street was unanimously approved by the Board. The DPW said that ~very thing was in order. .EL.DERLY TRANSPORTATION: Th'6~dministrator informed the Board that the MVRTA received two proposals to provide elderly transportation to the Town. The Board voted.to set up an interview with the two companies on October 29 at 7:00 p.m., and also to send an invitation to' the participants in the interview and the 'Council On.Aging. ~ ILLEGAL DUMPING~ Board received report from the Fire Chief (Hazardous Waste Coordinator) regarding~Philip Piccirillo, Main Street, Boxford, Mass. illegall.y<F'.;~;, ! . ~dlump~debris on his property.. Voted to refer the report to the , Boa'r2 of Health and ask that they take appropriate action. LICENSING: COMMON VICTUALER LICENSE - WALK-UP ICE CREAM STAND: Appli.cation was.received for~a Common Vuctualer license from Malcolm Norwood, 126 Main Street, to set up a walk-up ice crea~ s.tand on his property next to the Barber Shop and the fire station on Main Street. He will also put up a fence similiar to the one around the Andover Savings Bank. Selectmen Graham. made a mo.tion to take it under advisement and refer it to the Police Chief for his recommendation. It was unanimously voted on. GASOLINE PERMIT: A hearing was'held on the application for a license to store 2000 gallons of gasoline.F underground, at 770 Boxford Street, from Peter Breen. It w~s. appr.oved by the Fire Chief. The Board voted unanimously to grant said request. MERRIMACK GOLLEGE-ONE-DAY LICENSES: The Board approv~ a one-day liquor license for Betty A. Lee, Asst. Director of Student Activities, Merrimack College, for October 25, 1980 at the Last~ Class Pub, OCTOBER 20_ 1980 (Continued) ' MERRIMACK COLLEGE-ONE-DAY LICENSES (Continued): Discussion on an All Alcoholic License (Special Club) for Merrimack Col.lege was. tabled from the last meeting. Selectmen Graham objected' to the col.lege asking for so many requests. Selectmen Graham was also concerned that if an:&ll Alcoholic License was. issued, other people besides Merrimack College Students might go to the Last Class Pub instead of the 99, the Loft, etc. He Was also 'concerned about the environment' at the college because there are so many students under 20. He wants proof.or assurance that only Merrimack College Students, that are over 20, will be'allowed to enter the Pub. motion was made and voted to ask 'Reverena Gillian to come before the Licensing Commission and the Board to discuss this matter next w~ek. SPECIAL TOWN MEETING: It Was voted to hold a Special Town Meetin~ on November.24~ 1980, at 7:00 P.M.. in the M~ddle School. Warren= was opened on =his. date and will close next.
